A Government Gateway account is your digital login for HM Revenue and Customs services, letting you file Self Assessment, check your National Insurance record, manage VAT and PAYE, and handle benefits like Child Benefit. If you already have one, it still works and HMRC will contact you when it’s time to move. If you don’t, you can no longer create one: since 9 February 2026, new users set up a GOV.UK One Login instead, which uses an email address and password rather than the old 10-to-12-digit User ID and works across more than 200 government services.1GOV.UK. Government Gateway or GOV.UK One Login
Which system you use depends on when you first registered. Existing Gateway accounts still work, and HMRC has not announced a firm end date for them; the switchover is being rolled out gradually.2GDS Blog. GOV.UK One Login for HMRC: How We Made It Happen and What Comes Next Even if you already use GOV.UK One Login elsewhere, for something like checking your State Pension or Companies House, keep signing in to HMRC with your Government Gateway credentials until HMRC specifically tells you to move.1GOV.UK. The setup steps and document requirements below apply to both systems. The main practical difference is that One Login replaces the numeric User ID with your email address.
What You Can Do With the Account
Self Assessment
Self Assessment is the main reason most individuals need an account. You must file a return if you were self-employed and earned more than £1,000, or if you had untaxed income from sources like rental property, savings, investments, or foreign earnings.3GOV.UK. Self Assessment Tax Returns – Who Must Send a Tax Return If your only income is a PAYE salary, you generally don’t. Inside the account you can also view annual tax summaries, check outstanding liabilities across multiple years, and update details like a change of address.
National Insurance and State Pension
Your account lets you check your National Insurance record and see whether any gaps mean certain years won’t count toward your State Pension.4GOV.UK. Check Your National Insurance Record You need at least 10 qualifying years to receive any new State Pension and 35 for the full amount. The full new State Pension rate for 2026/27 is £241.30 per week.5GOV.UK. Benefit and Pension Rates 2026 to 2027 Checking early gives you time to fill gaps with voluntary contributions before they age out.
VAT
Business owners still use the account to register for VAT and manage registration details, view VAT certificates, and check payment history. Returns themselves cannot go through the Gateway portal any more. Since November 2022, all VAT-registered businesses must file through Making Tax Digital compatible software.6GOV.UK. Employer PAYE and Corporation Tax
Employers use the account to reach PAYE Online for reporting employee tax and National Insurance deductions, checking amounts owed, and viewing payment history.7GOV.UK. PAYE Online for Employers Companies also add Corporation Tax to the account, which requires a separate activation code sent by post within 10 days of registration, or 21 days if the registered office is abroad.8GOV.UK. What You Need Before You Register
Get everything in front of you first. A single mismatched detail will stop the application.
- Your National Insurance number, a nine-character code (two letters, six numbers, and a final letter) found on your P60, a recent payslip, or a benefits letter.9GOV.UK. Find Your National Insurance Number
- Photo ID: a UK passport or UK photocard driving licence. If you’re using the GOV.UK ID Check app, a non-UK passport with a biometric chip also works. Look for the small rectangular chip symbol on the front cover.10GOV.UK. Using the GOV.UK ID Check App
- Financial verification: a P60 or a recent payslip with precise gross pay and tax deducted figures. If you don’t have either, HMRC accepts a UK bank statement from the last three months, a mortgage statement from the last 12 months, or a council tax statement from the last 12 months.11GOV.UK. P60
- Your full legal name, date of birth, and current residential address exactly as they appear on official records.
- A working email address for verification codes.
If you live outside the UK but need to file a Self Assessment return, for example because you have UK rental income, you can still register. Form SA1 accepts a postal address outside the UK, and you can print and post it if you can’t complete the process online.12GOV.UK. Register for Self Assessment if You Are Not Self-Employed Non-UK biometric passports work for identity checks through the app, though your financial verification options may be narrower without UK bank statements or payslips.
How to Set Up the Account
Registration itself takes about 15 minutes with your documents to hand. Full access takes longer because of the postal activation step for some services.
Enter your email address first. HMRC sends a six-digit verification code to confirm you control that inbox. Once you enter it, the system generates your Government Gateway User ID, a unique 10-to-12-digit identifier.1GOV.UK. HMRC Introduces GOV.UK One Login for New Customers Save it in a password manager or write it down immediately. HMRC does not display it again, and losing it means going through account recovery.
Next, create a password. The minimum length is 10 characters, the maximum is 128, and it’s case-sensitive. Then set up two-step verification. You can receive a code by text, take an automated voice call, or use an authenticator app on your phone or tablet.13GOV.UK. Ofsted Services – Multi-Factor Authentication for Government Gateway The authenticator app is the most reliable option because it doesn’t depend on mobile signal.
Last, complete the identity check using your financial documents and photo ID. Most account features become active straight away, but specific tax services such as Self Assessment or Corporation Tax require an activation code sent by post. Expect the letter within about 10 days, or 21 days if you live abroad.8GOV.UK. Add Corporation Tax Services to Your Business Tax Account Until you enter that code, you can’t file returns or view detailed tax records.
If You’re Locked Out or Lost Your Details
Password and User ID recovery both start on the sign-in page, and HMRC walks you through the steps when you attempt to log in.14GOV.UK. Get Help With Signing in to HMRC Online Services A password reset usually goes to your registered email. Recovering a lost User ID may require security questions or re-verifying identity with your National Insurance number and a passport or financial document.
If you no longer have access to the email address on the account, expect a full identity re-verification with your National Insurance number and photo ID. Keeping your contact details current in account settings avoids this.
Enter your credentials carefully. Too many wrong attempts and the account locks for two hours. It unlocks automatically after that, and HMRC helpdesk staff cannot override the lockout or speed it up.14GOV.UK. Get Help With Signing in to HMRC Online Services
Filing Deadlines and Late Penalties
For the 2024/25 tax year, which is the return most people are dealing with in 2026, a paper return must reach HMRC by 31 October 2025, an online return by 11:59pm on 31 January 2026, and any tax owed by the same 31 January deadline. If you’re registering for Self Assessment for the first time, you must tell HMRC by 5 October following the end of the tax year.15GOV.UK. Self Assessment Tax Returns – Deadlines
Late-filing penalties escalate quickly. You’ll get an automatic £100 fine even if you’re a day late and owe nothing. After three months, HMRC adds £10 per day up to £900. After six months, the penalty is 5% of the tax owed or £300, whichever is higher, and another charge of the same size lands at twelve months.16GOV.UK. Self Assessment Tax Returns – Penalties On top of penalties, HMRC charges 7.75% annual interest on any unpaid tax from January 2026 onward.17GOV.UK. HMRC Interest Rates for Late and Early Payments
If your previous year’s tax bill was more than £1,000, HMRC will likely require payments on account: half your estimated bill by 31 January and the other half by 31 July, with a balancing payment the following January if needed. The July date catches people out because it arrives without a separate reminder.
Spotting HMRC Scams
Account holders are a common phishing target. Fraudsters send emails, texts, and calls pretending to be HMRC, often promising a rebate or threatening suspension. HMRC will never email you asking for personal or payment information from an address that doesn’t end in hmrc.gov.uk, and it will never ask you to click a link to claim a refund.18GOV.UK. Examples of Phishing Emails, Suspicious Phone Calls and Texts
Forward suspicious texts to 60599 (standard network charges apply) or to phishing@hmrc.gov.uk, then delete them. Forward suspicious emails to phishing@hmrc.gov.uk without clicking links or opening attachments. Report suspicious calls through HMRC’s online reporting form. Report each instance even if it’s the same scam repeatedly, because it helps HMRC’s investigations.18GOV.UK. Examples of Phishing Emails, Suspicious Phone Calls and Texts
