Do appraisers need to enter the home? For most mortgages, yes. A standard appraisal on a conventional, FHA, or VA loan requires the appraiser to walk through the interior, photograph rooms, and document the home’s condition before the lender will approve the loan. But that is not the only path. Depending on the loan type, the property, and the borrower’s financial profile, lenders may order an exterior-only appraisal, a desktop appraisal, a hybrid appraisal, or waive the appraisal altogether — and in those cases no appraiser ever steps inside.
When Interior Access Is Required
For a conventional purchase mortgage, the standard appraisal uses Fannie Mae Form 1004, which requires the appraiser to conduct an interior and exterior on-site physical inspection of the property.1Fannie Mae. Appraisal Report Forms and Exhibits The appraiser schedules a visit, walks through every accessible room, takes photographs, and documents the home’s condition. Both Fannie Mae and Freddie Mac, which buy most conventional mortgages on the secondary market, rely on these interior-inspection reports to confirm the home’s as-is condition.2Freddie Mac. Guide Section 5605.1
The lender’s guidelines, not the appraiser’s personal preference, determine the inspection level. A common misconception is that federal appraisal standards always require a walkthrough. The Uniform Standards of Professional Appraisal Practice treats the scope of an inspection as assignment-specific: it can include a full interior visit, an exterior-only view, or no site visit at all, depending on what the lender requests.
Once inside, the appraiser counts bedrooms and bathrooms, confirms that the layout matches public records, and checks heating, cooling, and ventilation systems for basic functionality.3Fannie Mae. Uniform Appraisal Dataset 3.6 Policy Walls, ceilings, and floors are examined for water damage or wear, and high-value upgrades like hardwood flooring or updated appliances are noted. Fannie Mae requires photographs of the living room, family room, dining room, every bedroom, and all finished and unfinished basement areas.4Fannie Mae. Effective Date for Main Living Area Photographs in Appraisals Visible safety hazards such as exposed wiring, mold, or structural concerns get documented and may trigger repair requirements before closing.
The visit itself usually takes 30 minutes to an hour for a typical single-family home. The appraiser then spends one to three weeks researching comparable sales and preparing the written report.
FHA and VA Loans Are Stricter
Government-backed loans impose tighter inspection standards because the federal government insures or guarantees the mortgage. FHA appraisers must confirm the home is free of environmental and safety hazards and perform a head-and-shoulders visual check of the attic and crawlspace. Required interior photographs cover the kitchen, main living area, bathrooms, bedrooms, representative rooms, and the basement.5Department of Housing and Urban Development. Mortgagee Letter 2025-18 Rescission of Outdated and Costly FHA Appraisal Protocols
Several defects trigger a “subject to repair” designation, meaning the problem must be fixed before closing:
- Peeling or chipping paint in homes built before 1978, treated as a lead-based paint hazard
- Missing handrails on any staircase with three or more steps
- A roof with less than two years of remaining useful life
- Major foundation cracks or signs of settling
HUD’s Mortgagee Letter 2025-18 removed several older FHA protocols, eliminating the requirement to estimate the home’s remaining economic life and reducing some photograph requirements, including the prior mandate to photograph the attic and crawlspace.5Department of Housing and Urban Development. Mortgagee Letter 2025-18 Rescission of Outdated and Costly FHA Appraisal Protocols The appraiser still visually inspects those areas during the walkthrough; the change only reduced the photographic documentation.
For VA loans, homes must meet the Minimum Property Requirements that ensure the property is safe, structurally sound, and sanitary. In homes built before 1978, the presence of lead-based paint is presumed, and peeling or chipping paint must be addressed. Appraisers also report evidence of wood-destroying insect damage, fungus growth, or dry rot, and the appraisal may be conditioned on a pest inspection if signs of infestation are visible.6U.S. Department of Veterans Affairs. VA Pamphlet VAP26-7 Chapter 12 Minimum Property Requirement Overview FHA and VA loans do not offer appraisal waivers; the government insurance or guaranty always requires a full appraisal with an interior inspection.
What Happens if You Refuse Entry
If you refuse to let the appraiser inside when an interior inspection is required, the lender cannot complete the appraisal and generally will not approve the loan. For a purchase transaction, this stops the deal. The lender’s underwriting guidelines require the interior inspection, and there is no way to proceed without it unless the loan qualifies for one of the alternative methods below. Sellers who block appraiser access may cause the buyer’s financing to collapse and could be in breach of the purchase contract.
Appraisal Methods That Skip the Interior
Four main alternatives reduce or eliminate the appraiser’s need to go inside. Each carries trade-offs in cost, speed, and the kinds of loans and properties it covers.
Exterior-Only Appraisals
An exterior-only appraisal uses Fannie Mae Form 2055. The appraiser evaluates the property from the street, observes the lot and neighborhood, and estimates value using public records and comparable sales.7Fannie Mae. Exterior-Only Inspection Residential Appraisal Report The method assumes the interior condition matches the exterior appearance, which carries more risk for the lender. Exterior-only appraisals are typically offered for refinances on properties with strong data histories, not for most purchase transactions.
Desktop Appraisals
A desktop appraisal involves no site visit at all. The appraiser works entirely from digital data: tax records, MLS listings, prior appraisals, and satellite imagery. These reports are faster and less expensive, but they depend on the accuracy of existing records. Desktop appraisals are generally reserved for lower-risk refinance transactions on one-unit properties in areas with abundant comparable sales data.
Hybrid Appraisals
A hybrid appraisal splits the work. A trained third-party property data collector, who may be a real estate agent, insurance inspector, or another appraiser, visits the home to photograph it, measure it, and document its condition.8Fannie Mae. Hybrid Appraisals That data goes to a licensed appraiser who develops the opinion of value remotely, signs the report, and takes responsibility for the valuation.
Fannie Mae permits hybrid appraisals for existing one-unit properties (including condos and PUD units), second homes, investment properties, and properties under construction or renovation.8Fannie Mae. Hybrid Appraisals The property data collection follows the Uniform Property Dataset standards and must be delivered through Fannie Mae’s Property Data API.9Fannie Mae. Hybrid Appraisals Fact Sheet From your perspective, someone still comes to the house. It just isn’t the appraiser who writes the report.
Appraisal Waivers
In some cases, the lender waives the appraisal entirely. Fannie Mae calls this “value acceptance”: the automated underwriting system determines that enough data already exists to confidently estimate the home’s value without any on-site inspection.10Fannie Mae. B4-1.4-10, Value Acceptance No appraiser visits, no photographs are taken, and the borrower saves the cost of an appraisal.
Value acceptance is available for principal residences and second homes with loan-to-value ratios up to 90 percent. A related option, “value acceptance plus property data,” extends eligibility up to 97 percent LTV and requires a property data collection visit but still skips the traditional appraiser report.11Fannie Mae. Value Acceptance The value acceptance offer must be no more than four months old on the loan closing date.10Fannie Mae. B4-1.4-10, Value Acceptance
Properties That Don’t Qualify
Not every property is eligible for the methods above. These property types are ineligible for value acceptance, value acceptance plus property data, and desktop appraisals:
- Two- to four-unit properties
- Manufactured homes
- Co-op units
The restrictions reflect the higher risk and more complex valuation these property types involve.3Fannie Mae. Uniform Appraisal Dataset 3.6 Policy
Preparing for the Visit if Entry Is Required
If a full interior appraisal is coming, basic preparation keeps the visit on track and helps avoid conditional findings that force a second trip.
- Turn on all utilities. For FHA loans especially, utilities should be active so the appraiser can verify that plumbing, electrical, heating, and cooling systems function properly. If utilities are off, the appraiser must note that systems could not be verified, which may result in a conditional appraisal and a follow-up visit after service is restored.12U.S. Department of Housing and Urban Development. Appraising and Financing HUD Real Estate Owned Properties With FHA-Insured Financing
- Clear access to the attic, crawlspace, basement, garage, and any outbuildings. Blocked access can delay the report or produce assumptions that work against your valuation.
- Handle minor repairs. Fix leaky faucets, replace broken windows, and address peeling paint. These visible issues can lower the appraised value or trigger repair conditions on government-backed loans.
- Gather documentation of improvements. If you added a bathroom, replaced the roof, or made other significant upgrades, have receipts or permits ready. The appraiser uses this when comparing your home to recent sales.
Deep cleaning and staging do not affect the appraised value the way they influence a buyer’s impression, but a well-maintained home signals good overall condition, which can shape the appraiser’s assessment of wear and functional utility. When an appraisal is conditioned on repairs, which is common with FHA and VA loans, the work must be completed and the appraiser must return to verify it, documented on Fannie Mae Form 1004D.13Fannie Mae. Loan Delivery Job Aids – Appraisal Update Addressing known issues before the first visit saves time and the cost of a re-inspection.
If you want to avoid an interior visit, ask your loan officer early whether your loan and property qualify for value acceptance, a hybrid, desktop, or exterior-only appraisal. The answer is set by the loan program and the automated underwriting result, not by borrower request, so the earlier it’s checked, the sooner you know whether an appraiser will be walking through your home.
