To get a Bulgarian residence permit, a non-EU national must qualify under one of the legal grounds listed in the Law on Foreigners, enter Bulgaria on a Type D long-stay visa obtained from a Bulgarian consulate abroad, and then apply in person at the Migration Directorate with proof of address, sufficient funds, health insurance, and a clean criminal record. The Bulgarian residence permit requirements are set by the Ministry of Interior and apply to stays longer than 90 days. One recent change affects every financial threshold: Bulgaria adopted the euro on January 1, 2026, at the fixed rate of 1.95583 BGN per euro, so all figures below are in euros.1European Central Bank. Who the Permit System Applies To
The rules described here apply to non-EU nationals under the Law on Foreigners in the Republic of Bulgaria.2Ministry of Interior of the Republic of Bulgaria. Law on Foreigners in the Republic of Bulgaria EU and EEA citizens do not need a residence permit; they can live and work in Bulgaria freely but must register with local authorities after three months.3European Commission. Registering Residence Abroad After the First 3 Months Short-stay visitors on a Schengen visa also fall outside this framework. The permit system starts to matter when you plan to live, work, study, or retire in Bulgaria for more than 90 days.
The Three Tiers of Permits
Bulgarian law creates three levels of residence, and the requirements you face depend on which one you are applying for.
- Extended (prolonged) residence is valid for up to one year and can be renewed annually. It is the entry point for almost everyone.
- Long-term residence becomes available after five continuous years of extended residence. The permit is valid for five years and follows the EU-wide long-term resident standard.2Ministry of Interior of the Republic of Bulgaria. Law on Foreigners in the Republic of Bulgaria
- Permanent residence gives an indefinite right to remain. It is generally reserved for people with strong family ties, long-standing investments, or other specific qualifying categories, and it does not require you to give up your original nationality.
Long-term and permanent residents face fewer employment restrictions and have easier access to social benefits than holders of extended permits.
Legal Grounds You Must Fit Into
You cannot apply for an extended residence permit simply because you want to live in Bulgaria. Article 24 of the Law on Foreigners lists more than twenty specific grounds, and your application must be anchored in one of them.2Ministry of Interior of the Republic of Bulgaria. Law on Foreigners in the Republic of Bulgaria The categories most applicants use are these:
Employment. You need a valid employment contract and a work permit from the Ministry of Labour and Social Policy. The permit system is built to confirm the position cannot be filled by a Bulgarian or EU citizen first.4European Union Immigration Portal. Employed Worker in Bulgaria Highly skilled workers may instead qualify for an EU Blue Card, which requires a binding job offer of at least six months, a salary of at least 1.5 times the national average gross salary, and proof of relevant higher professional qualifications.5European Union Immigration Portal. Business activity. Foreign entrepreneurs qualify by running a Bulgarian business that creates and maintains at least ten full-time jobs for Bulgarian citizens throughout the residence period. The jobs must be maintained continuously and are checked.4European Union Immigration Portal. Employed Worker in Bulgaria Trade representatives of foreign companies registered with the Bulgarian Chamber of Commerce and Industry also qualify.
Family reunification. Spouses, children, and other family members of Bulgarian citizens or of foreigners who already hold residence permits can apply on this ground. Study. Non-EU students admitted full-time to a licensed Bulgarian institution qualify. You will need proof of enrollment, a passed language exam if applicable, confirmation of accommodation, health insurance, sufficient funds, and a medical certificate.6European Union Immigration Portal. Pensioners and financially independent applicants. Retirees drawing a pension from their home country qualify if they show enough funds to support themselves without drawing on Bulgarian social security.4European Union Immigration Portal. Employed Worker in Bulgaria Other financially independent individuals who are not working may also qualify under related provisions of Article 24, provided they can prove resources and health insurance.
Freelancers and self-employed professionals, accredited foreign journalists, people engaged in authorized religious activities, researchers at Bulgarian academic institutions, and intra-company transferees each have their own recognized ground under the same article.2Ministry of Interior of the Republic of Bulgaria. Documents You Need to Gather
Type D Long-Stay Visa
You cannot apply for the residence permit from inside Bulgaria without first entering on a Type D long-stay visa issued by a Bulgarian consulate abroad. The visa application requires an in-person interview, and the standard fee is approximately €100.7Ministry of Foreign Affairs of the Republic of Bulgaria. Visa for Bulgaria Consular processing times vary and some posts book appointments weeks out, so start early.
Proof of Housing
You must show a registered address in Bulgaria. Acceptable evidence is a notary deed for property you own, or a rental contract together with a notarized declaration from the landlord confirming your right to reside at the address. This address becomes your administrative point of contact.
Financial Subsistence
Bank statements must show a balance at least equal to the national minimum wage for each month of your intended stay. For 2026 the minimum monthly wage is €620, so a one-year applicant should demonstrate roughly €7,440 in available funds. The threshold moves with the minimum wage each year.
Health Insurance
Mandatory health insurance must provide minimum coverage of €30,000 and be valid across EU member states for the full duration of your stay, covering emergency care, hospital treatment, and repatriation.7Ministry of Foreign Affairs of the Republic of Bulgaria. Visa for Bulgaria Private international policies are typically used at the application stage; obligations change once you receive a long-term or permanent permit, as explained further down.
Criminal Record Certificate
Your initial application must include a criminal record certificate from your country of citizenship or habitual residence, current as of the submission date.8GlobalCIT. Regulations for Application of the Foreigners in the Republic of Bulgaria Act Obtaining the certificate can take weeks depending on your home country.
Translation and Legalization
All foreign-language documents must be translated into Bulgarian by a certified translator. Documents from Hague Apostille Convention countries also need an apostille; documents from non-convention countries require full consular legalization, which takes longer.
Application Form
The official form is available from the Migration Directorate or its portal.9Ministry of Interior. Issue of Residence Permits to Third Country Nationals You will list your name exactly as it appears on your passport, date of birth, nationality, the specific legal ground for your stay, full passport details, and the intended duration of residence. Mismatches between the form and supporting documents are one of the most common causes of delay.
How to Apply and What It Costs
Once your documents are ready, you appear in person at the Migration Directorate in Sofia or at a regional police department. Officials collect biometric data during the visit, including photographs and digital fingerprints, so no one can submit the application on your behalf.
A standard one-year extended residence permit card carries administrative fees of roughly €55 to €75 depending on processing speed. Express processing (three business days) costs significantly more. Permanent residence applications carry a higher fee of approximately €500. Confirm the current schedule with the Migration Directorate before your appointment, since fees change periodically.
The processing officer issues a receipt that serves as temporary proof your application is pending. Decisions typically take two to four weeks, though complex cases can stretch to two months. When approved, you return to collect a plastic residence card that becomes your primary identification document in Bulgaria.
Renewal Deadlines and Overstay Consequences
Extended residence permits expire after one year, and you must apply to renew no later than 14 days before the expiry date.4European Union Immigration Portal. Employed Worker in Bulgaria If the permit expires before you file, you are staying illegally even if you meant to renew.
Overstaying carries a fine of up to approximately €2,500 under the Law on Foreigners, doubling for repeat offenses, plus a five-year ban on entering Bulgaria and potentially the wider EU.2Ministry of Interior of the Republic of Bulgaria. Law on Foreigners in the Republic of Bulgaria Working without a valid permit brings separate fines, and employers who hire foreigners without proper authorization face penalties as well. Enforcement has tightened since Bulgaria’s full Schengen integration.
What the Permit Does and Doesn’t Cover Elsewhere
Bulgaria joined the Schengen Area fully on January 1, 2025, when internal land border checks were lifted, after air and sea checks came down in March 2024.10European Commission. Bulgaria and Romania Join the Schengen Area A valid Bulgarian residence permit lets you travel to other Schengen countries visa-free for up to 90 days in any 180-day period.7Ministry of Foreign Affairs of the Republic of Bulgaria. Visa for Bulgaria
That 90/180 cap is a hard limit. You cannot reset it by briefly returning to Bulgaria, and Schengen states track entries through a shared system. Longer stays in another EU country require separate authorization from that country. Your Bulgarian card does not give you the right to work elsewhere in the Schengen zone; it only covers short visits.
Tax and Health Insurance Once You Live There
Holding a residence permit does not automatically make you a Bulgarian tax resident, but spending more than 183 days in Bulgaria in any 12-month period does. Once you cross that threshold, Bulgaria taxes your worldwide income for that calendar year. Digital nomads and retirees often overlook this.
Health insurance obligations shift with your status. At application, you provide private insurance meeting the €30,000 floor. Once you hold a long-term or permanent permit, you fall under Bulgaria’s mandatory national health insurance system. Employed residents contribute 8% of income, split between employer and employee. Self-employed and unemployed residents pay monthly contributions directly; for 2026 the minimum is roughly €44 per month based on the minimum insurable income.11Social Security Administration. Social Security Programs Throughout the World – Europe – Bulgaria Contributions are due by the 25th of the following month, and if more than three monthly payments go unpaid, health insurance rights are suspended until you clear the arrears. Before your first payment, you file a declaration with your local branch of the National Revenue Agency.
