You can send a letter without a stamp, but only through a specific set of legitimate routes: printing postage at home, using a prepaid reply envelope, qualifying for the free-matter-for-the-blind program, or holding congressional franking privileges. Simply dropping an unstamped envelope in a mailbox is not one of them. USPS will send it back or destroy it.
What Happens If You Mail a Letter With No Postage

If the letter has some postage but not enough, USPS marks the shortfall on the envelope and attempts delivery anyway. An unstamped letter with no return address is the worst outcome. USPS classifies it as dead mail and sends it to the Mail Recovery Center in Atlanta. Prepaid Envelopes You Receive From a Company
If a bank, magazine, insurer, or nonprofit sends you a return envelope marked “NO POSTAGE NECESSARY IF MAILED IN THE UNITED STATES,” you’re looking at Business Reply Mail. A second variety uses a permit imprint indicia instead. Do You Need a Stamp on a Mail-In Ballot?
It depends on your state and local election officials. Some jurisdictions provide prepaid return envelopes using Business Reply Mail or a permit imprint, and postage is free for the voter. Others require you to apply your own First-Class postage.7USPS. Election Mail

Free Matter for the Blind
Federal law permits certain items to be mailed with no postage when sent to or by a person who is blind or has a physical impairment that prevents them from reading standard print. Franking for Members of Congress
The Vice President, sitting members of Congress, and certain congressional officers can send official mail without a stamp under the franking privilege. Don’t Reuse or Counterfeit Stamps
Peeling a canceled stamp off one envelope and reusing it looks like a harmless shortcut and is actually a federal crime. Counterfeit stamps carry heavier penalties.
