A business visa for Saudi Arabia lets foreign professionals enter the Kingdom for short-term commercial activities — contract negotiations, corporate meetings, trade conferences, site tours, and investment scouting — without a work permit or residency. It is issued through the Saudi Ministry of Foreign Affairs on the strength of a certified invitation from a Saudi host company, and it is a distinct category from the tourist eVisa. Get the classification wrong and you can face fines, deportation, and a multi-year ban.
What the Visa Lets You Do
The business visa is built for exploratory and relationship work. You can negotiate deals, meet local partners or government officials, attend conferences, tour facilities, run feasibility assessments, interview candidates, and offer high-level advisory input. What ties these activities together is that no Saudi employer is paying you a salary or directing your day-to-day tasks.
The line people cross without realizing it is the difference between discussing a project and doing it. Installing equipment, performing maintenance, supervising crews, or handling any task a locally hired worker would normally do requires a temporary work visa instead. Saudi authorities monitor this actively, and doing productive work on a business visa is one of the fastest routes to being detained at a job site.
Penalties can reach SAR 100,000, plus deportation and future-entry bans that can also affect the sponsoring company’s ability to bring in other foreign workers. The Saudi host can be fined separately for facilitating the violation. If the trip involves anything beyond meetings and assessments, sort out the correct visa category before booking travel.
Visa Types and How Long You Can Stay
Saudi Arabia issues the business visa in several formats:
- Single-entry, valid for roughly three to six months from issuance, with a maximum stay of about 30 days.
- One-year multiple-entry, allowing repeated entries with each visit capped at 90 days.
- Two-year or five-year multiple-entry, available where bilateral agreements allow, with each stay still limited to 90 days.
U.S. citizens are the notable exception. Under a 2008 reciprocity agreement, they receive five-year multiple-entry visas with stays of up to 180 days per visit.1International Trade Administration. Saudi Arabia – Business Travel
Whatever the visa says on paper, overstaying is enforced from day one. The Saudi Ministry of Interior has confirmed that overstaying can bring fines of up to SAR 50,000 (about $13,300), imprisonment for up to six months, and mandatory deportation.2Saudi Press Agency. Documents You Need
Letter of Invitation From a Saudi Host
Everything starts here. Your Saudi host submits your details through the Ministry of Foreign Affairs visa platform, and the resulting invitation must carry the Saudi company’s seal. For private-sector hosts, it also needs certification from the Saudi Chamber of Commerce; government-affiliated entities can issue invitations without that stamp.3Ministry of Foreign Affairs. Invitation Letter Request The invitation should list the host’s address and phone number, your name, nationality, job title, the purpose of the trip, the visa duration requested, and the number of entries needed. Without an electronic invitation linked to the Ministry’s system, the application cannot move forward.
Passport and Photos
Your passport must be valid for at least six months beyond your planned arrival date.4GOV.UK. Saudi Arabia Travel Advice – Entry Requirements Consulates typically require two consecutive blank visa pages; amendment pages don’t count. Include a recent color photograph against a plain white background, full-face forward view, no sunglasses. Prescription eyeglasses and religious headwear are allowed as long as the face from forehead to chin is fully visible. Skip white clothing — it blends into the background and gets photos rejected.
Employer Letter
Supply a letter from your current employer on corporate letterhead stating your job title, the commercial purpose of the trip, and confirmation that the company is covering travel expenses. The details on the employer letter, the invitation, and the online application must match. Small discrepancies between the invitation and the application form can cause automatic rejection.
How to Apply
Online Submission
Applications are filed electronically through the Saudi Ministry of Foreign Affairs visa platform. Citizens of more than 60 countries, including the United States, United Kingdom, and most EU nations, may qualify for expedited or instant processing through the online system. For nationalities outside the expedited list, your Saudi host must initiate the invitation through the platform before you can complete your side.
Biometrics and Passport Submission
Depending on your nationality and whether you have previously enrolled biometrics with Saudi authorities, you may need to visit an authorized visa application center such as VFS Tasheel for fingerprinting and a facial image capture. You also submit your physical passport at that appointment for the visa stamp. Applicants using the fully electronic process may skip this step. Where biometrics are required, the service center charges its own processing fees on top of the government visa fee.
Fees and Processing Time
Costs vary by duration, nationality, and bilateral agreement. A one-year multiple-entry visa runs roughly SAR 800 to 900 (about $215 to $240) including service center charges. A five-year multiple-entry visa runs approximately SAR 1,100 to 1,200 (about $295 to $320). U.S. citizens may see different fee structures under the reciprocity agreement. Private expediting agencies in the United States charge additional service fees, typically $89 to $415, on top of the government and service center charges. Most applications are processed in two to five business days, though peak seasons and incomplete files can push that out considerably.
The Tourist eVisa Does Not Cover Business
Saudi Arabia’s widely marketed eVisa, issued through the Visit Saudi website, is designed for tourism and Umrah. It runs for one year with multiple entries and caps each stay at three months.5Visit Saudi. eVisa Terms and Conditions It does not authorize business activities, employment, or opening bank accounts.1International Trade Administration. Saudi Arabia – Business Travel Entering on a tourist eVisa and then attending business meetings puts you in violation of your visa terms. If the trip is commercial, apply for the business visa through the channels above.
Customs Rules That Affect the Trip Itself
Saudi customs enforcement is stricter than most Western travelers expect, and a border problem can end the trip before it starts. The Zakat, Tax and Customs Authority prohibits, among other items, alcohol (including duty-free purchases), narcotics and controlled substances, pork products, materials that violate Islamic values or promote other religions, hidden cameras and surveillance equipment disguised as everyday objects, and drones without prior approval from the General Authority of Civil Aviation.6Zakat, Tax and Customs Authority. Restricted or Prohibited Goods
Prescription medication needs particular attention. Many drugs prescribed routinely in the United States or Europe are classified as controlled substances in Saudi Arabia. If you take stimulants, sedatives, or strong painkillers, carry the official prescription showing drug name, dosage, and your doctor’s signature and clinic stamp.7GOV.UK. Saudi Arabia Travel Advice – Health For higher-risk medications, get electronic clearance from the Saudi Food and Drug Authority before you fly.
Getting the Category Right
The most consequential decision in this process is choosing the right visa type before applying. A business visa that should have been a work visa, or a tourist eVisa used for commercial meetings, creates problems that are expensive to fix after the fact. If the trip involves anything beyond meetings, negotiations, site tours, and advisory conversations — if you will be touching equipment, supervising workers, or executing project deliverables — talk to your Saudi host about the temporary work visa route instead. The extra paperwork upfront is small compared to the cost of getting it wrong at the airport.
