How Many House Democrats Are There? Seat Count, Margin, and Leader

House Democrats won 215 seats in the November 2024 elections and entered the 119th Congress as the minority party. Deaths, resignations, and one completed special election have since moved the number, and the official tally as of mid-2026 sits between 212 and 214 depending on how recently departures have been read on the House floor.

The independent listed in those counts is Rep. Kevin Kiley of California, who left the Republican Party in March 2026 but continues to caucus with the Republican conference, so he does not add to the Democratic total.7Politico. Kevin Kiley 2026 Election Independent

Why the Margin Matters

The Republican majority in the 119th Congress is unusually narrow. With roughly 217 to 218 Republicans at any given point, Speaker Mike Johnson can afford only two or three GOP defections on a party-line vote before a bill fails.8CNN. That thin cushion has translated into real minority leverage. Two fights in this Congress show what a nearly full Democratic caucus can do:

  • In July 2025, the House passed President Trump’s tax and spending package, H.R. 1, by 218 to 214. Every House Democrat voted no, and Republicans Thomas Massie of Kentucky and Brian Fitzpatrick of Pennsylvania joined them, leaving a four-vote margin. • From February to April 2026, Democrats refused to fund Immigration and Customs Enforcement and the Border Patrol without operational reforms after federal agents shot and killed two U.S. citizens during protests. The Department of Homeland Security shut down for 76 days, the longest agency shutdown on record. Republican leaders eventually decoupled DHS funding from immigration enforcement money, passing the broader bill by voice vote and moving the ICE and Border Patrol funds to a separate reconciliation track.12Federal News Network.
