Yes, learners can drive on the motorway in England, Scotland, and Wales, but only when accompanied by an approved driving instructor in a car fitted with dual controls. Practising with a parent, partner, or friend is not allowed on a motorway, no matter how experienced they are or how many years they have held a full licence.
The Two Conditions You Must Meet
Both of these have to be true at the same time. Miss either one and you are driving illegally.
- An approved driving instructor (ADI) in the passenger seat. A qualified ADI is the only person permitted to supervise a learner on a motorway. This is stricter than the rules for other roads, where any driver aged 21 or over who has held a full licence for three years can supervise. GOV.UK states plainly that it is illegal for you to drive on the motorway when practising with family or friends.1GOV.UK. Practising With Family or Friends
- A car with dual controls. The vehicle must let the instructor operate the brake and clutch (or just the brake in an automatic) from the passenger side.2Driver and Vehicle Standards Agency. Learner Drivers on Motorways: 7 Things You Need to Know
The car must also display L-plates on the front and rear. D-plates are acceptable in Wales. A driving school rooftop box satisfies the identification requirement on its own, but if the box is removed, L-plates go back on.2Driver and Vehicle Standards Agency. The rule change that allowed learners onto motorways came in on 4 June 2018 through the Motorways Traffic (England and Wales) (Amendment) Regulations 2018.3legislation.gov.uk. The Motorways Traffic (England and Wales) (Amendment) Regulations 2018 Before that date, all learners in Great Britain were banned from motorways entirely.4GOV.UK. Why Only an ADI Will Do
An approved driving instructor is not just an experienced driver. To qualify, an ADI has to pass a three-part examination: a theory test, a test of driving ability, and a test of instructional ability.5GOV.UK. Carrying Out Driving Instructor Tests and Checks The theory test costs £81, each practical test costs £111, and initial registration costs £300.6GOV.UK. Become a Car Driving Instructor: Step by Step ADIs then face a standards check at least once every four years and renew their registration on the same cycle.
That is the reason the law restricts motorway supervision to ADIs rather than to any full-licence holder. The person next to you needs tested instructional ability and, through the dual controls, a genuine means of intervening at speed.
Who and Where the Rule Does Not Cover
A few boundaries are worth knowing before you plan a lesson.
Northern Ireland. The 2018 change does not apply there. Northern Ireland has its own road traffic legislation, and learners should check current rules with the Driver and Vehicle Agency (DVA).
Motorcycle learners. The change applies only to learner car drivers. If you hold a provisional motorcycle licence, you are still prohibited from riding on motorways.4GOV.UK. Learner Drivers on Motorways From 4 June 2018
Trainee instructors. Instructors who have not yet fully qualified are not permitted to take learners on the motorway.4GOV.UK. Learner Drivers on Motorways From 4 June 2018
Family and friends. Even a supervisor who fits every requirement for practice on other roads cannot take you onto a motorway.7GOV.UK. Supervise a Learner Driver – Section: Where You’ll Ask the Learner to Drive
What Happens If You Drive on the Motorway Without an ADI
If you are caught on the motorway as a learner without an ADI or without dual controls, you can face a fine of up to £1,000 and up to six penalty points on your provisional licence. Those points do not disappear when you pass your test. They transfer to your full licence, and if you reach six or more points within two years of passing, your licence can be revoked. That threshold is half the twelve points that apply to more experienced drivers, so a single motorway offence during learning could cost you your licence shortly after you earn it.
Are Motorway Lessons Compulsory?
No. Motorway lessons are entirely voluntary. Your instructor decides whether and when you are ready, and no one will force you onto a motorway before your test. The driving test itself does not include a motorway section, so skipping motorway lessons will not affect your ability to pass.
Even so, supervised motorway practice is far safer than meeting a motorway alone the day after passing. Instructors will generally want you handling A-roads, roundabouts, and 60 mph dual carriageway driving comfortably before stepping up to motorway speeds. Confident mirror use, smooth lane changes at speed, and reading gaps in fast-moving traffic are the skills that tell an instructor you are ready.
After You Pass
A full licence gives you motorway access without an instructor. If you did not take motorway lessons as a learner, several instructors offer standalone motorway sessions for new full-licence holders, and one lesson costs very little set against the risk of a first serious mistake at 70 mph with no one beside you.
