Form 9 is the application you submit to renew a driving licence issued under India’s Motor Vehicles Act, 1988. It is a one-page form prescribed by Rule 18(1) of the Central Motor Vehicles Rules, 1989, available at any Regional Transport Office or as a download from the Parivahan Sewa portal.1Ministry of Road Transport and Highways. Form 9 – Application for the Renewal of Driving License You can file it up to one year before your licence expires or within one year after, a window set by the 2019 amendment to Section 15 of the Act.2PRS India. What Form 9 Asks For
Keep your current licence in front of you while filling it out, because most fields ask you to copy details from the card exactly. The form requires:
- Your licence number as printed on the card.
- The date the licence was originally issued.
- The issuing authority (usually your RTO), and the authority that last renewed it if that was different.
- Each class of vehicle you are authorised to drive, such as LMV, MCWG, or a transport class.
- The date of expiry, listed separately for transport and non-transport vehicles if both appear on your licence.
- Your present residential address, which the RTO uses to update its records.
Copy every detail exactly. Mismatched numbers or misspelled authority names slow processing because the RTO then has to cross-verify against its database by hand.3Telangana Transport Department. Form 9 – Form of Application for the Renewal of Driving Licence
Documents to Attach
The form itself lists a short attachment set, and the RTO may ask for supporting identification on top of that:
- Your existing driving licence in original. If it is lost or destroyed, file a separate application for a duplicate before or alongside the renewal.
- Three recent photographs sized 5 cm by 6 cm, taken against a plain, light background. This is larger than a standard passport photo, so confirm the dimensions with your photo studio before printing.1Ministry of Road Transport and Highways. Form 9 – Application for the Renewal of Driving License
- A medical fitness certificate, either Form 1 or Form 1A depending on your age and licence class.
- Proof of address if your current address differs from what appears on the licence. An Aadhaar card, utility bill, or bank statement works.
Which Medical Form You Need
Section 15(1) of the Motor Vehicles Act draws two lines: age 40, and whether the licence covers transport vehicles.4Indian Kanoon. Section 15 in The Motor Vehicles Act, 1988
- If you are under 40 and hold a non-transport licence, you submit Form 1, a self-declaration that you have no disease or disability making you unfit to drive. No doctor’s visit required.
- If you are 40 or older, you need Form 1A, a certificate completed by a registered medical practitioner appointed or authorised by the state government.
- If your licence covers transport vehicles, Form 1A is mandatory regardless of age.
The Form 1A examination covers distant vision (including reading a number plate at 25 metres in daylight), hearing, and any deformity of the arms, legs, hands, or joints that would interfere with driving. Drivers of vehicles carrying hazardous goods also get tested on reaction time, side vision, glare recovery, and colour vision using an Ishihara chart.5Parivahan Sewa. How to Submit Form 9
Online Through Sarathi
Open sarathi.parivahan.gov.in, choose your state, and go to “Driving License,” then “Services on Driving License.”6Parivahan Sewa. Ministry of Road Transport and Highways – Parivahan Sewa Enter your driving licence number and date of birth to pull up the record. The portal walks you through the Form 9 fields, uploads for the photographs and medical certificate, and online fee payment. When payment clears, save the application number and the payment receipt. The same number lets you track the status of the renewal on the portal.
In Person at the RTO
Pick up a physical copy of Form 9 at your local RTO, fill it in by hand, and hand in the packet with the required documents at the counter. Pay the fee there and keep the receipt with its application number for tracking. The in-person route is the one to use if your existing record needs discrepancies resolved, such as a name correction, a missing endorsement, or an address change requiring document verification.
Processing typically takes between fifteen and thirty days depending on the RTO’s workload. The renewed licence is usually dispatched to your registered address by speed post once verification clears.
Renewal Fees
The base fee for a driving licence renewal is ₹200. If your RTO issues a smart-card licence, which most now do, an additional ₹200 covers the card itself, bringing a standard non-transport renewal to ₹400.7Haryana Transport. Driving Licences Fee
Apply more than one year past expiry and the base fee rises to ₹300, with a penalty of ₹1,000 for each year of delay (or part of a year) counted from the original expiry date.7Haryana Transport. Driving Licences Fee A licence three years past expiry would cost ₹300 plus ₹3,000 in delay fees, before adding the smart card charge. These amounts are set under the Central Motor Vehicles Rules; individual states occasionally levy small additional service or application charges.
Renewal Timing and What Happens If You’re Late
The window under the current version of Section 15 runs from one year before to one year after your expiry date.2PRS India. The Motor Vehicles (Amendment) Act, 2019 Within that window the timing works like this:
- Apply up to one year before expiry and the renewed licence takes effect from the date of renewal, not the original expiry date.
- Apply on or before the expiry date and the renewal takes effect from the expiry date itself, so there is no gap in validity.
- Apply within one year after expiry and you still pay only the standard fee, but the renewal is effective from the date of renewal, not retroactively. Your licence was not valid during the gap.4Indian Kanoon. Section 15 in The Motor Vehicles Act, 1988
- Apply more than one year after expiry and the licensing authority must refuse renewal unless you take and pass a fresh driving competency test, the same road test required for an original licence under Section 9(3) of the Act. The higher late-renewal fee and per-year penalty also apply.4Indian Kanoon. Section 15 in The Motor Vehicles Act, 1988
Renew before expiry whenever you can. Crossing the one-year-after mark makes the process substantially more expensive and time-consuming because of the mandatory driving test. Starting a few months before your licence expires gives you room to handle any paperwork issues without renewing needlessly early.
Driving on an Expired Licence
An expired licence is not a valid licence, and filing Form 9 does not authorise you to drive during the gap. Until the RTO processes and approves the renewal, you are driving without a valid licence, which under the Motor Vehicles Act can carry a fine of up to ₹500 under Section 177 and imprisonment of up to three months.
Insurance is the less obvious risk. If you are in an accident while your licence has expired, your motor insurance provider may contest the claim on the ground that you were not legally authorised to drive. Whether an insurer can ultimately deny the claim depends on the specific policy terms, but the expired licence alone gives grounds to investigate and delay payout. Filing Form 9 in time avoids both problems.
