Biggest Drug Busts in History: Cocaine, Marijuana, and Fentanyl

The biggest drug busts in history don’t share a single scoreboard. By dollar value, Germany’s 2024 announcement of a 35.5-metric-ton cocaine seizure worth roughly $2.78 billion is the largest single-substance haul ever publicly disclosed. By raw weight, Mexico’s 2010 confiscation of 134 tons of marijuana in Tijuana still holds the record. By potential lethality, a 2025 DEA operation that removed more than three million fentanyl pills from circulation eclipses anything measured in tons. Which one counts as “biggest” depends on how you’re counting.

How Drug Busts Are Ranked

Agencies report seizures three ways: physical weight, estimated street value, and potential harm. A 134-ton marijuana pile dominates weight but falls far short of a multi-ton cocaine load in dollars. A fentanyl bust measured in kilograms can represent millions of lethal doses while barely registering on a scale. The number an agency leads with in a press release usually reflects whichever figure sounds most impressive for that substance, and comparing across drug types is inherently apples-to-oranges.

Weight isn’t just a headline choice. Federal charges and mandatory minimum sentences are tied directly to net weight, and the thresholds vary sharply by substance. That’s why the same operation can be described as record-setting under one metric and unremarkable under another.

Biggest by Dollar Value: Cocaine

Cocaine dominates the value rankings. South American traffickers move it in commercial volumes through container shipping, and the per-kilo price keeps the totals high even when tonnage is modest by marijuana standards.

Germany, 2024: $2.78 Billion

Prosecutors in Düsseldorf announced in June 2024 that investigators had seized 35.5 metric tons of cocaine — roughly 39 U.S. tons — from multiple container ships. The drugs were hidden among vegetables and fruit in ten shipping containers arriving from Latin America between April and September 2023. Authorities put the street value at 2.6 billion euros, about $2.78 billion, making it the largest cocaine seizure in German history and, by value, the biggest single-substance drug bust on record. The operation followed a tip from Colombian authorities and led to seven arrests.

MSC Gayane, Philadelphia, 2019: $1 Billion

On June 17, 2019, federal agents boarded the MSC Gayane, a 1,030-foot container ship docked at the Packer Marine Terminal in Philadelphia. Inside seven shipping containers they found 15,582 bricks of cocaine. U.S. Customs and Border Protection later confirmed the total weight at 39,525 pounds, close to 20 tons, making it one of the largest drug seizures in U.S. history.1U.S. Customs and Border Protection. Two MSC Gayane Crew Members Sentenced for Conspiracy to Smuggle $1 Billion Worth of Cocaine Into the United States Investigators traced the operation to crew members who had loaded the cocaine at multiple South American ports, and several were later sentenced for conspiracy to smuggle narcotics into the United States.

Biggest by Weight: Marijuana

Marijuana holds the tonnage records by a wide margin. Its financial impact per pound is a fraction of what cocaine or fentanyl commands, but nothing else moves in comparable bulk.

Tijuana, 2010: 134 Tons

In October 2010, Mexican authorities in Tijuana seized 134 tons of marijuana stashed inside roughly 15,300 packages hidden in six cargo containers at an industrial warehouse. Officials described it as the largest marijuana seizure in Mexican history. Burning the product took days. The weight remains unmatched, though the financial value is dwarfed by cocaine or fentanyl busts a fraction of the size.

Biggest by Lethality: Fentanyl

Fentanyl seizures don’t compete with cocaine in raw tonnage, but they overshadow everything else in potential lethality. A single kilogram contains enough material for roughly 500,000 lethal doses, so even a bust measured in pounds can represent a staggering number of deaths prevented.

DEA, 2025: 2.7 Million Pills in a Single Action

In late April 2025, agents from the DEA’s Albuquerque District Office seized 2.7 million fentanyl pills in a single enforcement action, the largest fentanyl pill seizure in DEA history. It was part of a monthslong investigation that stretched across five states and dismantled what authorities described as one of the most dangerous drug trafficking organizations in the country, tied to the Sinaloa Cartel. Across the full operation, agents recovered more than three million fentanyl pills, 11.5 kilograms of fentanyl powder, cash, firearms, and luxury vehicles, and arrested 16 people.3United States Drug Enforcement Administration. CBP, Lukeville, Arizona, 2024: 4 Million Pills

On July 1, 2024, a 20-year-old Arizona man arrived at the Port of Lukeville driving a pickup truck hauling a recreational vehicle on a utility trailer. With help from a canine team, CBP officers found 234 packages of drugs concealed inside the trailer’s frame, holding approximately four million blue fentanyl pills weighing more than 1,000 pounds. It was the largest single fentanyl seizure in CBP history.4U.S. Customs and Border Protection. Other Notable Record Hauls

Some record numbers come not from a single moment but from sustained operations that string together dozens of interdictions.

Operation Pacific Viper (2025)

In August 2025, the U.S. Coast Guard Cutter Hamilton offloaded over 76,000 pounds of illegal drugs valued at $473 million at Port Everglades, Florida. It was the largest drug offload in Coast Guard history.5U.S. Department of Homeland Security. Gulf of Oman Heroin (2023)

In May 2023, the U.S. Coast Guard fast response cutter Glen Harris intercepted a fishing vessel in the Gulf of Oman that had departed from Iran. A boarding team discovered 1,964 kilograms of heroin valued at $80 million, one of the largest maritime heroin seizures in recent years.6U.S. Naval Forces Central Command. Operation Crystal Shield (2020–2021)

The DEA launched Operation Crystal Shield in February 2020, targeting the nine cities that accounted for more than 75 percent of methamphetamine seized nationally. In its first six months, the operation produced over 750 investigations, nearly 1,840 arrests, and more than 28,560 pounds of methamphetamine seized along with $43.3 million in drug proceeds.7United States Drug Enforcement Administration. Canada’s Superlab (2024)

The Royal Canadian Mounted Police dismantled what they described as the largest and most sophisticated drug production facility ever found in Canada. Investigators seized roughly half a ton of hard drugs from the lab, including 390 kilograms of methamphetamine, 54 kilograms of fentanyl, 35 kilograms of cocaine, 15 kilograms of MDMA, and large quantities of precursor chemicals.9Royal Canadian Mounted Police. Federal Investigators Take Down the Largest, Most Sophisticated Drug Superlab in Canada The bust reflected a growing concern about domestic synthesis of drugs from imported precursor chemicals rather than finished product smuggled across borders.

What Quantities Like These Mean in Federal Court

The weights involved in record-setting busts blow past every federal sentencing threshold. Under 21 U.S.C. § 841, mandatory minimum sentences scale with the weight of the drug involved, and the numbers that trigger them differ dramatically by substance:

  • Cocaine (powder): 5 kilograms or more triggers a ten-year mandatory minimum. Between 500 grams and 5 kilograms, the minimum is five years.
  • Fentanyl: 400 grams or more of a mixture triggers a ten-year minimum. Between 40 and 399 grams, the minimum is five years.
  • Methamphetamine: 500 grams or more of a mixture triggers a ten-year minimum. Between 50 and 499 grams, the minimum is five years.
  • Heroin: 1 kilogram or more triggers a ten-year minimum. Between 100 grams and 1 kilogram, the minimum is five years.
  • Marijuana: 1,000 kilograms or more, or 1,000 or more plants, triggers a ten-year minimum. Between 100 and 999 kilograms, the minimum is five years.

If someone dies or suffers serious injury from the drugs, the minimum jumps to twenty years. A second offense after a prior serious drug felony conviction raises the floor to fifteen years, and two or more prior convictions can mean twenty-five years to life.10Office of the Law Revision Counsel. 21 US Code 841 – Prohibited Acts A For scale, the 20-ton Philadelphia cocaine seizure exceeded the five-kilogram top-tier threshold by a factor of roughly 3,600.

Fines compound the prison time. A first-time individual offender at the highest quantity tier faces up to $10 million; organizations face up to $50 million. Those numbers double and triple with prior convictions.11DEA.gov.
