To work in Cyprus, a foreign national who is not from the EU, EEA, or Switzerland needs a Temporary Residence and Employment Permit that the prospective employer initiates with the Department of Labour and the Migration Department. That is the core of the Cyprus work permit requirements for foreign nationals: the job comes first, the employer sponsors, and the permit ties you to that specific role. EU, EEA, and Swiss citizens skip the permit entirely and only register locally if they stay beyond three months.
Who Needs a Permit and Who Doesn’t
Citizens of EU and EEA countries and Switzerland can live and work in Cyprus under free movement rules. If they plan to stay longer than three months, they register with the Civil Registry and Migration Department within four months of arrival to receive a Registration Certificate, commonly called the Yellow Slip (form MEU1). The fee is €20 per family member.1Gov.cy. Ministry of Interior – Residence Cards
Everyone else counts as a third-country national (TCN) and must secure formal work authorization before starting the job. The rest of this guide is for TCNs.
The Employer Has to Sponsor You
Cyprus treats the employer as your sponsor and holds them accountable for the arrangement. You cannot apply on your own. Before your file even reaches the Migration Department, the sponsoring company must have the following in place:
- Company registration with the Department of Labour and good standing, usually shown through a Tax Clearance Certificate.
- A signed employment contract stating the role, hours, and a salary that meets the minimum for your employment category.
- A bank guarantee posted with the Migration Department to cover potential repatriation costs. The required amount varies by the employee’s country of origin.2Migration Department – Gov.cy. Bank Guarantees
- An attestation that suitable accommodation is available for you in Cyprus.
- Employers’ liability insurance covering all staff, foreign nationals included, as required by the Compulsory Employers’ Liability Insurance Law of 1989.
The bank guarantee is refundable once the employment ends properly, generally on proof that you have either left Cyprus or moved onto a new valid permit.3Migration Department – Gov.cy. Return of Bank Guarantee
Employment Categories and Salary Thresholds
Cyprus sorts TCN employment by skill level, salary, and whether the employer is registered with the Business Facilitation Unit (BFU). The BFU exists to speed up hiring at companies with foreign interests, and it offers the fastest route.
The high-skilled BFU track covers roles that need a university degree or at least two years of equivalent professional experience, with a minimum gross monthly salary of €2,500. These positions do not require a labor market test.
Mid-level and support roles carry lower salary thresholds but are subject to workforce quotas and a labor market test. General Cypriot or EU-owned businesses can have no more than 30% TCNs in their workforce. BFU-registered foreign companies may employ up to 70% TCNs in high-skilled roles, though a 70:30 ratio between non-EU and EU/Cypriot employees is being enforced for new hires starting January 2027. Certain industries such as agriculture and livestock farming can receive exemptions allowing a higher proportion of TCN workers.
Getting the category right matters because it sets the salary floor, the paperwork, and how long approval takes.
The Labor Market Test
For any role outside the BFU high-skilled track, the employer must show that no qualified Cypriot or EU citizen is available. The employer registers the vacancy with the Public Employment Service and publishes it in the daily press. If no suitable local candidate comes forward, the Department of Labour issues a certificate confirming unavailability, which unlocks the work permit application.4Ministry of Labour and Social Insurance. Department of Labour – Application Examination Procedure
This is where a lot of applications stall. If the vacancy attracts even one plausible local candidate, the Department can deny the request, and skipping or rushing this step tends to sink the whole file later.
Documents You Need to Provide
Once the employer has preliminary approval from the Department of Labour, you assemble your personal paperwork. The Migration Department publishes category-specific application forms on its website, with different forms for domestic work, general remunerated employment, and other permit types.5Migration Department – Gov.cy. Temporary Residence – Forms The core personal documents are:
- A valid passport covering at least the duration of the employment contract.
- A criminal record certificate from your country of residence, apostilled if that country is party to the Hague Apostille Convention, or run through full diplomatic certification if it is not.6Gov.cy. Certification of Documents Through Diplomatic Missions
- Medical clearance for tuberculosis (chest X-ray), hepatitis B and C, HIV/AIDS, and syphilis. These tests must be done before arrival and authenticated, then repeated at a public or private hospital in Cyprus after you arrive.
- Proof of comprehensive health insurance covering inpatient and outpatient treatment.
- Educational qualifications, such as university degrees or professional certifications supporting the job.
Translation and Authentication
Any document not in Greek or English must be translated and certified. For countries in the Hague Convention, an apostille from the issuing country’s competent authority is enough. For countries outside it, the document has to pass through a longer diplomatic chain involving the foreign ministry of the issuing country and the Cypriot embassy or consulate.6Gov.cy. What Trips Applications Up
The most common reasons applications get sent back are expired medical certificates, criminal records without proper authentication, and passports with too little validity left. Re-issuing and re-authenticating a document from abroad can add months, so check every date before you submit.
Entry Visa and Processing Time
The full package, employer approvals plus your personal documents, goes to the Migration Department. If you are applying from outside Cyprus, you also need an entry visa from the Cypriot diplomatic mission in your home country. Cyprus issues short-stay visas (Type C, up to 90 days) and longer authorizations depending on the purpose of travel.7Gov.cy. Visas
The Migration Department examines complete applications within one month. The clock resets if documents are found insufficient, so incomplete files take considerably longer.8Migration Department – Gov.cy. Procedure for Application Submission for Entry and Residence The BFU high-skilled route tends to move faster because it bypasses the labor market test.
The Biometric Card and What the Permit Covers
Once approved, the Migration Department issues the Temporary Residence and Employment Permit. Since late 2014, Cyprus has issued biometric residence cards in the EU uniform format, replacing the older paper-based permits colloquially known as the Pink Slip. You will need to visit Migration Department offices in Nicosia in person to provide fingerprints and photographs.
The permit is tied to your specific employer and job role. It is generally valid for one to three years depending on the contract, and you cannot switch to a different employer without a fresh application. If you lose the job or the contract is terminated, your legal basis for staying in Cyprus is directly affected, so lining up a new sponsor or departure quickly is important.
Renewal
Apply to renew before your current permit expires. Renewal goes through the Migration Department and requires proof that the employment is ongoing, that your employer remains in compliance, and that you have kept valid health insurance and a clean criminal record. Letting the permit lapse before filing puts you in an irregular status, with possible fines or a ban on future applications.
Bringing Family With You
TCN work permit holders can bring a spouse and minor children, but not immediately. You must have lived legally in Cyprus for at least two years and hold a permit valid for at least one more year before applying for family reunification. Your spouse must be at least 21, you must have been married for at least a year at the time of filing, and children must be under 18.9Migration Department – Gov.cy. Family Members of Certain Third Country Nationals – Family Reunification
There is an exception worth knowing. If your employer is a company approved to employ foreign personnel under the Companies Law, the Director of the Migration Department has discretion to waive the two-year residency requirement. Workers on intra-corporate transfer permits and researcher permits are also exempt from the waiting period and can file family reunification applications alongside their own permit applications.9Migration Department – Gov.cy. Working Without a Permit
Working in Cyprus without a valid permit, or hiring someone who does not have one, carries serious consequences. Employers who hire TCNs illegally face criminal penalties of up to five years in prison, a fine of up to €20,000, or both. For the worker, being caught without proper authorization typically means detention, deportation, and a ban on re-entry.
