An EPN requester code is the unique account identifier the California Department of Motor Vehicles assigns to each employer enrolled in its Employer Pull Notice program. The DMV attaches that code to each of your drivers’ license records, and from then on any conviction, failure to appear, accident, suspension, or revocation on those records automatically generates a report back to you. The code also triggers an annual report on every enrolled driver, so you get a fresh snapshot of driving history each year.1California Department of Motor Vehicles. To get a code, you apply to the DMV using Form INF 1104, the Application for Employer Pull Notice Account. Under the new electronic rules, most employers will now create the account through the DMV’s online portal rather than mailing paper.
Do You Need a Requester Code
California Vehicle Code Section 1808.1 splits employers into two groups. Enrollment is mandatory if your drivers operate vehicles requiring a Class A or Class B license, a Class C license with a special endorsement, or any of the certificates issued for school buses, youth buses, farm labor vehicles, or tour buses. It also applies to charter-party carriers, passenger stage corporations operating under a Public Utilities Commission certificate, and permitted taxicab companies.3California Legislative Information. California Code VEH 1808.1
If your fleet is standard passenger vehicles or light-duty trucks outside those categories, enrollment is voluntary. Plenty of employers still join. Rather than pulling records manually on a schedule, you let the DMV flag problems as they occur. Government agencies and school districts are among the most common voluntary enrollees, but any California employer can apply.
How to Apply for the Requester Code
The application establishes your organization’s EPN account with the DMV. You’ll submit Form INF 1104, and you’ll need to name a specific individual within your company who will manage the account. The DMV requires an actual person’s first and last name, not a company or DBA name.4California DMV. Employer Pull Notice Program FAQs
If your organization has held a requester code before, the online system will prompt you to verify the existing account rather than open a new one. Employers still permitted to file on paper can mail their application to: Department of Motor Vehicles, EPN Program – MS H265, PO Box 944231, Sacramento, CA 94244-2310.1California Department of Motor Vehicles. The April 2026 Electronic Requirement
Effective April 1, 2026, new regulations under California Code of Regulations, Title 13, Section 350.47 require all EPN participants to submit documents, request and receive driver records, and pay invoices electronically.1California Department of Motor Vehicles. Employer Pull Notice Program Paper is being phased out, and the DMV says its digital service is roughly ten times faster.
You have three electronic options. The first is the DMV’s own online portal, where commercial and government employers can manage enrollment, add or delete drivers, and receive reports directly. The second is the DMV’s Secure File Transfer system, which handles bulk inquiries and returns reports electronically at no additional charge. The third is a DMV-approved EPN agent, a third-party provider authorized to manage your account and pull records on your behalf. If you use an agent, you must submit Form INF 2110, the EPN Agent Authorization form.1California Department of Motor Vehicles. Employer Pull Notice Program
Enrolling Drivers Under Your Code
Getting the code doesn’t monitor anyone by itself. You have to enroll each driver individually, and the form depends on the driver’s license and your employer type.

- Out-of-state licensed drivers at commercial employers: Form INF 1102. You’ll need the driver’s full name, date of birth, home state address, license number, and license class.5California DMV. Commercial Employers
- Government employers: Form INF 1103, Government Employer Pull Notice Enrollment or Deletion of Driver.4California DMV. Employer Pull Notice Program FAQs
Under the 2026 mandate, you complete driver enrollment through the online portal instead of mailing these forms. The forms remain useful as a reference for the information the DMV wants.
Driver Consent
For any driver whose enrollment isn’t legally mandated, you need written authorization first. Form INF 1101, Authorization for Release of Driver Record Information, is the DMV’s standard consent form. The driver signs to authorize the DMV to disclose their driving record to you and acknowledges that you may enroll them in EPN to receive reports at least once every twelve months or whenever a conviction, accident, suspension, or other action hits the record.6Department of Motor Vehicles. Authorization for Release of Driver Record Information INF 1101 For drivers who fall under the Section 1808.1 mandate, Form INF 1102 includes a certification under penalty of perjury that the listed drivers are subject to mandatory enrollment.
Enrollment Fees
The DMV charges $5 per driver for enrollment.2California DMV. Enhanced DMV Digital Employer Pull Notice Service Much Faster than Paper The fee applies each time a driver is added. If you don’t pay, the DMV automatically cancels your participation in the program’s notification services, which is a serious compliance problem if you’re subject to the mandate.3California Legislative Information. Keeping the Account Current
The DMV expects your account information to stay accurate. Report changes to your mailing or physical address, corporate officers or partners, Federal Employer Identification Number, driver roster, business status (closing, merging, sale, name change), and the person managing the account. Use Form INF 4, Employer Pull Notice Change of Account Information.4California DMV. Employer Pull Notice Program FAQs
Audit the enrolled driver list regularly. You’re paying $5 for each name on it, and former employees who stay enrolled generate reports you have no business receiving. Remove terminated drivers promptly.
What Reports You’ll Receive and Why You Have to Read Them
Once the code is active and drivers are enrolled, the DMV sends a full driver record on your account’s annual anniversary date and sends an interim report whenever an enrolled driver picks up a conviction, failure to appear, accident, suspension, revocation, or any other action against the driving privilege. Reports arrive through the delivery channel you selected: the online portal, Secure File Transfer, or your EPN agent.1California Department of Motor Vehicles. Employer Pull Notice Program
Receiving the report is where employer liability begins. Under Vehicle Code Section 1808.1(f), an employer who receives a driving record through EPN and then employs or continues to employ a disqualified driver is guilty of a public offense punishable by up to six months in county jail, a fine of up to $1,000, or both.3California Legislative Information. California Code VEH 1808.1 The penalty attaches to the employer, and the statute keys it to receipt of the record, not to whether anyone opened the envelope. A designated EPN coordinator who reviews every incoming report and dates and signs the review is the standard safeguard.
EPN Doesn’t Cover Your Federal Annual Review
If you’re a motor carrier operating under federal jurisdiction, holding a requester code and receiving EPN alerts does not satisfy 49 CFR 391.25. That regulation requires you to obtain and review an official motor vehicle record for each driver at least once every twelve months, weigh disqualifying offenses, and document the review with the reviewer’s name and date. Both the MVR and the signed review go into the driver’s qualification file.7eCFR. 49 CFR 391.25 Annual Inquiry and Review of Driving Record Operating with a disqualified driver is treated as an acute violation under FMCSA safety fitness standards, so a single instance can trigger enforcement or hurt your safety rating. Continuous EPN monitoring runs alongside that federal obligation; it doesn’t replace it.
