Baseline Personnel Security Standard (BPSS): The Four Checks

The Baseline Personnel Security Standard, known as BPSS, is the pre-employment screening the UK government requires for anyone who works within or for it, including civil servants, armed forces personnel, contractors, temporary staff, and suppliers.1GOV.UK. Baseline Personnel Security Standard BPSS Policy Version 7.0 It confirms your right to work, your identity, your criminal record, and your employment history for the three years before the check. It is not itself a national security clearance, but you cannot hold Security Check or Developed Vetting without passing it first.2GOV.UK. National Security Vetting Clearance Levels

The standard’s job is narrower than people sometimes assume: it guards against identity fraud, illegal working, and falsified employment histories that could cause financial or reputational damage to government. Checks start after you accept a provisional offer, and a formal offer follows only once BPSS is passed.

The Four Checks

BPSS is built around four elements sometimes grouped as RICE: Right to work, Identity, Criminal record, and Employment history. All four must be completed before you start work.1GOV.UK. Baseline Personnel Security Standard BPSS Policy Version 7.0

Right to Work

Employers are legally required to verify you can work in the UK. The BPSS policy allows three routes: a physical check of an immigration document, a digital check through an Identity Document Validation Technology (IDVT) provider, or the Home Office online service for non-British and non-Irish citizens. If nationality or status still can’t be confirmed, the employer must escalate through the Home Office Employer Checking Service.1GOV.UK. Baseline Personnel Security Standard BPSS Policy Version 7.0 British and Irish citizens can usually satisfy this with a passport.

Identity

The identity check confirms you are who you say you are. You need documentation showing your full name, date of birth, and current or permanent address, together with a photo ID. A valid passport or photocard driving licence usually covers the photo requirement, and a utility bill or bank statement covers proof of address. UK Parliament guidance for pass applications specifies these must be issued within the past six months.3UK Parliament. Baseline Personnel Security Standard BPSS Guidance for Organisations Submitting Security Clearance Applications to Parliament Verification can be done through original documents or a digital identity service, and if physical documents are used, they must be checked on or before your first day.1GOV.UK. Baseline Personnel Security Standard BPSS Policy Version 7.0

Criminal Record

BPSS requires a basic unspent criminal record check through the Disclosure and Barring Service in England and Wales, Disclosure Scotland, or AccessNI in Northern Ireland.1GOV.UK. Baseline Personnel Security Standard BPSS Policy Version 7.0 Only unspent convictions appear on these basic checks. Under the Rehabilitation of Offenders Act 1974, most convictions eventually become spent, and once spent the individual is treated as if they were never convicted.4GOV.UK. Guidance on the Rehabilitation of Offenders Act 1974 and the Exceptions Order 1975

A conviction does not automatically disqualify you. The policy requires each case to be assessed on its own facts, and you should be given the chance to explain any disclosure or discrepancy before a decision is made. A minor, relatively recent conviction that has no bearing on the role can still be compatible with a pass.

Employment History

The employer must verify your employment, academic history, and qualifications for a minimum of three years before the checks. Gaps of six months or more within that window need to be covered by references or other evidence, and significant time spent abroad in that period needs to be explained.1GOV.UK. Baseline Personnel Security Standard BPSS Policy Version 7.0 Gaps are not disqualifying in themselves; caring responsibilities, travel, and illness all count as legitimate explanations. What matters is that the time is accounted for. If you were self-employed, references from professionals such as accountants or solicitors can stand in for employer references.

Come prepared with contact details for previous employers over the last three years, plus any references or documentation that covers gaps. Academic records serve the same purpose for periods spent in education.

When a Conviction Becomes Spent

Because BPSS surfaces only unspent convictions, the timing of when a sentence becomes spent can determine whether it shows up at all. Under the Rehabilitation of Offenders Act 1974 as amended, the rehabilitation periods for adults are:

  • Prison sentence under 1 year: spent 12 months after the sentence ends, including any licence period.
  • Prison sentence of 1 to 4 years: spent 4 years after the sentence ends.
  • Prison sentence over 4 years: spent 7 years after the sentence ends, unless the offence is a serious violent, sexual, or terrorist offence listed in Schedule 18 of the Sentencing Act 2020, in which case it never becomes spent.
  • Community order: spent when the order ends.
  • Fine: spent 1 year after conviction.
  • Simple caution: spent immediately.

Periods are shorter for people who were under 18 at the time of conviction.5GOV.UK. Guidance on the Rehabilitation of Offenders Act 1974 and the Exceptions Order 1975 Once a conviction is spent, you are not obliged to disclose it for BPSS purposes and it will not appear on a basic disclosure.4GOV.UK. Who Has to Go Through It

BPSS applies to everyone working within or for government: civil servants, members of the armed forces, contractors, temporary staff, and suppliers.6GOV.UK. Government Baseline Personnel Security Standard If your work gives you access to government premises, systems, or information, you should expect to be screened whether you are employed directly by government or by a private company on a government contract. Full-time, part-time, and short-term staff are all covered, and there is no exemption for seniority or for roles that seem low-risk.

If You Have Lived or Worked Abroad

Time abroad makes the criminal record element more involved. The standard approach is to obtain a criminal record certificate (sometimes called a certificate of good character) from each country you resided in. Some countries issue these directly; others require you to apply through their embassy in the UK.7GOV.UK. Criminal Records Checks for Overseas Applicants Significant periods spent overseas within the three-year employment window also need to be documented as part of the history check.

How Long It Takes

Checks begin once you accept a provisional offer. The employer cross-references your documents and information against external sources and contacts previous employers or referees. Some departments run everything at the interview stage; others start after an offer.1GOV.UK. Baseline Personnel Security Standard BPSS Policy Version 7.0 Digital identity verification through IDVT providers is now common alongside physical document inspection.

The timeline depends on how quickly references come back and how complex your background is. Most straightforward cases complete within five to ten working days. Unresponsive former employers or overseas record requests can extend that. Once the four checks are satisfied, the employer completes a BPSS Verification Record and keeps it on file.

What Happens If Something Goes Wrong

BPSS is framed as a risk reduction measure rather than a strict pass-or-fail gate. Serious concerns can still cost you the offer: an unresolved right-to-work issue, a falsified employment history, or an unspent conviction directly relevant to the role. There is no formal appeals process built into BPSS. The practical steps are to ask the employer for clarification and to correct any errors in your documentation. If the rejection came from inaccurate or incomplete information rather than a substantive concern, the employer may reprocess the check with corrected data if the role is still open.

Providing deliberately false or misleading information is the surest way to fail. Honest disclosure of past convictions or employment gaps gives you room to explain the context; fabrication leaves none once the discrepancy surfaces.

Moving to a New Role After You’ve Passed

BPSS has no validity period, so a check you passed years ago is not automatically void. When you join a new organisation, though, that employer must still complete identity and right to work checks to meet its own legal obligations, even where you already hold BPSS elsewhere.1GOV.UK. Baseline Personnel Security Standard BPSS Policy Version 7.0 The criminal record and employment history elements don’t necessarily need to be repeated if the new employer can confirm you already passed them.

For civil servants moving between departments, the process is more streamlined. Clearance is generally transferable unless there is a risk flag, and the new department uses the staff transfer form to start the process. Some departments complete BPSS at the interview stage and won’t repeat it during a transfer.8GOV.UK. Step by Step for a Successful Transfer Guidance for Employees In high-volume situations, such as surging contractors for public services, organisations can onboard people who have previously passed BPSS and run additional checks while they are in post, provided identity and right to work checks are done first.

Where BPSS Sits Below Higher Clearances

BPSS is not itself a national security clearance, and it does not give access to protectively marked material at SECRET or TOP SECRET. It is, however, the foundation for every clearance level above it: Counter Terrorist Check, Security Check, Enhanced Security Check, Developed Vetting, and Enhanced Developed Vetting all require BPSS first, and the BPSS record forms the starting point for the deeper investigation.9UK Parliament. After You Pass

Passing BPSS is not the end of your security responsibilities. The policy requires organisations to advise you to declare any change in personal circumstances that could affect your role, such as a new criminal conviction.1GOV.UK. Baseline Personnel Security Standard BPSS Policy Version 7.0 If you later hold SC or DV, the reporting obligations become more detailed and cover changes in nationality, new partners, police involvement, and significant financial changes.10GOV.UK. Aftercare and Existing Clearances Because BPSS has no validity period, organisations generally do not rerun it unless you transfer or report a change that affects your suitability.

BPSS verification produces a file of personal data: copies of identity documents, address evidence, criminal record disclosures, and employment references. Under government retention schedules, BPSS records are typically kept for seven years from the date of copying and then reviewed, with further one-year retentions possible if the records remain operationally relevant. Once they are no longer needed, they must be destroyed immediately.11GOV.UK. Human Resources Records Core Records Retention and Disposition Schedule If you have left a role and want to know what records are still held, you have the right to make a subject access request under data protection legislation.
