Department of Finance Parking Violations: Pay, Dispute, or Appeal

You have 30 days from the date a New York City parking ticket is issued to either pay it or request a hearing to dispute it, and the Department of Finance handles both through its website, the NYC Pay or Dispute app, the mail, or in person at a DOF Business Center.1NYC.gov. Dispute a Ticket Miss that window and late penalties start adding on; wait long enough and the ticket enters judgment, which opens the door to booting, towing, wage garnishment, and bank account restraints.

How to Pay

The fastest way to pay is online at nyc.gov/finance. You need the 10-digit violation number from the ticket, your license plate, and your state of registration. Credit and debit card payments usually clear within hours.

The NYC Pay or Dispute app is the city’s official mobile option and handles both parking tickets and camera violations.2NYC.gov. Download the NYC Pay or Dispute App If you’d rather mail a check or money order, use the orange envelope that comes with a physical summons, make it payable to “NYC Department of Finance,” and write the 10-digit violation number on the check so the payment posts to the right ticket.

DOF Business Centers take cash, personal or certified checks, money orders, and Visa, MasterCard, American Express, and Discover cards.3NYC311. Department of Finance Business Centers Paying in person gives you immediate confirmation, which matters if your car is already at risk of a boot or tow.

Base fines vary by violation and location. Expired meter is $65 in Manhattan at or below 96th Street and $35 elsewhere. Street cleaning is $65 citywide. A no-parking zone is $65 in Manhattan and $60 elsewhere. Blocking a fire hydrant within 15 feet or double parking each run $115 citywide.4NYC.gov. Violation Codes, Fines, Rules and Regulations

How to Dispute

If you think the ticket was wrong, request a hearing within 30 days of issuance. You can do it online, by mail, or through the Pay or Dispute app. Disputing after 30 days is still allowed, but if the administrative law judge finds you guilty, you owe the accrued late penalties on top of the fine.1NYC.gov. Dispute a Ticket

Send evidence with your dispute. Useful items include photos of where the vehicle was parked, the relevant signs, a broken meter, or a copy of a valid parking permit. Every statement and document you submit is made under penalty of perjury, so keep it accurate.

At an in-person hearing, the judge issues a decision on the spot. For online and mail hearings, the decision is emailed to the address you gave. If three weeks pass without a decision on an online or mail hearing, DOF recommends contacting them for a status check.1NYC.gov. Dispute a Ticket A guilty finding makes the original fine and any penalties due immediately.

What Happens If You Miss the 30-Day Window

Late penalties escalate on a set schedule:5NYC311. Parking Ticket or Camera Violation Payment

  • At 30 days, $10 is added to the base fine.
  • At 60 days, another $20 is added.
  • At 90 days, another $30 is added.

A $65 street-cleaning ticket climbs to $125 by day 90, before interest. At roughly 100 days, unpaid tickets enter judgment, meaning a legal default has been entered against you for the full amount plus penalties and interest.6NYC.gov. Tickets in Judgment Once in judgment, the debt can be sent to a collection agency. DOF can also garnish wages, restrain bank accounts, suspend your New York State vehicle registration, or place a lien on real property.5NYC311. Parking Ticket or Camera Violation Payment

Booting and Towing

When the combined judgment debt across all vehicles registered to the same owner tops $350, any of those vehicles can be booted or towed.5NYC311. Parking Ticket or Camera Violation Payment For a standard passenger vehicle under 8,500 pounds, the fees effective November 1, 2025 are a $185 boot fee, a $220 tow fee, a $140 tow dispatch fee, storage at $30 per day for the first three days and $50 per day after that, a $95 Sheriff or Marshal execution fee, and a poundage fee of 5% of the total amount collected.7NYC.gov. Vehicle Booting A tow plus a few days of storage can easily add $500 or more on top of the judgment debt that triggered it.

To reclaim a towed vehicle, the registered owner brings a valid driver’s license, insurance card, and the original registration or title to the redemption location.8NYC311. Towed Vehicle Reclaim from Marshal or Sheriff Anyone other than the registered owner needs a notarized letter of authorization. Rental vehicles require the rental agreement and keys; company vehicles require company identification.

Appealing a Guilty Finding

If the judge finds you guilty, you can appeal by mailing a Parking/Camera Violations Appeal Application within 30 days of the hearing decision. DOF may deny appeals filed after that.9NYC311. Parking Ticket or Camera Violation Appeal

Filing an appeal does not pause enforcement. Penalties, interest, and even booting or towing can continue while the appeal is pending. Paying the full amount before the appeal is decided stops those actions, and if the appeal reverses the guilty finding you get a refund. If the appeal is denied, the remaining option is an Article 78 petition in New York State Supreme Court, a formal judicial review proceeding.

Payment Plans

If the full judgment debt is too much at once, DOF offers payment plans. You need at least $50 in judgment debt, and you must be the registered owner (or a court-appointed agent or designated lessee). All open judgments have to be included in the plan.10NYC311. Parking Ticket or Camera Violation Payment Plan

Standard terms scale with the balance. For $50 to $500, you put 50% down and pay the rest within 60 days. For $501 to $1,000, it’s 50% down, up to 12 months, and a $50 monthly minimum. For balances over $1,000, it’s 25% down, up to 12 months, and a $50 monthly minimum.

Two programs offer easier terms. A moderate-income plan is open to motorists with adjusted gross income below $86,400, with 15% down and up to 18 months to pay. A hardship plan drops the down payment to 5% and stretches the timeline to 24 months, and it’s available to people who are unemployed, have lost an income-earning family member, or have lost their home to a natural disaster, along with small businesses facing economic losses and 501(c)(3) nonprofits. Both require an application and supporting documentation to the DOF Collections Division at (212) 440-5300. Any active disputes have to be resolved through a hearing before a plan can begin.

Camera Violations Follow the Same Process

Speed camera tickets in school zones and red light camera tickets are handled by DOF, not the courts, and each carries a flat $50 fine.11NYC311. Speed Cameras12NYC311. Red Light Cameras Because a camera issues these to the registered owner, they carry no license points. Payment, dispute, and the 30-day clock all work the same as for parking tickets.

Speeding tickets written by an NYPD officer are a different animal. Those are moving violations handled through the state court system, not by DOF, and the payment and dispute channels above do not apply to them.
