A for-hire vehicle plate issued by the New York City Taxi and Limousine Commission lasts two years before it needs to be renewed, whether it’s a first-time license or a renewal. So how long does a TLC plate last before renewal in practical terms? Two years from the date printed on your TLC decal, and you should begin the renewal process at least 30 days before that date, because the vehicle cannot legally carry passengers once the license lapses.1NYC Taxi and Limousine Commission. The Two-Year Term
Every FHV license runs on a two-year cycle. That covers black cars, liveries, limousines, and vehicles used for app-based rideshare services. The expiration date is printed on your TLC decal, and the license becomes invalid the moment that date passes if you haven’t completed the renewal.1NYC Taxi and Limousine Commission. The two years isn’t guaranteed to run its full length. A license terminates early if it’s revoked, surrendered, or if you voluntarily surrender the vehicle’s state license plates. A suspended license cannot be used, even if you’ve already filed a renewal application. Once a license is terminated early, it cannot be renewed or reinstated.1NYC Taxi and Limousine Commission. When to File and What a Late Filing Costs
The TLC sets three distinct windows around the expiration date:2Taxi & Limousine Commission. Renew a For-Hire-Vehicle License
- On time. Submit a complete application with all required documents at least 30 days before the license expires. That gives the TLC enough time to process everything before the expiration date.
- Late, up to 60 days after expiration. You can still renew, but the license stays expired and the vehicle cannot carry passengers until the TLC processes and approves the application. A $25 late fee is billed after approval.
- More than 60 days late. The TLC will deny the renewal. You would then have to apply for an entirely new vehicle license.
Submitting fewer than 30 days before expiration doesn’t buy you time either. The review won’t finish until after the license has already expired, leaving a gap when the vehicle is grounded.1NYC Taxi and Limousine Commission. NYC TLC Rules Chapter 59 – For-Hire Vehicle Licenses
What to Gather Before You File
The TLC’s vehicle license renewal page lists the documents to have ready:2Taxi & Limousine Commission. Renew a For-Hire-Vehicle License
- A current for-hire insurance certificate (FH-1) in the vehicle owner’s name. If the policy already on file with the TLC is still active, you don’t need to resubmit; if it has expired, you must provide an updated FH-1.
- A New York State Department of Transportation inspection report (MC300) showing the vehicle passed. The MC300 is valid for one year and must be current at renewal.
- A copy of the current DMV registration if the vehicle is registered outside New York State.
- Stretch limos additionally require NYSDOT operating authority and can only be driven by drivers with active 19A status.
You also need to clear any outstanding fines owed to the TLC and any parking, red light, or traffic violation fines owed to the Department of Finance before the TLC will process the renewal.
Fees
What you pay depends on the vehicle type and where it’s registered:2Taxi & Limousine Commission. Renew a For-Hire-Vehicle License
- $550 vehicle renewal fee for non-wheelchair-accessible vehicles. Wheelchair-accessible vehicles are exempt.
- $75 inspection fee for vehicles with 500 miles or more. If the vehicle is affiliated with a Street Hail Livery permit at renewal, the SHL permit holder pays this fee instead of the vehicle owner.
- $800 Commercial Motor Vehicle Tax for vehicles registered outside New York City.
A non-WAV vehicle registered in the city pays $550 to $625 depending on mileage. A vehicle registered outside the city can pay up to $1,425. All TLC fees are non-refundable.
How the Renewal Moves Through the TLC
The TLC handles renewals through two online systems, in sequence:2Taxi & Limousine Commission. Renew a For-Hire-Vehicle License
- Clear all outstanding fines owed to the TLC and the Department of Finance.
- Pay the renewal fee online through LARS (License Applications, Renewals and Summonses) using the TLC vehicle license number from your decal.
- Upload the required documents through the TLC UP portal.
- Wait for the TLC to review and approve payment and documents. Once approved, the Licensing Division emails you and your base an inspection appointment at the Woodside Inspection Facility, 24-55 B.Q.E. West, Woodside, NY 11377.
- Bring the vehicle in at the scheduled date and time.
- Once it passes inspection, the license is renewed.
If the vehicle fails, you get up to four attempts to pass before the compliance date listed on the Vehicle Inspection Report. Reinspection doesn’t require a new appointment, but you’ll owe a reinspection fee.3Taxi & Limousine Commission. Vehicle Inspections
What Operating on an Expired Plate Costs
Driving passengers on an expired TLC license counts as unlicensed activity. The New York City Administrative Code treats it as both a criminal and a civil offense:4American Legal Publishing. New York City Administrative Code 19-506 – Regulations and Enforcement
- Criminal: a fine of $1,000 to $2,000, up to 60 days in jail, or both.
- Civil: $1,500 for a first violation, $2,000 for a second violation within 36 months.
- Vehicle seizure on the spot by TLC officers or police with probable cause.
- Permanent forfeiture of the vehicle if the owner is convicted.
The TLC’s own rules add another layer. Operating on an expired license can result in license revocation, suspension of up to six months, or a fine up to $1,000 per violation at the Commission’s discretion.1NYC Taxi and Limousine Commission. NYC TLC Rules Chapter 59 – For-Hire Vehicle Licenses
The Vehicle License Is Not the Driver License
The TLC issues two separate licenses that often get mixed up: the vehicle license (the plate) and the driver license. Each has its own renewal timeline and requirements. The two-year renewal covered here applies to the vehicle itself and is the owner’s responsibility. The driver license is personal and carries additional requirements, including a Defensive Driving Course every three years and a TLC Driver License Renewal Course.5Taxi & Limousine Commission. Renew a TLC Drivers License Those are not vehicle license requirements. If you’re both the owner and the driver, track both dates independently.
Why the 60-Day Cutoff Matters More Than It Looks
The TLC currently accepts new FHV applications only for wheelchair-accessible vehicles.6Taxi & Limousine Commission. Get a Vehicle License If your renewal is denied because you missed the 60-day late window and the vehicle isn’t wheelchair-accessible, you may not be able to get a new license at all. That makes the two-year term and its deadlines something to put on the calendar the day the plate is issued.
