Do I Qualify for Government Assistance? Income, Assets, and Work Rules

Whether you qualify for government assistance comes down to a handful of factors: your income compared to the Federal Poverty Level, how many people are in your household, whether you fit a covered category like child, parent, senior, or person with a disability, your immigration status, and for some programs your savings and work activity. For 2026, the poverty guideline starts at $15,960 a year for one person and $33,000 for a family of four, and most means-tested programs set their cutoff at a percentage above that.1HHS ASPE. 2026 Poverty Guidelines – 48 Contiguous States The quickest way to see what you might qualify for across dozens of programs at once is the federal screening tool at usa.gov/benefit-finder.2USAGov. Income Limits and How Programs Measure Them

The Department of Health and Human Services updates the Federal Poverty Level each January. For 2026 in the 48 contiguous states, the guideline is $15,960 for one person, $21,640 for two, $27,320 for three, and $33,000 for four. Alaska and Hawaii have higher figures.1HHS ASPE. 2026 Poverty Guidelines – 48 Contiguous States Programs then multiply that baseline to set their own ceilings, which is why you can be turned down for one program and comfortably qualify for another.

A few common thresholds:

  • SNAP (food assistance) uses 130% of the poverty level as its gross income limit, which is $1,696 a month for one person and $3,483 for a family of four in fiscal year 2026.3Food and Nutrition Service. SNAP Eligibility
  • Medicaid expansion, in states that adopted it, reaches adults up to 138% of the poverty level.4HealthCare.gov. Federal Poverty Level (FPL)
  • WIC (nutrition for pregnant women, infants, and young children) reaches 185% of the poverty level.

Programs also distinguish gross income from net. Gross is everything you earn before deductions. Net accounts for real costs that reduce what you have to spend. SNAP lets you subtract dependent care costs, and elderly or disabled household members can deduct out-of-pocket medical expenses above $35 a month.5Food and Nutrition Service. SNAP Medical Expenses Handbook SNAP also has an excess shelter deduction when housing costs are high relative to income, capped at $744 a month for most households in the contiguous states for fiscal year 2026; households where everyone is elderly or disabled face no cap.6Food and Nutrition Service. One thing that doesn’t count against you: a tax refund. Federal law disregards any federal tax refund, including the Earned Income Tax Credit, as income and as a resource for 12 months after you receive it, for any federally funded program.7Office of the Law Revision Counsel. 26 USC 6409 – Refunds Disregarded in the Administration of Federal Programs After 12 months, whatever refund money is left sitting in your account can push you over a program’s asset limit.

Who You Are: Categorical Rules

Being low-income isn’t always enough. Programs also look at which group you fall into. Medicaid covers children, pregnant women, parents, adults 65 and older, and people with disabilities, and each group has its own income rules.8Medicaid. Eligibility Policy SNAP treats anyone 60 or older as elderly, which unlocks a higher asset limit and additional deductions.9Food and Nutrition Service. SNAP Special Rules for the Elderly or Disabled

Disability status opens several programs at once. For SNAP, you count as disabled if you receive federal disability or blindness payments under Social Security, SSI, certain veterans’ disability benefits, or a disability retirement benefit from a government agency.9Food and Nutrition Service. SNAP Special Rules for the Elderly or Disabled Medicaid uses similar definitions rooted in SSI methodology for eligibility based on disability or age.8Medicaid. Eligibility Policy SSI itself pays up to $994 a month for an eligible individual and $1,491 for an eligible couple in 2026.10Social Security Administration. SSI Federal Payment Amounts for 2026

Household composition matters too. For SNAP, people who live together and buy and prepare food together count as a single household, and their combined income is compared to the limit for that household size. Spouses and children under 22 living with a parent are grouped together even when they shop separately.

Immigration Status

Most federal means-tested benefits require you to be a U.S. citizen or a “qualified alien” under federal law. Qualified aliens who entered on or after August 22, 1996 generally have to wait five years before they can receive SNAP, TANF, or Medicaid.11Office of the Law Revision Counsel. 8 USC 1613 – Five-Year Limited Eligibility of Qualified Aliens for Federal Means-Tested Public Benefit

Several groups skip the five-year bar entirely: refugees, asylees, people granted withholding of deportation, Cuban and Haitian entrants, certain Amerasian immigrants, and veterans with an honorable discharge along with their spouses and dependents.11Office of the Law Revision Counsel. 8 USC 1613 – Five-Year Limited Eligibility of Qualified Aliens for Federal Means-Tested Public Benefit Emergency Medicaid, school lunch, and certain child nutrition programs are also available regardless of the bar. Some states use their own funds to cover recent immigrants during the waiting period, so the picture varies by where you live.

Assets and Savings

A few programs look at what you’ve saved, not just what you earn. SNAP allows up to $3,000 in countable resources like cash and bank accounts, rising to $4,500 if anyone in the household is 60 or older or has a disability.3Food and Nutrition Service. SNAP Eligibility Most states have adopted “broad-based categorical eligibility,” which effectively removes the SNAP asset test for many households, but the federal figures still apply where states haven’t taken that step.

Plenty of assets are excluded outright. Your home is exempt no matter its value. Retirement accounts, education savings, and property used to generate income don’t count either.12Food and Nutrition Service. Asset Limits, Supplemental Nutrition Assistance Program Participation, and Financial Stability (Summary) Vehicle rules have loosened over the years, and most states now exclude vehicles from the SNAP asset test entirely. Furniture, clothing, and other personal belongings are never counted.

If you or a family member has a disability, ABLE accounts are worth knowing about. Money in an ABLE account, including any earnings, is disregarded for any federally funded benefit program. For SSI specifically, the first $100,000 in an ABLE account is excluded from the resource limit; a balance above that suspends SSI rather than terminating it, so benefits restart automatically once you spend down.13Office of the Law Revision Counsel. 26 USC 529A – Qualified ABLE Programs

Work Rules and Time Limits

Some programs condition benefits on working or training. SNAP has the strictest version. If you’re an able-bodied adult without dependents between 18 and the applicable age limit, you can receive SNAP for only three months in any 36-month window unless you work at least 20 hours a week, participate in a qualifying work program for the same number of hours, or are enrolled in an employment and training program. Once you lose eligibility this way, you get it back by working or participating in a work program for at least 80 hours in a 30-day period.14Office of the Law Revision Counsel. 7 USC 2015 – Eligibility Disqualifications

TANF (cash assistance) has its own work participation rules, with states defining which activities count: unsubsidized jobs, community service, job search, education and vocational training, and subsidized placements. TANF also carries a federal lifetime limit of 60 months, so a family cannot receive federally funded TANF cash assistance for more than five cumulative years, and some states set shorter limits with state funds.15Administration for Children and Families. A Trap for College Students

If you’re enrolled at least half-time at an institution of higher education, SNAP has a separate barrier: you’re generally ineligible unless you meet a specific exemption.16Food and Nutrition Service. Students Low-income students often don’t realize their enrollment status is a hurdle on top of the income rules.

You can requalify if you:

  • Work 20 or more hours a week in paid employment
  • Participate in federal or state work-study
  • Care for a child under 6, or a child age 6 to 11 without child care that would allow you to attend school and work
  • Are a single parent enrolled full-time with a child under 12
  • Receive TANF cash assistance
  • Are under 18 or 50 or older
  • Have a physical or mental disability
  • Were placed through a qualifying program such as SNAP Employment and Training, WIOA, or Trade Adjustment Assistance

Even with an exemption, you still have to meet the standard SNAP income and resource rules.16Food and Nutrition Service. Students

What to Gather Before You Apply

Every program asks you to prove what you claim. Have Social Security numbers ready for each household member, a government-issued ID, and proof of address through a lease, utility bill, or mortgage statement. For income, bring your most recent 30 days of pay stubs, or a recent earnings statement if you’re salaried. If you’re self-employed or work through gig platforms, bank statements showing deposits, 1099 forms, and per-gig payment screenshots substitute for pay stubs; you’ll usually need to report gross earnings before any platform fees, not just the amount that landed in your account.

For deductions that lower your net income, collect rent or mortgage statements, heating and utility bills, dependent care receipts, and medical bills for any elderly or disabled household member. These directly change your calculated benefit, so a missing document can mean a smaller check than you’re entitled to.

How to Apply and What Happens Next

Most states let you apply online through the human services agency’s website, and online submissions give you a confirmation and let you upload documents. You can also apply by mail, fax, or in person. The federal benefit finder at usa.gov points to the right agency for your area.2USAGov. Find Government Benefits and Financial Help

After you apply, a caseworker reviews the file and schedules an eligibility interview, usually by phone. The interview is required. Missing it results in denial for failure to complete the process rather than a decision on the merits, which means you’d have to start over rather than appeal.17Office of Evaluation Sciences. Decreasing Supplemental Nutrition Assistance Program (SNAP) Denials Due to Incomplete Information SNAP applications must be processed within 30 days of the filing date.18Food and Nutrition Service. SNAP Application Processing Timeliness

If your situation is urgent, SNAP offers expedited service that delivers benefits within seven days. You may qualify if your monthly gross income and liquid resources are extremely low, generally under $150 in income with $100 or less in cash and bank accounts, or if your rent and utilities exceed your income and resources combined.18Food and Nutrition Service. SNAP Application Processing Timeliness If you’re denied or your benefit is reduced later, you have the right to a fair hearing; for SNAP the request must be filed within 90 days, and filing before the effective date of a reduction generally keeps your benefits at the previous level until a decision is issued.19eCFR. 7 CFR 273.15 – Fair Hearings
