To renew an Indian passport, every adult applicant needs the same core set of documents: the original current passport, photocopies of specific passport pages, a completed and signed application form, a signed Annexure E declaration, photographs meeting the correct specifications, and proof of current address. If you’re renewing from outside India, add notarized proof of your legal status in that country. Beyond that, the documents required for Indian passport renewal expand depending on whether you’re changing your name, updating marital status, applying for a minor, replacing a lost passport, or claiming ECNR status.
Core Documents Every Applicant Needs
Whether you apply at a Passport Seva Kendra in India or through a VFS Global center abroad, the foundation is the same for every adult re-issue application.
- Original current passport. You must surrender it for cancellation. The consulate or passport office physically cancels it and returns it with your new one.
- Photocopies of passport pages. The current VFS checklist specifies the first five and last two pages of your existing passport.1VFS Global. Adult Checklist – Re-issue of Passport
- Annexure E declaration. A signed statement confirming you are an Indian citizen who has not acquired another citizenship, has no criminal convictions involving moral turpitude carrying a sentence of two years or more, and has no criminal proceedings pending in India. Annexure E is mandatory for every re-issue application.2VFS Global. Annexure E Specimen Declaration
- Completed application form. Generated through the Passport Seva portal for India-based applicants, or the embassy portal and VFS Global site for applicants abroad. Print and sign it physically. Digital signatures are not accepted.1VFS Global. Adult Checklist – Re-issue of Passport
- Change of appearance and signature affidavit. For applicants renewing through VFS Global in the US, a notarized affidavit is mandatory even if your appearance hasn’t changed. One photograph is affixed to the government form and one to this affidavit.1VFS Global. Adult Checklist – Re-issue of Passport
You can apply for re-issue up to one year before your passport expires. If it has already expired, you can apply within three years of expiration without fresh police verification, provided your personal details haven’t changed. Passports that expired more than three years ago require fresh police verification.3Consulate General of India, San Francisco. FAQs on Passport
Photograph Requirements
Photo specifications change based on where you apply and how you submit. Getting this wrong is one of the most common reasons applications are returned unprocessed.
For applications through VFS Global in the United States, you need two identical color photographs, 2 inches by 2 inches (51mm × 51mm), on a white background. Both must be recent (taken within six months), show a full frontal view with shoulders visible, and be taken without glasses or flash reflection. A colored shirt helps your outline stand out against the white background.1VFS Global. Adult Checklist – Re-issue of Passport
For online submissions through the VFS Global portal, you upload a digital photo of 630 × 810 pixels, under 250 KB.4VFS Global. Apply for Passport Services Courier applications that arrive without an uploaded photo and signature will be returned unprocessed.
Applicants submitting at centers in India other than a Passport Seva Kendra (such as a District Passport Cell or Speed Post Centre) need one color photograph measuring 4.5cm × 3.5cm on a plain white background.5Passport Seva. Instructions for Filling of Passport Application Form and Supplementary Form At a PSK itself, your photo is captured digitally on site, so no physical prints are needed.
Proof of Address
Address proof requirements depend on whether you’re applying in India or from abroad.
If You Apply in India
You need to prove your present residential address. Acceptable documents include an Aadhaar card, a water, electricity, or gas bill no more than three months old, an election commission photo ID, an income tax assessment order, a running bank account passbook from a scheduled bank, a rent agreement, or an employer certificate on company letterhead from a public limited company.6Passport Seva. Proof of Address You must also disclose every address where you lived during the previous year.
If You Apply From the United States
Acceptable address proof includes a state-issued ID, driver’s license, utility bill (water, gas, or electricity dated within three months), valid lease agreement, mortgage document, or income tax return. The critical difference: every US address document must be a color copy that is notarized with a stamp and notary signature.1VFS Global. Adult Checklist – Re-issue of Passport College and university students without a lease or utility bill should check the VFS checklist for student-specific documents. Hotel bills may be accepted for professionals on project assignments.
Proof of Legal Status if You Renew From Abroad
This requirement catches many applicants off guard. Renewing from the US requires notarized color copies of one document proving your legal immigration status. Acceptable options include a valid Green Card (front and back), a valid US visa, an Employment Authorization Document (front and back), an I-797A approval notice, or a work or study permit.1VFS Global. Adult Checklist – Re-issue of Passport
If your visa recently expired but you have a pending extension, you can submit the expired visa together with a notarized I-797A approval notice and I-797C receipt notice showing the extension was filed before the visa expired. Every immigration status document must be notarized. Unnotarized copies will be rejected.
Extra Documents for Name Changes
Changing your name on a passport adds real preparation time. You need a sworn affidavit or a formal Deed Poll, attested by a Judicial Magistrate, Notary Public, or the Passport Officer at an Indian consulate. On top of that, you need original newspaper clippings from two publications announcing the name change: one from a local newspaper where you currently live, and a second from a newspaper covering your permanent address in India.7VFS Global. Specimen Deed Poll Affidavit for Change of Name Both clippings must show the publication date and newspaper name clearly. Publication costs and turnaround times vary, so build in time and budget for this step.
Extra Documents for Marital Status Changes
To add a spouse’s name after marriage, you need either a government-issued marriage certificate or a signed joint photo declaration from both spouses (Annexure J). Removing a spouse’s name after divorce requires a court-certified divorce decree. To replace a former spouse’s name after remarriage, you need the divorce decree (or death certificate of the former spouse) plus either a new marriage certificate or Annexure J signed with your new spouse.8Passport Seva. Document Required for Re-issue of Passport
Extra Documents for Minors
Passport applications for children under eighteen involve additional declarations to confirm proper authorization from legal guardians. An adult passport is valid for ten years; a minor’s passport is valid for five years or until the child turns eighteen, whichever comes first.9Passport Seva. Change in Existing Personal Particulars
Standard Minor Application
Both parents must sign Annexure D, a declaration of parental consent.10Passport Seva. Annexure D Specimen Declaration by Applicants Parent or Guardian for Issue of Passport to Minor Parents also submit self-attested copies of their own passports to link the child’s identity with the guardians. A birth certificate from a municipal authority is needed to confirm the child’s date and place of birth. Address proof for the minor is typically drawn from the parents’ documents when names match across the birth certificate and the application form.
Single-Parent and Custody Situations
When both parents cannot or will not sign Annexure D, the applying parent submits Annexure C, a declaration used when one parent has not given consent.11Passport Seva. Annexures and Affidavits Documents required alongside Annexure C depend on the custody arrangement:
- Sole custody without visitation rights for the other parent: a copy of the court order or decree for divorce or judicial separation.
- Sole custody with visitation rights: the same court order plus written consent from the parent who has visitation rights.
- Divorce or separation case still in court with no prohibitory order: a copy of the divorce petition or application.
- Court has issued a prohibitory order against passport issuance: consent of both parents or specific permission from the court.
Annexure C is submitted on plain paper and includes a declaration that the minor is exclusively in the applying parent’s physical custody.12Passport Seva. Annexure C Specimen Declaration by Applicants Parent or Guardian Contested custody situations typically face processing times of thirty days or more.
Extra Documents for a Lost or Damaged Passport
Losing a passport triggers a more involved process than a standard re-issue. You cannot simply fill out the renewal form and proceed as usual.
First, file a police report (often called an FIR) with local law enforcement. The report must specifically mention the loss of an Indian passport and ideally include the passport number. Next, complete and sign Annexure F, a formal declaration covering the circumstances of the loss or damage.13Passport Seva. Annexure F – Specimen Declaration of Applicant for Obtaining a Passport in Lieu of Lost or Damaged Passport
Annexure F is more detailed than most applicants expect. You must disclose how and when the passport was lost, the police station where you filed the report, how many passports you have previously lost, whether you traveled on the lost passport (including flight details and port of entry), whether you received any customs or foreign travel allowances, whether you are a Non-Resident Indian, and whether the passport authority previously raised any objections. You must also confirm whether you were ever deported at the Indian government’s expense.13Passport Seva. Annexure F – Specimen Declaration of Applicant for Obtaining a Passport in Lieu of Lost or Damaged Passport Fresh police verification is standard for lost passport cases, and the government reserves the right to take action under the Passports Act, 1967 for repeated losses.
Documents to Claim ECNR Status
ECR (“Emigration Check Required”) status applies only when traveling for employment to eighteen specific countries, including Saudi Arabia, the UAE, Kuwait, Qatar, Bahrain, Oman, and twelve others primarily in the Middle East and Southeast Asia.14Ministry of External Affairs. Emigration Abroad for Employment ECR/ECNR Status If you aren’t traveling to one of those countries for work, ECNR has no practical impact on you.
Passports are not stamped “ECNR.” Only passports requiring emigration checks carry the “ECR” endorsement, and any passport without that endorsement automatically falls in the ECNR category.14Ministry of External Affairs. Emigration Abroad for Employment ECR/ECNR Status To qualify for ECNR status at re-issue, you submit proof that you meet at least one eligibility criterion. Common qualifying documents:
- Educational qualification: a matriculation (10th standard) or higher pass certificate.15Passport Seva. Documents Required for Non-ECR
- Income tax status: proof of income tax assessment and actual payment for the last one year. Nil returns and advance tax receipts do not qualify.15Passport Seva. Documents Required for Non-ECR
- Age: applicants under 18 or over 50 automatically qualify.
- Government employment: gazetted government servants and their spouses and dependents.
- Professional qualifications: doctors, engineers, chartered accountants, teachers, and advocates.
Holding a permanent immigration visa for the US, UK, or Australia also qualifies you for ECNR status. When a minor turns eighteen and applies for re-issue, ECR stamping is applied if the applicant doesn’t otherwise qualify.14Ministry of External Affairs. Before You Submit
The VFS portal provides a printable checklist specific to your application type. Use it as a final cross-check before sealing the envelope or heading to your appointment. A single missing document, an unnotarized copy where notarization was required, or a photograph in the wrong dimensions will send the whole package back. Names, dates, and addresses on your form should match your supporting documents exactly, since mismatches are one of the most common reasons applications stall.
