Can I Move to Ireland as an American? Visas, Permits, and Citizenship

If you’re wondering how to move to Ireland as an American, you have several legal routes: Irish citizenship by descent, an employment permit, a working holiday, a student registration, the Start-up Entrepreneur Programme, retirement as a person of independent means, or family reunification through an Irish relative. U.S. citizens can enter Ireland visa-free for up to 90 days, but staying longer requires an immigration permission tied to a specific purpose.¹ Which route fits depends on your age, career, finances, and whether you have Irish ancestry.

Check for Irish Citizenship by Descent First

Before looking at any permit, find out whether you’re already entitled to be Irish. If one of your parents was an Irish citizen when you were born, you may be an Irish citizen automatically, even though you were born in the United States. If a grandparent was born in Ireland, you can apply for citizenship through the Foreign Births Register.² Once entered on that register, you are a full Irish citizen with the right to live and work in Ireland indefinitely. No employment permit, no sponsor, no salary threshold.

The grandparent route is where most Irish-Americans focus. You’ll need supporting documents including your grandparent’s birth certificate, your parent’s birth certificate, and your own. U.S.-issued documents generally need an apostille from the Secretary of State in the state that issued them before Ireland will accept them.³ Start there if you think you might qualify. It bypasses everything below.

Employment Permits

Without Irish ancestry, a job offer from an Irish employer is the most common way in. Ireland uses two main employment permit types, and which one you need depends on your occupation and salary.

Critical Skills Employment Permit

This permit is aimed at professionals in high-demand fields. As of March 1, 2026, you need an annual salary of at least €40,904 if your job is on Ireland’s Critical Skills Occupation List, or at least €68,911 if it isn’t on that list but is otherwise eligible.⁴ The employer doesn’t have to prove that no Irish or European candidate was available, which speeds up hiring. The bigger advantage comes later: after 21 months of employment, you can apply for a Stamp 4 permission, which lets you work for any employer in Ireland without a permit.⁵

General Employment Permit

Jobs that don’t qualify for the Critical Skills permit may still be eligible under the General Employment Permit, which requires a minimum annual salary of €36,605.⁶ The bar is higher in other ways. Your employer usually must run a Labour Market Needs Test, showing that the role was advertised and no suitable Irish or EEA candidate was available. The employer must also show that at least half of the company’s workforce holds EEA nationality.

A General Employment Permit is granted for up to two years initially and can be renewed for another three. After 57 months of employment, you become eligible for a Stamp 4 upgrade.⁵

Certain occupations are ineligible for employment permits altogether, including roles in hospitality management, hairdressing, and retail, among others. Ireland publishes and periodically updates the ineligible list.⁷

Working Holiday Authorization

If you’re a young American, Ireland’s Working Holiday Authorization lets you live and work there for up to one year, with applications handled through the Irish Department of Foreign Affairs.⁸ It isn’t a route to permanent residency on its own, but it gives you legal status to work and a year on the ground to find an employer willing to sponsor a longer-term permit.

Studying in Ireland

Americans don’t need a visa before arriving to study, since U.S. citizens are visa-exempt. You do need to secure acceptance into an approved Irish educational institution for a full-time course before you travel, and to register with Immigration Service Delivery after arrival if your course lasts more than 90 days.

You also need to show you can support yourself. For courses lasting one year, the requirement is access to at least €10,000.⁹ Private medical insurance is required as well.¹⁰

One caveat matters if you’re thinking long-term: time on a student permission (Stamp 2) does not count as reckonable residence toward Irish citizenship.¹¹ Studying can be a good way to build connections and transition to an employment permit, but the citizenship clock doesn’t start until you switch to a qualifying permission.

Start-up Entrepreneur Programme

If you have an innovative business idea and at least €50,000 in funding, you can apply for Ireland’s Start-up Entrepreneur Programme (STEP). It’s designed for non-EEA nationals who want to establish and run a new business in Ireland full-time.¹² Your application must include a detailed business proposal and evidence of your funding and its source. The business must genuinely be innovative rather than a conventional retail or service operation.

Ireland previously offered an Immigrant Investor Programme for high-net-worth applicants willing to invest at least €1 million, but the government closed that programme to new applications in February 2023.¹³

Retiring to Ireland

Americans who want to retire in Ireland can apply for a Stamp 0 permission as a person of independent means. You need to show an individual income of at least €50,000 per year and access to a lump sum large enough to cover major unexpected expenses, roughly equivalent to the price of a residential property in Ireland.¹⁴ Private medical insurance is mandatory, and cash-back policies don’t qualify.¹⁵

Stamp 0 comes with real limits. You can’t work or run a business in Ireland unless Immigration Service Delivery specifically authorizes it in writing, and you can’t access publicly funded services, including public hospital care.¹¹ If you’re planning on Social Security and investment income, run the numbers with the cost of comprehensive private health insurance included.

Family Reunification

If you have a spouse, civil partner, or dependent child who is an Irish citizen or legal resident, you may be able to join them. Your sponsor must hold Irish citizenship, be married to an Irish citizen, or hold an Irish Residence Permit with a Stamp 1, Stamp 4, or Stamp 5 permission. Holders of Stamp 2 (student) or Stamp 3 cannot sponsor family members.¹⁶

You’ll need evidence of a genuine relationship, such as marriage or birth certificates, and the sponsor must show they can financially support the family member. Irish citizens don’t have an automatic right to bring non-EEA family members into the country; they must apply through the same process.¹⁷

After You Arrive

Getting through the airport is the beginning, not the end. A few administrative steps have to happen in your first months in Ireland.

Registering and Getting Your Irish Residence Permit

If you plan to stay more than 90 days, you must register with Immigration Service Delivery, and you have to complete registration within 90 days. Book the appointment as soon as you can. Your documents will be reviewed, your photograph and fingerprints taken, and your passport stamped with your immigration permission. You’ll then receive an Irish Residence Permit (IRP) card that proves your legal status. The registration fee is €300.¹⁸

PPS Number

A Personal Public Service (PPS) number is your key to working legally, registering with Revenue, accessing social welfare, and using public health services.¹⁹ Apply for it shortly after arriving. Your employer will need it before you can go on payroll.

Healthcare

Private medical insurance is required for nearly every immigration permission when you register for your IRP, and cash-back policies don’t count. Coverage must include accidents, medical incidents, and hospital stays in Ireland, and must be valid for at least 12 months or the duration of your stay.¹⁵

Anyone considered “ordinarily resident” in Ireland (you’ve lived there for at least a year or intend to) can also access the public healthcare system. Eligibility falls into full eligibility, based on income and tied to the medical card, and limited eligibility, which covers subsidized hospital care and other services.²⁰ Stamp 0 holders are the exception and cannot use publicly funded health services.

Driver’s License

You can drive on your U.S. license for up to 12 months while you’re considered a temporary visitor. Once you take up permanent residence, a U.S. license cannot be directly exchanged for an Irish one. You’ll go through Ireland’s full licensing process: driver theory test, learner permit, Essential Driver Training, and a practical driving test.²¹ Plan for the time.

U.S. Taxes Follow You

The United States taxes its citizens on worldwide income regardless of where they live. Moving to Ireland does not end your obligation to file a U.S. tax return every year, and once you become resident in Ireland you also pick up Irish tax obligations.

Foreign Earned Income Exclusion

The Foreign Earned Income Exclusion lets qualifying Americans abroad exclude up to $132,900 of earned income from U.S. federal tax for tax year 2026.²² To qualify you must either be a bona fide resident of Ireland for a full tax year or be physically present in a foreign country for at least 330 days during a consecutive 12-month period. The exclusion applies to earned income like salary and self-employment, not to investment income, pensions, or Social Security.

Foreign Account Reporting

If your Irish and other foreign financial accounts have a combined value exceeding $10,000 at any point during the year, you must file a Report of Foreign Bank and Financial Accounts (FBAR) with FinCEN.²³ The threshold is low enough that most Americans in Ireland will cross it once a paycheck starts landing in a local account, and the penalties for not filing are severe.

If your foreign financial assets exceed $200,000 on the last day of the tax year or $300,000 at any point during the year (both doubled for married filing jointly), you must also file Form 8938 with your tax return under FATCA.²⁴ These are two separate requirements, with different thresholds, filed with different agencies. You may need to comply with both.

Staying Long-Term: Stamp 4 and Citizenship

Most initial permissions are temporary. The path to staying runs through Stamp 4 and, eventually, Irish citizenship by naturalisation.

A Stamp 4 lets you live and work in Ireland without an employment permit tied to a specific job. Critical Skills Employment Permit holders can apply after 21 months of employment; General Employment Permit holders become eligible after 57 months.⁵ Reaching Stamp 4 is the milestone that frees you from depending on a single employer for your legal status.

For naturalisation, you need five years of reckonable residence in Ireland out of the last nine. Those five years must include one continuous year of residence immediately before you apply, during which absences of up to 70 days are permitted.²⁵ If you’re married to an Irish citizen, the requirement drops to three years out of the last five, with the same one-year continuous period.

Not all time in Ireland counts equally. Time on a student Stamp 2 does not count toward citizenship.¹¹ Only qualifying permissions such as Stamp 1 (employment) or Stamp 4 count. The application fee for naturalisation is €175, and you must demonstrate good character.²⁵
