Can You Gamble on a Cruise Ship at 18: Line Rules and Penalties

On most major cruise lines sailing from U.S. ports, yes, you can gamble on a cruise ship at 18. Carnival, Royal Caribbean, Celebrity, Princess, Norwegian, Holland America, and several luxury lines all set their casino minimum at 18. The big exceptions are Alaska itineraries (usually 21), sailings that include U.S. ports on certain lines, and a handful of lines that require 21 across the board. Disney doesn’t have a casino at all.

Gambling Age by Cruise Line

Each cruise line writes its own casino age policy, and that policy, rather than the ship’s flag or the water it’s floating in, is what you’ll actually run into at the cashier cage. Policies change, so confirm with your line before you sail.

Why the Age Can Change on the Same Ship

Two factors move the age up. The first is itinerary: Alaska sailings almost always require 21 regardless of the line’s default, and some lines apply the same rule to any voyage that touches a U.S. port. The second is where the ship is at that moment. Casinos stay locked while the ship is docked and don’t open until the ship crosses roughly 12 nautical miles offshore, the outer edge of a country’s territorial waters.9National Oceanic and Atmospheric Administration. Jurisdiction Over Vessels On port-heavy itineraries you’ll get casino access mainly in the evenings; sea days open it up.

If you’re 18 and shopping for a sailing specifically so you can play, that means avoiding Alaska, avoiding Windstar, and reading the fine print on any MSC or Cunard voyage that includes a U.S. port.

You Can Gamble at 18 but You Still Can’t Drink

This trips up a lot of first-time cruisers. Being old enough for the casino floor does not make you old enough for the bar. What Happens If You Gamble Underage

Casino staff check ages, and the penalties are real. At a minimum, you’ll be removed from the casino floor and any winnings from that session confiscated. Money left in a slot machine or on the table is forfeited as well. Beyond that, cruise lines give themselves broad authority in the passenger contract to escalate: you can be confined to your cabin for the rest of the voyage, or removed from the ship at the next port. If you’re put ashore mid-cruise, your flight home, hotels, and everything else are on you, with no refund for the unused portion of the fare.

If your sailing requires 21 and you’re 18, the casino is off limits. Save it for a cruise that lets you in the door.
