Canadian Language Benchmarks for Immigration and CRS Points

The Canadian Language Benchmarks (CLB) are the 12-level scale Immigration, Refugees and Citizenship Canada (IRCC) uses to measure English ability for immigration, and your score in each of the four skills determines which programs you qualify for and how many Comprehensive Ranking System points you receive.1Centre for Canadian Language Benchmarks. On CLB French ability is measured on a parallel scale called the Niveaux de compétence linguistique canadiens (NCLC), and IRCC treats matching levels as equivalent.2Immigration, Refugees and Citizenship Canada. What the CLB Actually Measures

The 12 benchmarks run from basic (CLB 1–4) through intermediate (CLB 5–8) to advanced (CLB 9–12).1Centre for Canadian Language Benchmarks. On CLB You are scored separately in listening, speaking, reading, and writing, and you receive four benchmarks rather than one averaged number.3CLB-OSA. What Are Canadian Language Benchmarks?

This is the detail that decides eligibility. If a program requires CLB 7, you need CLB 7 in all four skills. A strong listening score cannot lift a weak writing score. Falling short in one ability disqualifies you from the program.

Minimum CLB Scores by Immigration Program

Each pathway sets its own floor. These are the minimums you must hit in every one of the four skills.

Federal Skilled Worker Program

The Federal Skilled Worker Program requires CLB 7 in all four language skills. Anything below CLB 7 in any single ability makes you ineligible.4Immigration, Refugees and Citizenship Canada. Federal Skilled Worker Program Higher scores also earn selection points within the program itself, with CLB 9 or above in each skill earning the maximum 6 points per ability.

Canadian Experience Class

The Canadian Experience Class threshold depends on the skill level of your qualifying Canadian work. TEER 0 or 1 occupations (managerial or professional) require CLB 7 in all four skills. TEER 2 or 3 occupations (technical and skilled trades) require CLB 5.2Immigration, Refugees and Citizenship Canada. Express Entry: Language Test Results

Federal Skilled Trades Program

The Federal Skilled Trades Program splits its minimums by skill. Speaking and listening require CLB 5, while reading and writing require CLB 4.2Immigration, Refugees and Citizenship Canada. Express Entry: Language Test Results

Provincial Nominee Programs

Provinces set their own language thresholds by stream and occupation, and these vary. Meeting a federal minimum does not mean you meet a provincial one, so check the specific stream you are targeting.

Canadian Citizenship

Applicants for citizenship between 18 and 54 must show CLB 4 or higher in speaking and listening.5Immigration, Refugees and Citizenship Canada. How CLB Scores Translate Into CRS Points

Meeting the minimum only gets you into the pool. Your actual scores then feed the Comprehensive Ranking System, which rewards each ability separately on a sliding scale:

  • CLB 4 or 5: 6 points per ability
  • CLB 6: 8–9 points per ability
  • CLB 7: 16–17 points per ability
  • CLB 8: 22–23 points per ability
  • CLB 9: 29–31 points per ability
  • CLB 10 or higher: 32–34 points per ability

The maximum for your first official language is 128 points with a spouse or common-law partner, or 136 without one.7Immigration, Refugees and Citizenship Canada. Express Entry: Comprehensive Ranking System (CRS) Criteria Moving from CLB 7 to CLB 9 in all four skills adds roughly 52 to 56 points to your total, which in a competitive draw can decide whether you receive an invitation.

Second Official Language Bonus

Testing in both English and French earns extra CRS points. Scoring NCLC 7 or higher in all four French skills combined with CLB 5 or higher in all four English skills (or the reverse) is worth up to 50 bonus points. NCLC 7 or higher in French without CLB 5 in English still earns 25 bonus points.7Immigration, Refugees and Citizenship Canada. Express Entry: Comprehensive Ranking System (CRS) Criteria

IRCC also runs category-based draws for French-language proficiency, which require NCLC 7 in all four French skills and often draw at lower CRS cutoffs than general rounds.8Immigration, Refugees and Citizenship Canada. Express Entry: Category-Based Selection

Which Tests IRCC Accepts

You must take a designated test. Academic English certificates, university transcripts, and other credentials are not accepted.

For English, three tests qualify:2Immigration, Refugees and Citizenship Canada. Express Entry: Language Test Results CELPIP-General, IELTS General Training (not the Academic version), and PTE Core. CELPIP scores map directly to CLB levels, so CELPIP 7 equals CLB 7. IELTS and PTE Core use their own scoring scales and require conversion.

For French, two tests qualify: TEF Canada and TCF Canada.2Immigration, Refugees and Citizenship Canada. How Long Your Scores Stay Valid

Test results must be less than two years old at two separate moments: when you complete your Express Entry profile and when you submit your permanent residence application.2Immigration, Refugees and Citizenship Canada. Express Entry: Language Test Results Scores that are valid when you enter the pool can expire before you receive an invitation. If your profile has been active for more than a year, watch the expiry date.

Retaking the Test

There is no cap on retakes. You can sit the full test as many times as you want, and you can switch providers between attempts. If IELTS band conversion cost you eligibility on one skill, moving to CELPIP or PTE Core is a legitimate strategy.
