FRRO registration in India is required within 14 days of arrival if you hold a Student, Medical, Research, Employment, Missionary, or Project visa valid for more than 180 days. You register through the e-FRRO online portal at indianfrro.gov.in, upload a defined set of documents, and receive a Registration Certificate or Residential Permit once the authorities verify your file and, in many cases, your address. Missing the deadline or ignoring the rules that follow can trigger fines up to ₹3 lakh, imprisonment of up to five years, or both.
Who Has to Register
The requirement depends on your visa category and the length of your stay. If you’re on a Student, Medical, Research, Employment, Missionary, or Project visa valid for more than 180 days, you must register with the FRRO or the local Foreigners Registration Officer (FRO) within 14 days of arriving in India.1Ministry of Home Affairs. Regulations Applicable to Foreigners in India Jurisdiction is set by where you plan to live, not where you landed.
Tourist and Business visa holders are generally exempt, provided the continuous stay does not exceed 180 days. Business visa holders have an extra trigger: if your combined time in India on a Business visa passes 180 days within a single calendar year, registration is required even if no single visit crossed that limit. Children under 12 don’t need to register at all.1Ministry of Home Affairs. Regulations Applicable to Foreigners in India
Shorter Deadlines for Pakistani and Afghan Nationals
Pakistani nationals must register with the local police or FRO within 24 hours of arrival unless their visa is endorsed with Exemption from Police Reporting. Those on a Medical visa get seven days. Afghan nationals holding a visa valid for 30 days or less are exempt if the local Indian address was disclosed on the visa application; all other Afghan nationals must register within 14 days regardless of visa length.2Ministry of External Affairs. Documents to Prepare Before You Start
The e-FRRO portal handles everything digitally, so scan your paperwork before opening the application. The core document set covers:
- Passport pages showing your personal details, your Indian visa, and the immigration arrival stamp.
- A recent passport-sized photograph in the format the portal specifies.3e-FRRO. About the e-FRRO
- Proof of residence: a copy of Form C filed by your hotel or landlord, an electricity or landline bill in your name at that address, or a copy of your lease agreement showing the first page, last page, and validity dates.
- For Employment visas: an employment contract, a request letter from the sponsoring company, and an undertaking letter from the employer.
- For Student visas: a bonafide certificate or enrollment confirmation from the institution.
Small mismatches cause real delays. If the name on your lease doesn’t match your passport, or a scan is hard to read, the reviewing officer will bounce the file back for corrections, and that can push you past the 14-day window.
Form C Is Your Host’s Job, Not Yours
Form C, now designated Form III under the Immigration and Foreigners Act, 2025, has to be filed by whoever is providing your accommodation, within 24 hours of your arrival at their premises.4Ministry of Home Affairs. Registration of Foreigners Rules 1992 It applies to hotels, rented apartments, guesthouses, and friends’ homes alike.
Hotels file it automatically at check-in. Private landlords and personal hosts often don’t know the requirement exists, so you may need to walk them through the e-FRRO portal. Many registrations stall because the host never filed Form C and the applicant assumed it had been handled. Confirm it within your first day at the address.
Filing Through the e-FRRO Portal
The e-FRRO system at indianfrro.gov.in covers initial registration, extensions, address changes, and exit permits, so most applicants never need to visit an office in person.3e-FRRO. About the e-FRRO
Create an account, choose the FRRO with jurisdiction over your residence, fill in the application, upload your documents, and pay the processing fee through the integrated gateway. The system issues an acknowledgment receipt on submission. Keep it. It’s your evidence that you filed within the deadline even when processing takes longer.
Most files then move to police verification, where an officer visits the registered address to confirm you actually live there. Be reachable at that address or have someone present who can vouch for your residency. Once verification clears, your Registration Certificate or Residential Permit is issued electronically and downloadable from the portal.
Keeping Your Registration Current
Your obligations don’t end at registration. If you move, notify the FRRO before you leave the old address. The same applies if you’ll be away from your registered address for eight continuous weeks or more, or if you’re leaving India.1Ministry of Home Affairs. Regulations Applicable to Foreigners in India Reports can go through the portal, in person, through an authorized representative, or by registered post.
When you relocate, the new landlord or host has to file a fresh Form C for the new address. Mid-stay moves are where records most often get out of sync, and mismatches between your registration and your actual residence complicate later extensions and departure.
Extending Your Stay
File an extension through e-FRRO at least two weeks before your current visa or permit expires.3e-FRRO. About the e-FRRO Processing isn’t instant, and if your permit lapses while the extension is pending, you can slip into overstay through timing alone.
You’ll upload the same categories of documents as at initial registration: current passport pages, valid residence proof, and category-specific paperwork such as an updated employment contract or a fresh enrollment letter. Fees depend on the visa type and the length of the extension.
Exiting India
Student and Research visa holders need an exit permit before departing, and that includes a No Due Certificate from the university or research institution confirming all obligations have been settled.5Ministry of Home Affairs. Supporting Documents to Be Submitted Online for FRRO Services Exit permits are also required in cases involving lost or stolen passports, overstays, or pending legal proceedings.
Other registered visa holders don’t need a separate exit permit but are still expected to inform the FRRO of their departure.1Ministry of Home Affairs. Regulations Applicable to Foreigners in India Skipping the notice rarely causes trouble at the airport, but it leaves an unresolved registration in the FRRO records that can surface when you apply for a future Indian visa.
Penalties for Missing the Rules
Penalties operate on two layers. Under the Foreigners Act, 1946, staying beyond your permitted period, breaching a visa condition, or failing to comply with any order under the Act can bring imprisonment of up to five years along with a fine, with no statutory cap on the fine amount.6India Code. India Code – The Foreigners Act 1946, Section 14
The Immigration and Foreigners Act, 2025 sets the penalty for general contraventions at imprisonment of up to three years, a fine of up to ₹3 lakh, or both.7India Code. The Immigration and Foreigners Act 2025 That’s the layer that catches registration failures, late filings, and similar procedural lapses.
The record itself is the quieter penalty. Future visa applications reference your FRRO history, and unexplained gaps or violations can drive refusals long after any fine has been paid.
Where FRRO Offices Are Located
FRRO offices operate in twelve cities: Amritsar, Bengaluru, Chennai, Delhi, Goa, Hyderabad, Kochi, Kolkata, Kozhikode (Calicut), Lucknow, Mumbai, and Thiruvananthapuram.8Ministry of Home Affairs. The e-FRRO portal is available nationwide, and any required in-person appearance takes place at the office with jurisdiction over your registered address.2Ministry of External Affairs.
