Can an American Live in Sweden? Permits, Taxes, and Residency

Yes, an American can live in Sweden, but not on a general relocation visa — Sweden doesn’t offer one. To live there legally you apply to the Swedish Migration Agency (Migrationsverket) for a residence permit tied to a specific purpose: work, study, family ties, or running your own business. Each route has its own eligibility rules, financial thresholds, and paperwork, and several of those thresholds are moving in 2026.

The Four Ways In

The permit category you qualify for determines what you can do in Sweden, how long you can stay, and whether that time later counts toward permanent residency or citizenship. Most Americans arrive through one of four doors.

Work Permit

You need a concrete job offer from a Swedish employer before you apply. The role has to match Swedish collective agreements or standard industry practice, and the monthly salary must reach at least 80 percent of the national median. That floor currently sits at SEK 29,680 per month.1Swedish Migration Agency. A Good Living – Maintenance Requirement for Work Permits In January 2026 the Swedish government announced its intention to raise the threshold to 90 percent of the median, which would put the minimum at SEK 33,390 per month.2Government Offices of Sweden. New Minimum Wage Level for Labour Immigration and Stricter Requirements for Family Member Immigration That change had not taken effect at the time of writing, so verify the number on the Migration Agency’s site before you file.

Your employer also has obligations. The position must be advertised in Sweden and across the EU/EEA for at least ten days through the Swedish Public Employment Service or an equivalent channel, giving EU-based candidates a chance first.3Swedish Migration Agency. Student Permit

Admission to full-time studies at a Swedish university or higher education institution opens the student route. You’ll need proof of admission, proof that tuition has been paid or is covered by a scholarship, and evidence you can support yourself. For 2026 applications the maintenance requirement is at least SEK 10,656 per month for the length of your stay, and it can be reduced if the institution provides free housing or meals.5Swedish Migration Agency. Students in programs shorter than one year must carry comprehensive health insurance covering emergency and medical care, hospitalization, emergency dental care, and medical repatriation. Programs of a year or longer bring you into the Swedish population register and give you access to the public healthcare system instead.6Swedish Migration Agency. Family Reunification

If your spouse, registered partner, cohabiting partner, or unmarried child is already in Sweden with a residence permit or Swedish citizenship, you may qualify to join them. The person in Sweden generally has to meet income and housing requirements showing they can support you.7Swedish Migration Agency. Self-Employment Permit

If you want to run your own business in Sweden, the financial bar is high. You need at least SEK 200,000 in a bank account in your name, plus SEK 100,000 for a spouse and SEK 50,000 for each child joining you, and the money has to be transferable to Sweden.9Swedish Migration Agency. How the Application Works

Nearly all residence permit applications begin online through the Migration Agency’s website. You create an account, upload digital copies of your passport, admission letters or employment contracts, financial statements, and any other required documents, then pay the fee. For a student permit the fee is SEK 1,500 for adults and SEK 750 for children under 18.6Swedish Migration Agency. Apply for a Residence Permit for Studies at Higher Education Fees for other permit types vary.

After you submit, most applicants have to visit a Swedish embassy or consulate in person to present a passport and give biometrics — fingerprints and a photograph. Processing times depend on the permit type, how complete your file is, and seasonal volume, so apply well ahead of your planned move. The decision appears in the online portal first, and a formal notice follows by mail.

Settling In After You Arrive

Get Your Personnummer First

The single most important step after landing is applying for a Swedish personal identity number, the personnummer. Issued by the Swedish Tax Agency (Skatteverket), this ten-digit number is effectively your key to daily life. Without it, you can’t register with a doctor, open a full-service bank account, or handle most government and employer processes cleanly.

You notify the Tax Agency online that you have moved to Sweden, upload copies of your passport and residence permit card, and book an in-person appointment at a state service center for an identity check. Bring your original documents. Once processed, you’re entered in the Swedish Population Register and assigned your personnummer. You can submit the notification up to 14 days before you arrive, and processing typically takes about two weeks once an administrator picks up the case.11Skatteverket. Healthcare

Sweden’s healthcare system is largely tax-funded and open to anyone in the population register. With your personnummer, you can enroll at a local healthcare center and pick a primary care doctor. Visits carry small regional co-pays: nothing to about SEK 300 for primary care and up to SEK 400 for a specialist. Hospital stays run SEK 50 to SEK 100 per day. Annual caps of SEK 1,150 on outpatient fees and SEK 2,250 on prescription costs limit total exposure.

Banking and Digital Life

Opening a full-feature Swedish bank account requires your personnummer, a valid passport, and your residence permit. Full accounts give you access to BankID, Sweden’s digital identity system used for everything from government portals to signing contracts, and Swish, the dominant mobile payment app. Some banks offer limited accounts without a personnummer, but Sweden is heavily digitized and largely cash-averse, so getting a full account quickly matters more than it would in most countries.

Housing

Finding a place to live in Stockholm, Gothenburg, or Malmö is one of the harder parts of the move. First-hand rental contracts often come with waiting lists measured in years, especially in Stockholm. Most newcomers start with second-hand sublets or short-term rentals while they get established. A one-bedroom apartment in central Stockholm typically runs SEK 10,000 to SEK 20,000 per month, with lower prices outside the capital.

Taxes on Both Sides of the Atlantic

Swedish Income Tax

Swedish tax rates are higher than what most Americans are used to, and they fund healthcare, education through university, generous parental leave, and a broad social safety net. Most residents pay only a municipal income tax, which ranges roughly 29 to 35 percent depending on where you live.12sweden.se. Taxes in Sweden If your taxable income tops about SEK 643,000 per year (around $58,000 at recent exchange rates), you also pay an additional 20 percent national income tax on the amount above that threshold. On top of your salary, your employer pays social security contributions equal to 31.42 percent of gross pay, which funds pensions, health insurance, and other benefits.13Verksamt.se. Law Changes in 2026

You Still File U.S. Taxes

Moving to Sweden does not end your U.S. tax obligations. American citizens file a federal income tax return every year regardless of where they live. The foreign earned income exclusion lets you exclude up to $132,900 of earned income from U.S. tax for 2026, and a foreign tax credit for Swedish taxes paid on the rest protects most people from paying twice.14Internal Revenue Service. Two reporting requirements trip up a lot of expats. If your foreign financial accounts (including Swedish bank accounts) combined exceed $10,000 at any point during the year, you file a Report of Foreign Bank and Financial Accounts (FBAR) with FinCEN by April 15.16FinCEN.gov. Report Foreign Bank and Financial Accounts Separately, FATCA requires single filers living abroad to report specified foreign financial assets on IRS Form 8938 if those assets exceed $200,000 on the last day of the tax year or $300,000 at any point during the year. For married couples filing jointly, those thresholds are $400,000 and $600,000.17Internal Revenue Service. Staying Long-Term

Permanent Residency

Work permit holders can apply for permanent residency after four years of employment in Sweden within a seven-year window, provided they can support themselves and have met the terms of their employment.18European Commission. Citizenship

This is where the rules are changing most in 2026. Under the outgoing law, you could apply for Swedish citizenship through naturalization after five years of continuous residence with a permanent residence permit, with a shorter three-year period for those married to or cohabiting with a Swedish citizen.

New legislation scheduled to take effect on June 6, 2026, raises the general residency requirement from five years to eight. It also introduces mandatory language and civic knowledge tests for applicants between 16 and 67. The Swedish language test will assess reading, listening, writing, and speaking; the civics test will cover basic knowledge of Swedish society. Full testing is expected to be available by October 2027, and until then applicants can demonstrate language proficiency through approved Swedish qualifications such as completing Swedish for Immigrants (SFI) or an equivalent program. Exemptions may be granted for applicants with disabilities or other personal circumstances that make testing unreasonable.20Swedish Migration Agency. Citizenship for Adults

One thing that hasn’t changed: Sweden has allowed dual citizenship since 2001, so becoming Swedish doesn’t require giving up your American passport.21U.S. Embassy in Sweden. Dual Citizenship The U.S. permits dual citizenship too, though your U.S. tax filing obligations continue regardless of how many passports you hold.
