Working in early childhood development in the United States means stacking three things: formal education in child development, supervised hours with children, and health and safety training backed by a criminal background check. The specific early childhood development training paths and credentials you need depend on where you want to work. A home-based family provider, a lead teacher in a Head Start classroom, and a center director all hit different requirements, but they share a common floor set by federal law and a common ceiling defined by state licensing.
What follows is the practical map: the baseline every provider meets, the Child Development Associate (CDA) credential most workers earn first, the degree paths that open higher-paying and federally regulated roles, and the funding programs that make the education affordable.
The Baseline Every Provider Must Meet
Before any credential discussion, two federal requirements apply to anyone working in a childcare facility that receives federal funding.
The first is health and safety training. The Child Care and Development Block Grant Act requires every state to establish training that all caregivers and teachers complete either before working with children or during an initial orientation.1Office of the Law Revision Counsel. United States Code Title 42 Section 9858c The required topics are set federally and include infectious disease prevention, safe sleep practices, emergency preparedness, medication administration, building safety, and first aid with CPR certification. Each state sets its own clock-hour total.
The second is a comprehensive criminal background check. Under 42 U.S.C. ยง 9858f, the check must include an FBI fingerprint check, a search of the National Crime Information Center database, a national sex offender registry search, and state-level criminal, sex offender, and child abuse and neglect registry checks in every state where the person has lived in the past five years.2Office of the Law Revision Counsel. United States Code Title 42 Section 9858f Checks must be completed before employment and repeated at least every five years.
Certain convictions disqualify a person permanently from federally funded childcare settings, including felonies involving murder, child abuse or neglect, crimes against children, spousal abuse, sexual assault, kidnapping, arson, or physical assault. Drug-related felony convictions are disqualifying for five years, and states can create a review process for those offenses.2Office of the Law Revision Counsel. United States Code Title 42 Section 9858f Fingerprinting and background check fees generally fall on the applicant or employer and vary by state.
One more baseline obligation attaches the day you start work: in all fifty states, childcare workers are mandated reporters of suspected child abuse or neglect. The federal framework comes from the Child Abuse Prevention and Treatment Act, which conditions federal funding on state laws requiring designated individuals to report known or suspected abuse.3Office of the Law Revision Counsel. United States Code Title 42 Section 5106a Failure to report can carry criminal penalties in most states.
The Child Development Associate Credential
The CDA, administered by the Council for Professional Recognition, is the most widely recognized national credential in the field.4Council for Professional Recognition. About the Council for Professional Recognition For many center-based and home-based positions it is the qualification employers ask for, and for Early Head Start teachers it is the federal minimum.
Hours and Coursework
Candidates complete 120 clock hours of formal early childhood education, distributed across eight required subject areas with at least 10 hours in each.5Council for Professional Recognition. 5 Steps to Obtain a CDA Credential Those areas cover safe and healthy learning environments, physical and cognitive development, social and emotional development, family relationships, program management, professionalism, observation and documentation, and child development principles.
On top of coursework, candidates need 480 hours of hands-on work experience with children in the age group matching their credential, plus a high school diploma or GED.5Council for Professional Recognition. 5 Steps to Obtain a CDA Credential
Picking the Right Setting Type
The CDA is awarded for a specific work setting, so you apply for the one that matches where you actually work:
- Center-Based Infant-Toddler, for providers working with children from birth through 36 months in a licensed center with at least 10 enrolled children.
- Center-Based Preschool, for those working with children ages three to five in a center setting.
- Birth to Five, for mixed-age center-based settings serving children from birth through age five.
- Family Child Care, for home-based providers with at least two unrelated children age five or younger.
- Home Visitor, for professionals conducting home visits to families with children from birth through age five.
Each setting has its own observation requirements for the verification visit, so confirm your work environment qualifies before applying.6Council for Professional Recognition. Educator Pathways
Application, Verification, and Cost
You submit a professional portfolio of resource materials, reflective statements, and family questionnaires, then select a CDA Professional Development Specialist who observes you working with children in your setting.5Council for Professional Recognition. 5 Steps to Obtain a CDA Credential The application fee is $525 online or $600 for paper submissions.7Council for Professional Recognition. 2025 Pricing Update Once the Council has your application, you have six months to finish the verification visit and remaining steps. Miss the window and the fee is forfeited.
Keeping the Credential
A CDA expires three years after it’s awarded. Letting it lapse means starting over with the full initial application rather than the simpler renewal process.8Council for Professional Recognition. CDA Renewal Procedures Guide You can submit the renewal application up to six months before expiration.
Renewal requires four things. You complete 4.5 continuing education units, a three-credit college course, or 45 clock hours of training in early childhood education, all earned after your most recent credential was issued. You log at least 80 hours working with young children in the same setting type and age group as your credential within the year before you submit. You hold current membership in a national or local early childhood professional organization. And you obtain a recommendation from an early childhood education reviewer with firsthand knowledge of your work. Renewal fees are $250 online or $300 on paper.7Council for Professional Recognition. 2025 Pricing Update
Associate’s and Bachelor’s Degree Paths
If you want a lead teacher role, a program director position, or work in a federally funded program with higher standards, a degree is often required.
An Associate of Applied Science in Early Childhood Education runs roughly 60 credit hours over two years of full-time study. Coursework covers child guidance, health and safety practices, nutrition, and introductory child psychology, with supervised practicum hours in licensed settings. The degree meets the minimum qualification for many center-based roles and overlaps with CDA subject areas, so it can double as preparation for the credential.
A bachelor’s degree adds roughly 60 more credit hours, bringing the total to around 120, and goes deeper into child assessment methods, curriculum design for diverse learners, early childhood advocacy, and leadership. It typically unlocks higher salary tiers and is required for administrative roles like program director.
Why Head Start Pushes the Bar Higher
Head Start illustrates why degree attainment matters even when a current employer doesn’t require it. Federal law requires that at least half of all Head Start preschool teachers nationwide hold a bachelor’s degree or higher in early childhood education or a closely related field with equivalent coursework.9Office of the Law Revision Counsel. United States Code Title 42 Section 9843a All remaining Head Start preschool teachers must hold at least an associate’s degree in early childhood education or a related field.10Head Start ECLKC. 45 CFR 1302.91 Staff Qualifications and Competency Requirements
Early Head Start, which serves infants and toddlers, sets a lower floor: teachers must hold at minimum a CDA or comparable credential with training focused on infant and toddler development.10Head Start ECLKC. 45 CFR 1302.91 Staff Qualifications and Competency Requirements
Paying for Education and Training
Early childhood pay doesn’t make degree costs easy. Three federal and state programs are built specifically to offset the expense.
The TEACH Grant
The Teacher Education Assistance for College and Higher Education Grant provides up to $4,000 per year for full-time students in eligible programs at participating institutions.11Office of the Law Revision Counsel. United States Code Title 20 Section 1070g-1 Undergraduates can receive up to $16,000 total, graduate students up to $8,000.12Federal Student Aid. 2025-2026 Federal Student Aid Handbook Volume 9 – Calculating TEACH Grants
The service obligation is strict. Recipients must teach full-time for at least four years within eight years of finishing their program, in a high-need field at a school serving low-income students.13Federal Student Aid. 2025-2026 Federal Student Aid Handbook Volume 9 – TEACH Grant Counseling and the Agreement to Serve or Repay Early childhood education qualifies as high-need in many areas. If you don’t complete the service, every dollar converts to a Direct Unsubsidized Loan with interest charged from the original disbursement date, and the conversion happens automatically. Treat the service commitment as non-negotiable before accepting the grant.
Public Service Loan Forgiveness
If you already have student loans, Public Service Loan Forgiveness can discharge the remaining balance after 120 qualifying monthly payments made while working full-time for an eligible employer. Qualifying employers include federal, state, local, and tribal government agencies, 501(c)(3) nonprofits, and public child or family service agencies.14eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program
What qualifies you is the employer, not the job title. A bookkeeper at a nonprofit Head Start program qualifies on the same terms as a lead teacher there. Self-employed providers and employees of for-profit childcare businesses generally do not qualify.15Administration for Children and Families. Public Service Loan Forgiveness for the Early Care and Education Workforce You need Direct Loans and must repay under an income-driven repayment plan. Older FFEL or Perkins loans must be consolidated into a Direct Consolidation Loan first.
T.E.A.C.H. Early Childhood Scholarships
Many states participate in the T.E.A.C.H. Early Childhood scholarship, which splits tuition among the state, the employer, and the educator. The state covers most of the tuition, with the employer and the educator each contributing a smaller share. On completing coursework or earning a credential, participants receive a raise or bonus. Availability and terms vary by state, so check whether yours participates.
Opening Your Own Facility: State Licensing
If your goal is to operate a licensed facility rather than work in one, you’ll need a state-issued license on top of your personal credentials. Specifics vary significantly by jurisdiction, but applications generally require educational documentation (often certified transcripts), health clearances including immunizations and tuberculosis test results for all staff, the federal background check clearances described above, CPR and first aid certifications, proof of liability insurance in some states, and documentation of the facility’s physical safety features.
Fees range from zero to modest, and the review usually includes verification of documents plus a physical inspection. Contact your state’s childcare licensing agency early. Gathering all documentation and completing background checks regularly takes longer than filling out the application itself.
