If you hold a bridging visa in Australia with a “no work” condition, you can ask the Department of Home Affairs to lift that restriction by proving financial hardship, and bridging visa work rights on financial hardship grounds are granted through a fresh application on Form 1005 supported by evidence that your living expenses outstrip your resources. The legal threshold is called a “compelling need to work,” and the strength of your financial documents is what decides the outcome.
Who Can Use This Pathway
The application is open to bridging visa holders whose visa currently carries Condition 8101, which prohibits any work in Australia. You can confirm whether that condition applies to you through Visa Entitlement Verification Online (VEVO) or by checking your visa grant notice.1Department of Home Affairs. How you apply depends on which bridging visa you hold:
- Bridging Visa A (Subclass 010) holders apply for a new BVA with permission to work by showing financial hardship.2Department of Home Affairs. Subclass 010 Bridging Visa A
- Bridging Visa B (Subclass 020) conditions cannot be changed directly. You first apply for a BVA without work restrictions, then apply for a new BVB.3Department of Home Affairs. 1005 – Application for a Bridging Visa A, B or C
- Bridging Visa C (Subclass 030) holders who are protection visa applicants must show a compelling need to work and provide the same supporting evidence as BVA applicants.
- Bridging Visa E (Subclass 050 or 051) holders must clear an extra hurdle: on top of financial hardship, you have to satisfy the Department that you had an acceptable reason for any delay in lodging your protection visa application. Hospital records, letters from medical or mental health professionals, or a personal statement about the circumstances can serve as evidence.4Department of Home Affairs. When a New BVA With Work Rights Is Not Available
A BVA holder cannot be granted a new BVA with permission to work in two situations: if the current BVA was granted because you applied for judicial review of a decision on your substantive visa, or if you have applied for a protection visa. Protection visa applicants who need work rights generally have to apply for a different bridging visa subclass, such as a BVC or BVE, with work rights instead.2Department of Home Affairs. What “Compelling Need to Work” Means
The standard is practical, not abstract. The Department looks at what you have coming in, what you have saved, and what you need to spend on basic living costs. If those numbers show you cannot sustain yourself without employment, you meet the threshold. If you still have substantial savings, or someone is covering your expenses on a regular basis, the application is likely to be refused.
Officers want to see a trajectory. A low balance on a single day is less persuasive than three months of statements showing a steady decline. The picture that works is one where the resources are visibly running out and no other option is closing the gap.
Evidence That Proves Financial Hardship
Weak documentation is the most common reason these applications fail. Your evidence needs to tell one clear story: money is going out faster than it is coming in, and there is no way to close the gap without a job.
Bank Statements
Get statements or transaction histories for every account you hold, in Australia and overseas, and aim for at least three consecutive months.3Department of Home Affairs. 1005 – Application for a Bridging Visa A, B or C If an account is new and three months of history is not available, a screenshot of the current balance is a reasonable substitute. The Department also has access to information about money sent and received from overseas. If family abroad are transferring funds to you, those transfers will appear on your statements whether or not you mention them, and leaving them out of your application damages your credibility.
Rent, Utilities, and Everyday Costs
Your lease or rental receipts set out your fixed housing cost. Pair them with recent electricity, gas, water, and internet bills so the recurring monthly figure is documented at current rates. A history of consistent payments that is now becoming unsustainable reads better than a single overdue notice.
Then add the costs that cannot be deferred: grocery receipts, public transport fares, phone bills. If you have credit card balances or loan repayments, include those statements too. Each document should show what has been paid or what is owing.
Medical Expenses
If you have ongoing health conditions, include medical reports or support letters from your treating providers that describe the condition and its costs. Prescription receipts, specialist invoices, and pharmacy records help quantify a category of spending the Department might otherwise underestimate.
Third-Party Support
If a charity, church, community organisation, or individual is helping cover your basic needs, ask them for a letter describing the support and how long it can continue. This shows both that your situation is serious enough that others are stepping in and that the help is temporary or partial. If a friend or family member has lent you money, ask them to write a short statement setting out the amount and the terms. A written confirmation from the lender is worth more than a passing mention in your own statement.
Personal Statement
A written personal statement ties the documents together. Explain what has changed since your bridging visa was granted, why the sources of support you had before are no longer available, and how the lack of work rights prevents you from meeting specific obligations. Keep it factual. Link each point to a document in the file rather than describing your situation in general terms.
Completing Form 1005
Form 1005, “Application for a Bridging visa A, B or C,” is the form you use to request a new bridging visa with different conditions.3Department of Home Affairs. 1005 – Application for a Bridging Visa A, B or C You can download it from the Department of Home Affairs website.
The form asks for your current employment status, your reasons for requesting work rights, your total assets, and a breakdown of weekly expenses covering food, transport, and medical costs. Every figure has to match your supporting documents exactly. If your bank statement shows $847, put $847, not a rounded number. Officers cross-check the form against the attached evidence, and any mismatch raises doubts about the reliability of the whole application.
Use the explanation section to make your case in your own words. Focus on the change in your circumstances since the bridging visa was granted, and connect that change directly to the evidence attached. “Struggling financially” carries far less weight than a specific account showing that savings have dropped by a measurable amount each month while rent and medical costs have held steady.
How to Lodge
The preferred method is ImmiAccount, the Department’s online portal, which lets you upload Form 1005 and every supporting document at once. Electronic lodgement is the fastest option and produces faster processing.3Department of Home Affairs. 1005 – Application for a Bridging Visa A, B or C ImmiAccount is only available if you originally applied for your substantive visa through it. Otherwise, you can lodge by post or courier to the nearest Department of Home Affairs office. Either way, you should receive an acknowledgment with a file reference number.
What Happens After You Lodge
The Department does not publish processing times for bridging visa applications, and its official position is that no timeframes are provided and no updates on progress are given.2Department of Home Affairs. Subclass 010 Bridging Visa A Straightforward, well-evidenced applications tend to move faster than complex ones, but there is no benchmark to rely on.
Until you receive a written decision, you have to keep complying with your current visa conditions. That means no work of any kind. The Department communicates its decision in writing, usually to the email address linked to your ImmiAccount profile. If approved, you will receive a new bridging visa grant notice stating that the no-work condition has been removed.
Getting a Tax File Number Once Approved
Before you can start a job, you need a Tax File Number. If your new visa shows work rights linked to your passport or travel document, you can apply online through the Australian Taxation Office’s Individual Auto Registration system. The ATO verifies your visa status automatically, so no documents need to be sent. The TFN is posted to your Australian address, and processing takes up to 28 days.5Australian Taxation Office. Permanent Migrants and Temporary Visitors – TFN Application
Asylum seekers using an ImmiCard can use the ImmiCard number in place of a passport number on the TFN application. If the work rights are not yet showing in the system, the online option will not work and you will need to submit a paper TFN form instead. VEVO will confirm what your visa currently shows.1Department of Home Affairs. Check Visa Details and Conditions
Why You Cannot Start Work Before Approval
Working while Condition 8101 still applies is a breach of your visa. The Department can cancel your visa under the Migration Act for a condition breach, which can leave you as an unlawful non-citizen, placed in immigration detention, and removed from Australia. A cancellation on your record also harms any future Australian visa application.
However urgent things feel, working before you receive written approval puts both your current visa and your future immigration options at serious risk. If the application is taking longer than expected and your situation is becoming critical, a migration agent or a free community legal service can advise on your options.
