To exchange a foreign driver’s license for a French one, non-EU residents have one year from the date they establish residency in France to submit a free online application through the ANTS portal, provided their license was issued by a country (or U.S. state) that holds a reciprocal agreement with France. Miss that window and the only route back to legal driving is passing the full French exam.
Who Can Exchange a Foreign License
Eligibility depends entirely on where your license was issued.
EU and EEA Licenses
If your license comes from another EU or European Economic Area country, France recognizes it indefinitely. You can keep driving on it as long as it stays valid and hasn’t been suspended or restricted under French traffic law.1Your Europe. Driving Licence Exchange and Recognition in the EU Exchange is optional, with no deadline.2Welcome to France. Exchange a Foreign Driving Licence
Non-EU Licenses
Licenses issued outside the EU or EEA can be exchanged only if the issuing country holds a reciprocal agreement with France. The French Ministry for Europe and Foreign Affairs maintains the official list.3Service Public. Exchange of Driving Licenses Obtained Outside Europe (EU/EEA) – Installation in France Without an agreement, no amount of paperwork will make the exchange possible.
For Americans, this is a state-by-state question. Only 18 U.S. states currently have reciprocal agreements: Arkansas, Colorado, Connecticut, Delaware, Florida, Illinois, Iowa, Maryland, Massachusetts, Michigan, New Hampshire, Ohio, Oklahoma, Pennsylvania, South Carolina, Texas, Virginia, and Wisconsin. A license from any other state cannot be exchanged, and the driver has to take the French exam.
The exchange only works within equivalent categories. A standard passenger license (Category B) becomes a French Category B. Commercial and heavy vehicle categories carry additional medical clearance requirements.
The One-Year Deadline
Non-EU residents get exactly one year to complete the exchange, counted from the date they establish residency in France. That date is usually the validation of a long-stay visa or the issuance of a residence permit. During that year, the foreign license is valid to drive on if it’s accompanied by a sworn French translation from a certified translator. An International Driving Permit does not substitute for that translation in the exchange process.3Service Public. Once the year expires with no application submitted, the right to drive in France is gone. Getting it back means passing the theory test (code de la route) and a practical road test of about 30 minutes. Driving during that period without a valid license is treated as driving without a license under French law: the flat-rate fine is €800, and the most serious cases can carry up to one year in prison and a €15,000 fine.4Service Public. Documents You’ll Need
Gather everything before starting the online application, because the portal requires scanned uploads of each item.3Service Public. Exchange of Driving Licenses Obtained Outside Europe (EU/EEA) – Installation in France
- Proof of identity: a valid passport or national ID card.
- Proof of address: a utility bill, tax notice, rent receipt, or similar document dated within the last six months.5Service Public. Carte Grise – How to Justify Your Residence in France
- Proof of legal residency: your residence permit or passport with the OFII validation sticker.
- Your original foreign license: a clear, full-color scan of both sides.
- Sworn French translation of the license if it isn’t in French, done by a certified translator (traducteur assermenté) in France or legalized abroad.
- Digital photo and signature (e-photo) from an ANTS-approved photo booth or professional photographer, which produces a 22-character alphanumeric code you enter during the application.6Réfugiés.info. Make and Use an E-Photo
- Certificate of driving rights from the authority that issued your license, dated within six months, confirming the license has not been suspended, revoked, or canceled. This also needs a sworn translation if not in French.
If you don’t hold the nationality of the country that issued your license, you’ll also need proof that you were living there when the license was issued. Old pay slips, a work certificate, or a consular registration will typically do.
Applying Through the ANTS Portal
The exchange runs entirely online through the Agence Nationale des Titres Sécurisés (ANTS). There is no fee.3Service Public. Exchange of Driving Licenses Obtained Outside Europe (EU/EEA) – Installation in France
Create an ANTS account or log in through FranceConnect, which accepts credentials from other French government services like impots.gouv.fr or Ameli.7Service Public. Exchange a Foreign License or a License Obtained in a COM for a French License (Online Service) Select the license exchange option and upload your documents as PDF or JPEG files, legible enough for an administrator to read.
After you submit, a confirmation receipt appears in your ANTS dashboard, where you can track the file as it moves from pending to under review. If anything is missing or unclear, the administrator will ask for additional uploads through the same portal.
Once the application is approved, you’ll be asked to mail in your original physical license. When it arrives, you can download a secure deposit certificate (attestation de dépôt sécurisé) from ANTS. That certificate lets you legally drive in France for up to four months while the new French license is printed and shipped by registered mail.8Service Public. How Long the Exchange Takes
Plan for months, not weeks. Based on widely reported applicant experiences, the process from initial submission to receiving the physical French license typically runs four to eight months, and some applicants have waited over a year. Most of that time is spent in the initial eligibility review. Once you’ve mailed in the original license, printing and delivery of the French card usually takes only a couple of weeks.
Delays cluster around a few common causes: expired proof-of-address documents (they must be less than six months old at the time of review, not just at the time you submitted), rejected photo scans, and slow responses from your home country’s licensing authority on the certificate of driving rights. Because the proof-of-address rule is measured at review, not at submission, a long queue can quietly age your file out of compliance. Starting well before your one-year grace period expires is the single most useful thing you can do.
Probationary or Full License on Arrival
The French license uses a 12-point system, and new French drivers start with a probationary license worth only six points. If you’re exchanging, the type of license you receive mirrors what you held abroad: a full, unrestricted foreign license becomes a full 12-point French license, and a probationary foreign license becomes a French probationary one.3Service Public. Exchange of Driving Licenses Obtained Outside Europe (EU/EEA) – Installation in France Probationary drivers build up to 12 points over three years of clean driving under the standard path, or two years for those who did accompanied driving instruction.9Service Public.
