Canadian Citizenship Timeline: From Application to Passport

From the day you submit your application to the day you take the oath, the Canadian citizenship timeline runs about 12 months or longer for most adult applicants, though IRCC’s published processing estimates move up and down with application volumes. The process breaks into a handful of stages: submission and acknowledgement, background and security checks, the citizenship test, and the ceremony. Each has its own waiting period, and delays tend to cluster in predictable places.

What Has to Be True Before You Apply

The clock on your application does not start until you actually qualify, and the qualifying conditions are strict enough that people sometimes apply too early and lose months.

Physical Presence

You must have been physically present in Canada for at least 1,095 days during the five years immediately before your application date.1Justice Laws Website. Citizenship Act RSC 1985 c C-29 – Section 5 That is three full years. Each day as a permanent resident counts as a full day. Time in Canada before you became a permanent resident, as a temporary resident or protected person, counts at half value, capped at 365 days of credit.2Immigration, Refugees and Citizenship Canada. IRCC’s online physical presence calculator tallies your days from your travel history.3Immigration, Refugees and Citizenship Canada. Physical Presence Calculator IRCC recommends applying with more than 1,095 days in case there is a discrepancy. Cutting it close invites problems later in processing.

Tax Filing

You must have filed Canadian income tax returns for at least three taxation years that fall fully or partially within the five-year eligibility window.1Justice Laws Website. Citizenship Act RSC 1985 c C-29 – Section 5 Even years with little or no income need a return on file. A missing return can stall or sink your application.

Language and Age

Applicants aged 18 to 54 on the day they sign the application need to prove adequate speaking and listening ability in English or French, at Canadian Language Benchmarks Level 4 or its NCLC equivalent.4Immigration, Refugees and Citizenship Canada. Find Out if You Have the Language Proof for Citizenship: Step 1 Proof can be a recognized test result or evidence of education completed in English or French. Applicants 55 and over are exempt.

Criminal Bars

Some situations block a grant of citizenship for a period, and some block it permanently. You cannot become a citizen while serving a sentence of imprisonment, on probation, or on parole, or while charged with or on trial for an indictable offence under federal law. A conviction for an indictable offence in the four years before the application also bars you.5Justice Laws Website. Citizenship Act RSC 1985 c C-29 – Section 22 Convictions for treason, for terrorism offences carrying at least five years, or under the Crimes Against Humanity and War Crimes Act are permanent bars. Foreign convictions count if the equivalent offence would be indictable in Canada, regardless of any pardon abroad.

Submitting the Application

Most adults apply through IRCC’s online portal, which confirms submission immediately. Paper applications are required only in specific situations, including cases where physical presence includes time abroad as a Crown servant or family member, or where a representative submits on your behalf.6Government of Canada. Apply for Canadian Citizenship: Adults and Minor Children

The core form is the Application for Canadian Citizenship — Adults (CIT 0002).7Immigration, Refugees and Citizenship Canada. Application for Canadian Citizenship – Adults CIT 0002 It asks for biographical details, employment history, and every residential address during the five-year eligibility period. You also submit clear copies of the biographical pages of every passport or travel document held during the period, your physical presence calculation printout or the manual form (CIT 0407), language proof if you are 18 to 54, and two citizenship photos meeting IRCC specifications.

Incomplete applications are returned without processing. Missing fields and missing documents are one of the most common reasons for delay, and they push everything downstream by weeks or months.

The total fee for an adult application is $649.75 CAD, made up of a $530 processing fee and a $119.75 right of citizenship fee, paid in full at submission.8Government of Canada. Pay Your Application Fees Online

Acknowledgement of Receipt

Once IRCC confirms the application is complete, they send an Acknowledgement of Receipt (AOR) by letter or email. The AOR contains your application number. The wait for the AOR ranges from a few weeks to a couple of months depending on application volumes.

With your application number and unique client identifier, you can create an account on IRCC’s application tracker, which shows a timeline of events as your file moves.9Government of Canada. How to Check the Status of Your IRCC Application Before the AOR, the tracker generally shows only the receipt date and basic contact information. IRCC has said it cannot provide detail beyond what the tracker displays, so calling for updates rarely produces more.

Background and Security Checks

This is the invisible middle of the timeline, and where many applications appear to stall. IRCC runs an initial security assessment, shares biometric information with the RCMP for criminal records checks, and forwards files needing deeper review to the Canada Border Services Agency and the Canadian Security Intelligence Service.10Public Safety Canada. Parliamentary Committee Notes: Immigration Security Screening – A Trilateral Program Files flagged for comprehensive screening take longer, and IRCC does not disclose whether a file has been flagged or give a completion estimate.

Nothing you do speeds this stage up. It runs in the background and the tracker typically does not show granular updates. Straightforward files clear within a few months; complex ones can take significantly longer.

The Citizenship Test

Once your file clears the security stage, IRCC sends an invitation to the knowledge test. It covers Canadian history, geography, economy, government, laws, and symbols, all drawn from the official study guide, Discover Canada, which IRCC provides free online. The test has 20 questions in multiple-choice and true-or-false format. You need 15 correct to pass, and you get up to three attempts.11Immigration, Refugees and Citizenship Canada. Citizenship Test: Study for the Test Failing all three typically leads to an interview with a citizenship judge, who assesses your knowledge through conversation.

Only applicants aged 18 to 54 take the test. It runs on a secure online platform with webcam monitoring, though IRCC adjusts the delivery format from time to time.

The Ceremony and the Oath

After you pass the test and IRCC verifies your documents, you receive an invitation to the citizenship ceremony. The wait between passing and the ceremony invitation depends on IRCC’s scheduling capacity in your region.

At the ceremony you take the Oath of Citizenship, pledging allegiance to King Charles the Third, King of Canada, and promising to observe the laws of Canada.12Government of Canada. Discover Canada – The Oath of Citizenship The oath also recognizes and affirms the Aboriginal and treaty rights of First Nations, Inuit, and Métis peoples.13Department of Justice Canada. Citizenship Act – Schedule You can either swear or affirm, depending on personal or religious preference.

IRCC collects your Permanent Resident card at the ceremony because it is no longer valid once you are a citizen.14Immigration, Refugees and Citizenship Canada. If I Am Granted Citizenship, What Happens to My Permanent Resident Card You receive your Canadian Citizenship Certificate at the ceremony, or shortly after for virtual ceremonies. Ceremonies run in person or virtually, and IRCC provides accommodations including private rooms for applicants who need to remove face coverings for identity verification and flexibility for those unable to stand during the oath.15Government of Canada. Citizenship Ceremony: What to Expect at the Ceremony Traditional, religious, or ceremonial clothing and head coverings are welcome.

After the Oath: Passport

The citizenship certificate is not a travel document. It cannot be used to board a flight to Canada or cross the border. Apply for a Canadian passport as soon as you have the certificate, especially if you have upcoming travel, since your PR card was taken at the ceremony.16Government of Canada. After the Citizenship Ceremony An electronic certificate must be printed before you can use it for a passport application. Canadian law requires dual citizens to enter Canada with a valid Canadian passport or a special authorization, so another country’s passport will not get you in.

Requesting Urgent Processing

If you have a time-sensitive situation, you can ask IRCC to expedite your citizenship certificate. Qualifying reasons include travel due to a death or serious illness in the family (when you cannot get a passport in another nationality), employment or education deadlines, access to social benefits like health care or a pension, and cases involving statelessness or potential harm based on factors like race, religion, or sexual orientation.17Immigration, Refugees and Citizenship Canada. When and How Do I Apply Urgently for a Citizenship Certificate Every urgent request needs a written explanation and supporting documents such as a paid plane ticket, an employer letter, or a doctor’s note.

Urgent processing is not a separate stream. It is a request layered on your existing file, and a qualifying reason does not guarantee faster processing. It means the file gets reviewed for prioritization.

What Changes the Timeline

A refusal branches the timeline. If you want to challenge IRCC’s decision, you must apply for leave for judicial review at the Federal Court within 15 days of receiving the decision if the matter arose in Canada, or 60 days if it arose outside Canada.18Justice Laws Website. Consequences of Immigration and Citizenship Fraud Getting the application right the first time matters more than getting it in quickly.

Children under 18 follow a simpler path. They do not take the knowledge test and are exempt from the language requirement. A parent or legal guardian applies on their behalf. The child must be a permanent resident, and the physical presence calculation and other requirements differ from the adult process. If a parent is applying at the same time, the child’s file can often be processed alongside, though the timelines are not guaranteed to align.
