Boric acid is banned or tightly restricted in many products because regulators classify it as a reproductive toxicant that can damage fertility and harm an unborn child, and because swallowing it can cause serious acute poisoning. It isn’t outlawed across the board. The rules vary by product type, concentration, and country, with the strictest limits landing on cosmetics, children’s products, food, and certain pesticide uses.
Reproductive Toxicity Is the Main Reason
The single biggest driver behind boric acid restrictions is what it does to reproduction. In animal studies, repeated oral doses impaired sperm quality in male rats and mice and reduced ovulation in females, causing partial or complete sterility depending on the dose. Those effects appeared at levels that produced no other obvious signs of toxicity, meaning the reproductive system was the first thing to fail. That made regulators cautious.

Acute Poisoning Is a Real Risk Too
Reproductive harm is the long-term concern. The short-term concern is that boric acid is genuinely dangerous if swallowed. The hallmark symptoms of acute poisoning are distinctive: blue-green vomit, diarrhea, and a bright red skin rash. The Narrow Environmental Margin
Regulators also cite environmental toxicity, particularly to aquatic life. Boron doesn’t biomagnify up the food chain the way mercury does, but it does accumulate in microalgae, aquatic plants, fish, and amphibians. European Union

The EU Cosmetics Regulation caps boric acid by product type and bans it outright from products for children under three:
- Talc and powders: 5% maximum, prohibited in products for children under 3
- Oral hygiene products: 0.1% maximum, prohibited for children under 3, label must state “do not swallow”
- Other leave-on products: 3% maximum, prohibited for children under 3
If the free soluble borate level exceeds 1.5%, the product cannot be used on peeling or irritated skin.6UK Government. The EPA regulates boric acid mainly as a pesticide ingredient, registered for use as an insecticide, fungicide, herbicide, algaecide, and wood preservative.8Environmental Protection Agency. - Bed bug treatment: prohibited entirely
- Carpet application: prohibited
- Dust formulations: require NIOSH-approved particulate respirators, with restrictions on pressurized application
- Swimming pools and spas: powder formulations are banned; treated water can’t be discharged into storm drains or waterways without authorization

The FDA does not permit boric acid as a direct food additive. Canada
Canada already limits boric acid in cosmetics, children’s toys, non-prescription drugs, and natural health products, and has cancelled certain pest control products while tightening labels on those that remain.11Government of Canada. Why It’s Banned From Food
Boric acid was widely used as a food preservative starting in the 1870s, before its toxicity was recognized. Today it is not permitted as a food additive in the United States, Canada, China, Australia, or New Zealand. The international Codex Alimentarius has never included provisions for it in food standards. Children’s Products and Homemade Slime
The popularity of homemade slime made with borax, which releases boric acid, has created a real exposure route regulators are still catching up to. Boric acid suppositories for yeast infections and bacterial vaginosis are not FDA-approved drugs. Boric acid remains legal and widely available for pest control, wood treatment, and various industrial uses. The reproductive toxicity classification and the ingestion risk still apply, so handling matters.
