Canada’s Global Skills Strategy is a fast-track program that aims to process work permit applications for qualifying high-skilled foreign workers within two weeks of a complete submission.1Immigration, Refugees and Citizenship Canada. Hire Through the Global Skills Strategy It routes hires through one of two pathways: an assessment-exempt stream for certain management and professional roles, or the Global Talent Stream, which requires a positive Labour Market Impact Assessment first. The fourteen-day target is only met when every document is in place at filing, so most of the work happens before you click submit.
Who Qualifies
Eligibility turns on the type of job and the route the employer uses.2Immigration, Refugees and Citizenship Canada. Who Is Eligible for Two-Week Work Permit Processing Two-week processing is available in both cases, but the worker must apply from outside Canada for an employer-specific work permit.
LMIA-Exempt Route
This route runs through the International Mobility Program. The job must fall under TEER 0 or TEER 1 in the National Occupational Classification, meaning management positions or professional roles that typically require a university degree. The employer submits the offer of employment through the IRCC Employer Portal before the worker applies.3Immigration, Refugees and Citizenship Canada. Global Talent Stream
The Global Talent Stream is a branch of the Temporary Foreign Worker Program. The employer applies to Employment and Social Development Canada for a positive LMIA, and only then does the worker file the work permit application.4Employment and Social Development Canada. Hire a Top Foreign Talent Through the Global Talent Stream The stream splits into two categories.
Category A is for innovative Canadian firms hiring unique, specialized talent. The employer must obtain a referral from one of the program’s designated referral partners, which include the NRC’s Industrial Research Assistance Program, MaRS Discovery District, the Business Development Bank of Canada, Communitech, and several provincial economic development agencies. Without a referral, Category A is not available.5Employment and Social Development Canada. Program Requirements for the Global Talent Stream
Category B does not require a referral. It covers positions on ESDC’s Global Talent Occupations List, which is weighted toward technology and engineering roles: software engineers and designers, computer systems developers, cybersecurity specialists, data scientists, information systems managers, civil and aerospace engineers, and web developers, among others. Some occupations carry added experience requirements. Digital media designers and producers in visual effects or video games, for example, need at least three years of industry experience in specified skill areas.5Employment and Social Development Canada. What the Employer Has to Do First
For LMIA-exempt hires, the employer submits the offer of employment through the Employer Portal and pays the $230 compliance fee. The portal returns an offer of employment number, formatted as the letter “A” followed by seven digits, that the worker enters on the application form.6Immigration, Refugees and Citizenship Canada. Employer Portal User Guide
For Global Talent Stream hires, the employer must file a Labour Market Benefits Plan alongside the LMIA application. Category A employers commit to creating jobs for Canadians and permanent residents. Category B employers commit to increasing skills and training investments. Beyond that mandatory benefit, every employer commits to at least two complementary benefits, each supported by at least one concrete activity. Paid co-op or internship positions, mentoring arrangements in which the foreign worker supervises Canadian staff, partnerships with post-secondary institutions, and initiatives to increase workplace participation by underrepresented groups all qualify.5Employment and Social Development Canada. Program Requirements for the Global Talent Stream
These commitments are reviewed each year. An employer who fails to make reasonable efforts on the plan, or who misses the progress review deadline, receives negative decisions on future Global Talent Stream applications for two years from the date of the failed evaluation. The penalty is limited to the Global Talent Stream and does not close off other Temporary Foreign Worker Program streams.5Employment and Social Development Canada. What the Worker Submits
The two-week clock only starts when IRCC receives a complete application. Anything missing pulls the file out of the priority queue.3Immigration, Refugees and Citizenship Canada. Global Skills Strategy for Workers – Get Faster Processing
Forms and Supporting Documents
The worker completes the Application for a Work Permit Made Outside of Canada, form IMM 1295.7Government of Canada. Application for a Work Permit Made Outside of Canada (IMM 1295) The National Occupational Classification code entered on the form must match the job offer exactly. A wrong TEER level creates a mismatch that flags the file for manual review and costs the priority timeline.
Global Talent Stream applicants attach a copy of the employer’s positive LMIA letter and the signed employment contract.4Employment and Social Development Canada. Hire a Top Foreign Talent Through the Global Talent Stream LMIA-exempt applicants enter the offer of employment number generated by the Employer Portal.
Supporting documents include copies of university degrees, professional certifications, and reference letters from previous employers that show qualifications for the specific role. Any document not in English or French needs a certified translation and a translator’s affidavit. A valid passport, digital photographs meeting IRCC specifications, and proof of biometrics fee payment complete the standard package.
Upfront Medical Exams
If a medical exam is required based on nationality or recent travel history, the results have to be inside the initial submission. IRCC’s instruction is to book the exam before applying so the results are ready to upload.3Immigration, Refugees and Citizenship Canada. Global Skills Strategy for Workers – Get Faster Processing Submitting first and adding results later disqualifies the application from priority processing. Only IRCC-designated panel physicians can perform the exam, and turnaround times vary, so build in several weeks.
Fees
The application is filed online through an IRCC secure account from outside Canada.1Immigration, Refugees and Citizenship Canada. Hire Through the Global Skills Strategy Current fees:
- Work permit processing fee: $155 CAD per person
- Biometrics fee: $85 CAD per individual, capped at $170 for a family applying together
These are confirmed on the IRCC fee schedule.8Immigration, Refugees and Citizenship Canada. Citizenship and Immigration Application Fees
Biometrics
After payment, IRCC issues a Biometrics Instruction Letter through the online account. The applicant books an appointment at a designated collection point for fingerprints and a photograph. Completing biometrics within two weeks of the instruction letter matters: any delay pauses the processing clock until the data reaches IRCC. Once everything is in, a decision typically arrives through the secure portal within fourteen days.1Immigration, Refugees and Citizenship Canada. Hire Through the Global Skills Strategy
Arriving in Canada
Approval does not produce a work permit by itself. IRCC issues a port of entry letter of introduction to the applicant’s online account, and a Canada Border Services Agency officer prints the actual permit when the worker arrives.9Immigration, Refugees and Citizenship Canada. Work Permit – Arrive in Canada At the border, be ready to present:
- A passport valid beyond the intended stay
- The port of entry letter of introduction, printed or electronic
- A visitor visa, if one was required for travel to Canada
- Medical exam results still valid on the date of entry, if an exam was required
- The LMIA letter or offer of employment number, depending on the route
- Proof of qualifications, including work experience and education documents
Workers destined for Quebec also need a Quebec Acceptance Certificate (CAQ). The border officer makes the final admissibility decision and prints the permit on the spot if satisfied.9Immigration, Refugees and Citizenship Canada. Work Permit – Arrive in Canada Arriving without the right documents means the officer can refuse entry regardless of what IRCC already approved.
Bringing Family
Spouses, common-law partners, and dependent children can access the same two-week processing for visitor visas, work permits, or study permits. Two conditions apply: they must apply at the same time as the principal worker, and each application must be complete on submission.3Immigration, Refugees and Citizenship Canada. Global Skills Strategy for Workers – Get Faster Processing A family member who files afterward, or whose file is missing documents, drops out of the expedited timeline. In practice, that means lining up medical exams, documents, and forms for the whole family before anyone submits.
Employer Compliance After Hiring
Hiring through the program carries obligations that outlast the application. Employers must keep all records related to the LMIA, the conditions in the LMIA decision letter, and the terms set out in the Immigration and Refugee Protection Regulations for six years from the first day of the worker’s employment.10Government of Canada. Compliance Information for Employers Hiring Temporary Foreign Workers
Government inspections can happen at any point during that window. Inspectors verify that wages, working conditions, and the occupation itself match what was stated in the application. Global Talent Stream employers also face the annual Labour Market Benefits Plan review. Failures on record-keeping or LMBP commitments risk the current worker’s status and can close off the program for years afterward.
If the Application Is Refused
A refusal does not trigger a mandatory waiting period, and the applicant can reapply immediately. The refusal letter states the grounds, and a fresh application needs to resolve those specific issues with new documentation or corrections. Each filing requires a new processing fee, so a careful reapplication tends to cost less than a rushed one.
