How Long Is a Business Day? Hours, Cutoffs & Regulation CC

A business day in the United States is generally Monday through Friday, from about 9:00 a.m. to 5:00 p.m. local time, excluding the 11 federal holidays. That’s the working definition behind most “three to five business days” estimates you’ll see on shipping notices, payment confirmations, and government correspondence. But the phrase carries different meanings in banking, mortgage lending, tax law, and court procedure, and the differences can move a deadline by a full day or more.

The Standard Definition

Most government offices, banks, and private businesses run Monday through Friday on roughly an eight-hour schedule, 9:00 a.m. to 5:00 p.m. This is the default assumption behind time estimates for processing payments, delivering mail, and responding to official filings.

Anything submitted outside those hours typically isn’t treated as received until the next morning. A document sent at 6:00 p.m. on Tuesday will usually be logged Wednesday. That shared understanding of when the clock is running, and when it stops, is what “business day” is doing in most sentences you’ll encounter.

Weekends and Federal Holidays Don’t Count

Saturdays and Sundays are not business days. Neither are the 11 federal public holidays:

  • New Year’s Day — January 1
  • Martin Luther King Jr. Day — third Monday in January
  • Washington’s Birthday — third Monday in February
  • Memorial Day — last Monday in May
  • Juneteenth — June 19
  • Independence Day — July 4
  • Labor Day — first Monday in September
  • Columbus Day — second Monday in October
  • Veterans Day — November 11
  • Thanksgiving Day — fourth Thursday in November
  • Christmas Day — December 25

When a holiday falls on a Saturday, the preceding Friday is typically observed as the holiday; when it falls on a Sunday, the following Monday is observed instead.1Office of the Law Revision Counsel. 5 USC 6103 – Holidays The observed day is the one that drops out of the business-day count.

When a payment, filing, or notice deadline falls on a weekend or federal holiday, it generally rolls forward to the next day that is neither. This rollover principle runs through federal tax law, court rules, and banking regulation, though each area applies it slightly differently.

The Day Often Ends Before 5:00

Even inside a business day, banks and payment networks impose internal cutoff times that end your effective window early. Miss the cutoff and your transaction is treated as arriving the next business morning.

The Federal Reserve runs same-day ACH transfers through three daily windows on business days: submission by 10:30 a.m. ET (settling at 1:00 p.m.), by 2:45 p.m. ET (settling at 5:00 p.m.), and by 4:45 p.m. ET (settling at 6:00 p.m.).2Federal Reserve Financial Services. FedACH Processing Schedule Those are the Fed’s deadlines. Your bank sets its own cutoffs earlier, often by hours, to leave time for batching. An ACH payment initiated at 3:00 p.m. ET when your bank’s cutoff was 2:00 p.m. doesn’t move until the next business day.

The Fedwire Funds Service accepts customer wire transfers until 7:00 p.m. ET on business days.3Federal Reserve Financial Services. Wholesale Services Operating Hours Most commercial banks cut off outgoing wire requests well before that, often between 2:00 and 5:00 p.m. local time.

Time zones compound the problem. Federal payment systems run on Eastern Time. A West Coast business submitting a same-day ACH at 2:00 p.m. Pacific has already missed the second window (2:45 p.m. ET) and may not make the third. If you’re working across zones, check both your bank’s cutoff and the Fed’s schedule before you assume the transfer will move today.

Where the Definition Changes

Several federal rules use a definition of “business day” that isn’t the standard Monday-through-Friday one. If you’re relying on any of these deadlines, use the definition from the rule that governs, not the general one.

Banking: Regulation CC

Under Regulation CC, which governs check holds and funds availability, a business day is any Monday through Friday that is not a federal holiday. Saturdays are never business days under this rule, even if a bank branch is open. A related term, “banking day,” is narrower still and covers only the portion of a business day when a bank is open to the public for substantially all of its operations.4eCFR. 12 CFR Part 229 – Availability of Funds and Collection of Checks (Regulation CC) A Friday-afternoon deposit made after your bank’s cutoff may not count as received until Monday.

Mortgages: Saturdays Count

Mortgage transactions use a broader definition that catches many borrowers off guard. For rescission and certain disclosure timing purposes, a business day includes every calendar day except Sundays and federal holidays.5Consumer Financial Protection Bureau. 12 CFR 1026.31 – General Rules Saturdays count.

This affects two important timelines. Under the TILA-RESPA Integrated Disclosure rules, your lender must ensure you receive your Closing Disclosure at least three business days before closing; if key terms change materially, the three-day clock restarts.6Consumer Financial Protection Bureau. TILA-RESPA Integrated Disclosure FAQs And when you refinance, you have until midnight of the third business day after closing to rescind, with the clock starting only after you’ve signed the loan agreement, received the Truth in Lending disclosure, and received two copies of the rescission notice.7Consumer Financial Protection Bureau. How Long Do I Have to Rescind? Because Saturdays count, a Friday closing with no intervening holidays gives you until midnight the following Tuesday to cancel.

Electronic Fund Transfers: Regulation E

Under Regulation E, which covers debit card transactions and other electronic fund transfers, a business day is any day your financial institution is open to the public for substantially all of its business functions.8Consumer Financial Protection Bureau. 12 CFR 1005.2 – Definitions If your bank handles teller transactions on Saturdays but doesn’t perform back-office functions like investigating disputes, Saturday isn’t a business day under this rule.

This definition controls how fast a bank must resolve an error you report. The institution generally has 10 business days to investigate and resolve a disputed transaction, or up to 45 calendar days if it provisionally credits your account and notifies you within two business days.9Consumer Financial Protection Bureau. 12 CFR 1005.11 – Procedures for Resolving Errors You have to report the problem within 60 days of the statement that first reflected it.

Contracts and the UCC

Private contracts can define “business day” however the parties agree. Shipping companies often count Saturdays because they operate on weekends, so a carrier’s “two-business-day delivery” may treat Saturday as day two.

The Uniform Commercial Code, adopted in some form by every state, uses “banking day” for check-processing purposes and defines it as whatever portion of a day a bank is open to the public for substantially all of its banking functions.10Legal Information Institute. UCC 4-104 – Definitions and Index of Definitions A bank open Saturday mornings for tellers but not back-office work could count Saturday as a banking day under the UCC but not under Regulation CC. Same day, different count, depending on which rule governs.

Whenever a lease, service agreement, or contract references “business days,” check whether the document defines the term. If it doesn’t, treat Monday through Friday, excluding federal holidays, as the baseline and confirm with the other party before assuming anything else.

When Your Deadline Lands on a Non-Business Day

Federal tax deadlines that fall on a Saturday, Sunday, or legal holiday are treated as timely if met on the next day that isn’t one of those.11Office of the Law Revision Counsel. 26 USC 7503 One quirk affects every U.S. taxpayer: for this purpose, “legal holiday” includes holidays observed in the District of Columbia. Emancipation Day, celebrated on April 16 in D.C., can push the national filing deadline past April 15 in years when the calendar aligns. When April 16 falls on a Monday, for instance, the April 15 deadline shifts to Tuesday, April 17.12IRS. Effect of Emancipation Day on Filing and Payment Deadlines The 2026 filing season deadline for 2025 returns is Wednesday, April 15, 2026, with no holiday conflict.13IRS. IRS Announces First Day of 2026 Filing Season

Federal courts apply a similar rollover through Rule 6(a) of the Federal Rules of Civil Procedure. You count every calendar day in a filing period, including weekends and holidays, but you exclude the day of the triggering event. If the last day falls on a Saturday, Sunday, or legal holiday, the deadline extends to the next day that isn’t one.14Legal Information Institute. Federal Rules of Civil Procedure Rule 6 A “10-day” period today means 10 consecutive calendar days regardless of intervening weekends, but if day 10 lands on a Sunday, you have until Monday.

The safest habit is to identify which rule governs your deadline, use that rule’s definition of “business day,” and count backward from the cutoff rather than forward from today. When the answer matters and the calendar is close, confirm with the institution or agency on the receiving end before the clock runs out.
