Yes. A compliant PPE policy requires written certification under 29 CFR 1910.132, and it takes two separate documents: one certifying that the workplace hazard assessment was performed, and one certifying that each affected employee was trained. Each certification has specific required contents, and missing either one is a citable violation on its own.
What the Hazard Assessment Certification Must Contain
Before assigning PPE, an employer has to assess the workplace for hazards that are present or likely to be present, then select equipment that protects against them.1Occupational Safety and Health Administration. 29 CFR 1910.132 – General Requirements – Section: Hazard Assessment and Equipment Selection The certification is the written proof that this assessment actually happened, and the regulation requires four specific elements:
- The workplace evaluated (the specific location or area covered)
- The name of the person certifying that the evaluation was performed
- The date or dates the hazard assessment took place
- A label identifying the document as a certification of hazard assessment
The fourth element is the one employers most often miss. A thorough written assessment sitting in a safety file is not enough if nothing on the document identifies it as the certification the regulation calls for.1Occupational Safety and Health Administration. 29 CFR 1910.132 – General Requirements – Section: Hazard Assessment and Equipment Selection
There is no fixed schedule for redoing the assessment. But because employees have to be retrained when workplace changes make earlier instruction obsolete, any significant change in processes, equipment, or layout is a practical trigger to revisit the assessment and issue a fresh certification.
What the Employee Training Certification Must Contain
The training certification is a separate document from the hazard assessment certification, and it is created per employee, not per session. Three elements are required:
- The name of the employee who was trained
- The date or dates the training took place
- The subject of the certification (what the training covered)
If twenty workers sit through the same class, the employer needs records that name each one individually.1Occupational Safety and Health Administration. 29 CFR 1910.132 – General Requirements – Section: Hazard Assessment and Equipment Selection Retraining works the same way. Whenever an employer has reason to believe an employee no longer has the necessary understanding or skill, when workplace changes make earlier training outdated, or when the type of PPE changes, retraining is required and a new certification should be issued reflecting the new date and content.
What the Training Has to Cover
The “subject” line on the certification has to reflect training that meets the standard. At minimum, PPE training must cover when PPE is necessary, what PPE is necessary, how to put it on and take it off and adjust and wear it, its limitations, and its proper care, maintenance, useful life, and disposal. Each employee must demonstrate an understanding of the material and the ability to use the assigned PPE properly before doing work that requires it.1Occupational Safety and Health Administration. 29 CFR 1910.132 – General Requirements – Section: Hazard Assessment and Equipment Selection A signature on a sign-in sheet is not enough if the worker cannot actually use the equipment.
Language and Comprehension
OSHA reads the training obligation to require instruction in a language and at a vocabulary level the employee can understand. Workers who do not speak English must be trained in their language, and handing out written materials will not satisfy the rule for a worker with limited literacy.2Occupational Safety and Health Administration. OSHA Training Standards Policy Statement A compliance officer can look past the paper record and ask employees directly.
Respirators Are Not Covered by These Certifications
If any employee uses a respirator, the general PPE certifications do not satisfy the documentation obligation. The respiratory protection standard at 29 CFR 1910.134 requires a full written respiratory protection program with worksite-specific procedures covering respirator selection, medical evaluations, fit testing, use in routine and emergency conditions, cleaning and maintenance, and training on respiratory hazards. A qualified program administrator has to be designated, and the program has to be kept current as conditions change.3Occupational Safety and Health Administration. 29 CFR 1910.134 – Respiratory Protection Even voluntary respirator use triggers a scaled-down written program, though filtering facepieces such as basic dust masks are exempt.
Penalties for Missing or Incomplete Certifications
An absent or incomplete certification is a citable violation. As of January 2025, the maximum penalty for a serious or other-than-serious violation is $16,550 per violation, and willful or repeated violations can reach $165,514 each.4Occupational Safety and Health Administration. OSHA Penalties OSHA adjusts these figures annually for inflation, so amounts assessed after January 2026 may rise once the new adjustment is published.
Each missing certification can count as its own violation. An employer without a hazard assessment certification and without training certifications for a dozen workers can walk out of a single inspection with multiple citations. The paperwork is not hard to produce, but its absence is one of the easier findings for an inspector to make and one of the harder ones to cure after the fact.
A Free Way to Check Your Documentation Before an Inspection
Employers who are not sure whether their certifications meet the standard can use OSHA’s On-Site Consultation Program. The service is aimed primarily at smaller businesses and is delivered at no cost by state agency or university staff. It runs separately from OSHA enforcement, so requesting a consultation does not trigger an inspection or produce citations.5Occupational Safety and Health Administration. On-Site Consultation For an employer building a PPE program from scratch, or auditing an old one, it is one of the more useful options available.
