Federal agencies issued a July 4th lone wolf terrorism warning ahead of Independence Day 2025, telling the public that lone offenders and small groups intent on violence posed the primary threat to holiday gatherings. The FBI and Department of Homeland Security said they had no specific, credible threat to any particular event, but flagged large crowds as attractive targets in a threat environment made sharper by U.S. military strikes on Iran, a string of recent ideologically motivated attacks on American soil, and the risk of copycat violence following the New Year’s Day vehicle-ramming attack in New Orleans.
What the FBI and DHS Bulletin Said
A joint intelligence bulletin released in late June 2025 identified “lone offenders and small groups of individuals seeking to commit acts of violence” as the leading terrorism threat to Fourth of July festivities.1CNN. FBI and DHS Issue Warning Ahead of July 4 Celebrations The agencies cited a broad range of possible motivations: racial, ethnic, political, religious, anti-government, and personal grievances.
Three concerns stood out in the bulletin. The first was copycat vehicle attacks. On January 1, 2025, a 6,000-pound truck was driven into crowds on Bourbon Street, killing 14 people, and officials said that assault could inspire imitation. The second was violence tied to the Israel-Hamas conflict; the bulletin said individuals motivated by the conflict might view Independence Day gatherings as symbolic of the West, pointing to a May 21, 2025, shooting that killed two Israeli embassy staffers in Washington, D.C., and a June 1, 2025, firebombing at a pro-Israel demonstration in Boulder, Colorado, that killed an 82-year-old woman.1CNN. FBI and DHS Issue Warning Ahead of July 4 Celebrations The third was drones. No credible drone plots had been reported, but the bulletin warned unauthorized unmanned aircraft could be used for surveillance, to drop small munitions, or as explosive-laden devices, and could disrupt law enforcement response.2ABC News. A regional assessment from the FBI, DHS, Coast Guard San Francisco, and the Northern California Regional Intelligence Center focused on the San Francisco waterfront, where about 200,000 people were expected. That document described the crowd as “a broad set of soft targets” for a mass casualty attack and identified the ferry system, particularly vessels passing beneath the Bay Bridge and Richmond-San Rafael Bridge, as vulnerable.3ABC7 News. The Iran Factor and the National Terrorism Advisory
Separately, DHS issued a National Terrorism Advisory System bulletin on June 22, 2025, describing a “heightened threat environment” that would remain in effect through September 22, 2025.4DHS. National Terrorism Advisory System Bulletin, June 22, 2025 The advisory came one day after the U.S. military struck three Iranian nuclear facilities at Natanz, Fordow, and Isfahan in Operation Midnight Hammer. Iran retaliated two days after the strikes by launching missiles at the Al Udeid Air Base in Qatar; the U.S. reported no casualties.5U.S. Congress CRS. Operation Midnight Hammer
DHS warned that Iranian leadership could issue a religious ruling calling for retaliatory violence against U.S. targets, which would raise the likelihood of extremists independently mobilizing to attack. The bulletin also warned of low-level cyberattacks by pro-Iranian hacktivists and possible network attacks by actors tied to the Iranian government. Since 2020, U.S. law enforcement had disrupted “multiple potentially lethal Iranian-backed plots” on American soil, and foreign terrorist organizations including Hamas, Hezbollah, and the Houthis had released messaging calling for violence against U.S. assets and personnel.4DHS. Iranian officials had vowed further response. Supreme Leader Ali Khamenei said, “We will not surrender,” and Foreign Minister Abbas Araghchi threatened revenge with “everlasting consequences.”6ABC News. July 4 Days Away, US Law Enforcement on High Alert At a June 23 House Appropriations Subcommittee hearing, Attorney General Pam Bondi said the Department of Justice had “countless” active cases involving threats to the homeland and noted that over 1,000 Iranian nationals had entered the U.S. illegally in recent years.7CBS Austin. The Recent Attacks Behind the Warning
Three attacks in the six months before July 4, 2025, shaped the bulletins.
New Orleans, January 1, 2025
Shamsud-Din Jabbar, a 42-year-old U.S.-born Army veteran from Texas, drove a rented pickup truck into crowds on Bourbon Street in the early hours of New Year’s Day, killing 14 people and injuring dozens more. He then exited the vehicle armed with an assault rifle and handgun and was killed by responding officers.8ABC7 News. New Orleans Attack Hours before the attack, Jabbar posted five videos proclaiming support for ISIS. Investigators found two improvised explosive devices in coolers near Bourbon Street along with a transmitter meant to detonate them. The FBI determined Jabbar acted alone.9FBI. Mohamed Sabry Soliman, an Egyptian national living in the U.S. on an expired visa, threw Molotov cocktails at a weekly pro-Israel demonstration on Boulder’s Pearl Street pedestrian mall while shouting “Free Palestine.” Karen Diamond, 82, died from her injuries, and at least 12 other people were hurt. Authorities recovered at least 14 additional unlit Molotov cocktails at the scene.12BBC. Boulder Colorado Firebombing Prosecutors said Soliman had planned the attack for a year, researching explosives and seeking a “Zionist event.” He told police he wanted to “kill all Zionist people.”13The Guardian. How Cities Responded
For the Macy’s fireworks on the East River, the NYPD deployed thousands of officers, including plainclothes personnel embedded in crowds, heavy weapons teams, bomb squad units, canines, and explosive trace detection specialists. A joint operations center monitored feeds from more than 50,000 city cameras. Counterterrorism boats carried radiation detection equipment and underwater surveillance capabilities, and drone and aviation units patrolled above.14CNN. NYC Fourth of July Threat and NYPD Security Street closures around viewing areas were designed to prevent vehicle-ramming attacks. The Brooklyn Bridge was closed to traffic from 9 a.m. on July 4 through 4 a.m. on July 5, and portions of the FDR Drive were shut down in both directions starting at 3 p.m.15NY1. NYPD Deputy Commissioner for Intelligence and Counterterrorism Rebecca Weiner described the posture as a response to an “everything, everywhere, all at once” threat environment, saying the threat level had been “very elevated” since October 7, 2023, and had intensified further after the Iran strikes. Chief of Department John Chell said there were no specific threats to New York City.14CNN. NYC Fourth of July Threat and NYPD Security
In San Francisco, the police department canceled all discretionary time off to ensure maximum staffing on July 4. Chief Paul Yep said the department was “constantly checking with our sources for any type of threats,” and Mayor Daniel Lurie said city agencies were coordinating to ensure public safety for the roughly 200,000 attendees expected at the waterfront fireworks. What Actually Happened on July 4
Federal authorities routinely issue threat assessments before major holidays, and July 4th is treated as a period requiring heightened vigilance. The 2025 warnings stood out because of the convergence of factors: a fresh military conflict with Iran, several recent ideologically motivated attacks, and the persistent threat of lone actors inspired by foreign terrorist organizations. The most deadly recent July 4th attack came in 2022 in Highland Park, Illinois, where a rooftop gunman killed seven people and injured 48 during an Independence Day parade.17CNN. Highland Park Shooting: Robert Crimo Sentencing
Despite the elevated warnings for 2025, no attacks, arrests, or disrupted plots connected to July 4th celebrations were publicly reported as of the holiday itself. The bulletins repeatedly emphasized the underlying reason such warnings are difficult to translate into arrests: lone actors radicalize privately, plan in isolation, and target events designed to be open and accessible to the public.
