Detailed Pandemic Settlements: Tuition Refunds, K-12, and SSI

COVID pandemic settlements have moved billions of dollars through the courts since 2020, with the largest consumer payouts going to former college students who paid for in-person classes that shifted online in Spring 2020, families of California K-12 students hit hardest by school closures, and Supplemental Security Income recipients hit with overpayment notices during the emergency. Whether you can collect from any of these depends on where you were enrolled, where you lived, and what benefits you received — and in most of the university cases, if you qualify, the check comes to you automatically.

University Tuition Refund Settlements

Roughly 300 class action lawsuits were filed against more than 200 colleges and universities after the March 2020 shift to remote instruction. The core claim was the same everywhere: students had paid for on-campus teaching, facilities, and services they did not receive. Dozens of schools have now settled. Payments are typically automatic to your last known address, no claim form required, and eligibility usually turns on whether you were enrolled in at least one in-person course during Spring 2020 (some settlements reach further).

If you attended one of the schools below during the relevant term, you may already be owed money or may receive a payment without doing anything.

California’s $2 Billion K-12 Learning Recovery Settlement

Families of 15 students from Oakland and Los Angeles brought Cayla J. v. State of California in 2020, arguing the state failed to protect the most vulnerable children from learning loss during prolonged school closures. After an Alameda County judge sent the case toward trial, the parties reached a settlement announced on February 1, 2024.19EdSource. California Agrees to Target Most Struggling Students to Settle Learning Loss Lawsuit

The agreement protects at least $2 billion of California’s Learning Recovery Emergency Block Grant from future budget cuts and directs it toward the state’s lowest-performing and most chronically absent students, including Black and Hispanic children.20CalMatters. Learning Loss Settlement Districts must use evidence-backed strategies such as in-school tutoring, conduct needs assessments, publish specific spending plans, and track outcomes for at least three years. The state also agreed to build a simplified complaint process so parents and community members can challenge how districts spend the money.19EdSource. California Agrees to Target Most Struggling Students to Settle Learning Loss Lawsuit The block grant funds are available for spending through the 2027-28 school year.

This settlement does not send checks to individual families. It changes how a specific pool of state money must be spent and gives families a way to push back if their district ignores those rules.

SSI Overpayment Relief Under the Campos Settlement

If you receive Supplemental Security Income and got hit with an overpayment notice tied to the pandemic, the Campos v. Kijakazi class action may wipe it out. The settlement became final on January 20, 2024, and sets up two tiers of relief.21Social Security Administration. Campos v. Kijakazi Settlement Information

For manually processed SSI overpayments incurred between March and September 2020, the Social Security Administration agreed to automatic waivers with no paperwork from the beneficiary. If you already repaid a now-waived amount, SSA will refund it. The automatic waiver does not cover overpayments identified through automated data-matching, overpayments involving fraud, or misuse by a representative payee.22Justice in Aging. Campos v. Kijakazi Settlement Information for Advocates

For the broader period of March 2020 through April 2023, SSA issued internal guidance telling staff to consider COVID-related circumstances — illness, inability to reach SSA offices, travel restrictions, disrupted mail — when evaluating fault on a waiver request. The agency planned to mail notices to affected class members in Spring 2025 explaining how to request a waiver under those relaxed standards. SSA advises individuals not to contact the agency about settlement relief until that notice arrives.21Social Security Administration. Campos v. Kijakazi Settlement Information

COVID Vaccine Mandate Settlements Through the EEOC

Workers who lost jobs or accommodations over COVID-19 vaccination requirements have recovered money through the Equal Employment Opportunity Commission. The agency received more than 10,000 religious accommodation charges and over 6,000 disability accommodation charges tied to vaccine mandates, and by 2025 had recovered over $55 million for affected workers.23EEOC. 200 Days EEOC Action to Protect Religious Freedom at Work

The healthcare system Mercyhealth agreed to a $1 million settlement after the EEOC issued a class-wide reasonable cause finding, providing compensation and offering reinstatement to employees terminated for refusing the vaccine. The EEOC also settled vaccine-related conciliations with the Aria and Luxor resorts on the Las Vegas Strip and with Infinity Rehab, all involving denials of religious accommodations.23EEOC. 200 Days EEOC Action to Protect Religious Freedom at Work

PPP Fraud Settlements Run to the Government, Not to You

Coverage of pandemic settlements often includes Paycheck Protection Program cases, but these are enforcement actions against borrowers rather than payouts to consumers. As of April 2024, the Department of Justice had charged more than 3,500 defendants, seized or forfeited over $1.4 billion in stolen COVID relief funds, and filed more than 400 civil lawsuits producing judgments and settlements.24Husch Blackwell. Mid-Year Update PPP Investigations Continue as DOJ Enforcement Priority

In June 2025, three companies collectively settled with DOJ for over $13 million to resolve False Claims Act allegations that they exceeded the 500-employee limit when applying for PPP loans. An individual whistleblower in that case received $2.3 million. The same month, a foreign-owned manufacturer settled for nearly $3 million for allegedly failing to disclose foreign government ownership. The SBA Inspector General has estimated that roughly 17% of total EIDL and PPP funds — over $200 billion — went to potentially fraudulent actors.24Husch Blackwell. Mid-Year Update PPP Investigations Continue as DOJ Enforcement Priority The money goes back to the government, not to the public. Whistleblowers who file False Claims Act cases can share in the recovery.

Business Interruption Insurance: A UK Ruling, Not a US One

If you’re a US small business owner searching for pandemic settlement relief on business interruption coverage, the widely reported case out of the United Kingdom does not apply to you. On January 15, 2021, the UK Supreme Court ruled largely in favor of policyholders in a Financial Conduct Authority test case, holding that coverage could apply to both partial and full closures even where government orders were not legally binding. That ruling binds eight named UK insurers and shapes claims handling in the UK market.25FCA. Business Interruption Insurance US business interruption disputes have been litigated separately under US policies and US law.

How to Check Whether You’re Owed Money

For the university settlements, start with the settlement website for the school you attended (linked in each section above) and confirm the school has your current mailing address. For the Campos SSI settlement, wait for the SSA notice before contacting the agency. For a vaccine mandate accommodation claim, the EEOC handles the charge process. And if you’re a California parent with a child in a struggling district, the state’s new complaint process is the vehicle the settlement created for you.
