A residential building permit usually costs between $500 and $3,000, with a national average around $1,688 according to Angi; simple projects can run as little as $150, and complex renovations can push past $8,500.1Angi. How Much Does a Building Permit Cost The base permit fee is only part of the bill. Plan review charges, impact fees, utility connection fees, and state surcharges routinely stack on top, and in many jurisdictions those add-ons cost more than the permit itself.
Typical Costs by Project Type
Permit fees track the scope of the work. Commonly cited ranges for residential projects:
- New home construction: $1,000 to $3,000 for the building permit alone, with total permitting costs running far higher in expensive metro areas.2My Site Plan. Building Permit Costs
- Room addition or remodel: $200 to $600 for the permit, with plan review adding a significant charge in most jurisdictions.
- Bathroom remodel: $200 to $800.
- Garage or basement conversion: $800 to $2,000.1Angi. How Much Does a Building Permit Cost
- Roofing: $250 to $500.
- Decks, fences, and patios: $100 to $500.
- Electrical work: $10 to $500.
- Plumbing: $50 to $500.
- HVAC: $250 to $400.1Angi. How Much Does a Building Permit Cost
Those figures are for the permit fee itself. In a major city the all-in cost is much higher. San Diego’s combined plan check and inspection fees for a single-family home total roughly $15,370 before supplemental charges.3City of San Diego. Information Bulletin 501 The County of San Diego charges a plan review fee of $2,221 plus $0.343 per square foot and a permit fee of $2,423 plus $0.211 per square foot for a new single-family dwelling — a 2,500-square-foot home works out to about $5,600 in combined plan review and permit fees before impact fees, utility connections, or state surcharges are added.4County of San Diego. Retroactive or “as-built” permits, used to legalize work that was completed without a permit, typically cost more than a standard permit. Expect $2,000 to $8,000, and the work has to pass inspection in its finished state.2My Site Plan. Building Permit Costs
How the Base Fee Is Calculated
There is no national fee schedule. Each city or county sets its own rates, but most jurisdictions use one of a few standard methods. The most common approach ties the fee to the project’s total construction valuation, generally landing between 1% and 2% of that value.5Clatsop County. How Are New Dwelling Permit Fees Calculated Under that formula, a $200,000 kitchen and bathroom gut renovation would generate a base permit fee of $2,000 to $4,000.
Many jurisdictions calculate valuation using the International Code Council’s Building Valuation Data table, which publishes average per-square-foot construction costs by building type and construction class and is updated every six months.6Calhoun County. ICC 2024 Building Valuation Data The jurisdiction multiplies gross square footage by the ICC cost figure, then applies its own fee multiplier calibrated to cover the building department’s operating budget.
The ICC’s International Residential Code also provides a model fee schedule (Appendix AL) that many smaller jurisdictions adopt directly. Under that table, a project valued at $100,000 carries a base permit fee of $1,027, with an additional $7 per $1,000 of value above that threshold.7ICC. Appendix AL – Permit Fees Larger jurisdictions often layer on additional charges. Boulder, Colorado uses ICC valuation data as a starting point but adds energy code fees, development excise taxes, and capital facility impact fees.8City of Boulder. Some jurisdictions charge flat fees for smaller routine projects or use a per-square-foot rate instead of running a valuation calculation. Oregon requires all local jurisdictions to follow a uniform methodology set by the state building codes division, which produces some consistency statewide.5Clatsop County. How Are New Dwelling Permit Fees Calculated Most states leave fee-setting entirely to local governments, which is why the same project can cost dramatically different amounts from one city to the next.
Fees That Get Added on Top
The base permit fee is a starting point. Several other charges typically accompany it.
Plan review fees. Most jurisdictions charge a separate fee for reviewing the construction plans, commonly set as a percentage of the base building permit fee. Clatsop County, Oregon sets that percentage at 75%.5Clatsop County. How Are New Dwelling Permit Fees Calculated In Boulder, plan check fees range from 25% of the permit fee for single-family residential work to 65% for commercial projects.8City of Boulder. Impact fees. These one-time charges fund infrastructure like roads, sewers, water systems, and parks. They are usually assessed at permit issuance and can range from a few hundred dollars to tens of thousands. A 2015 national survey found the average new home in California incurred $23,455 in impact fees.9NAHB. State surcharges. Many states add fees on top of local charges. Oregon’s state surcharge is 12% of the building permit fee, plus a 3% technology fee.5Clatsop County. How Are New Dwelling Permit Fees Calculated San Diego assesses a seismic fee of $0.13 per $1,000 of valuation for low-rise residential structures and a building standards fee of $4 per $100,000 of valuation.3City of San Diego. Other add-ons. Expect line items like a general plan maintenance fee ($737 in San Diego), an accessibility review surcharge (10% of the plan review fee in San Diego County), lead hazard prevention fees for pre-1978 buildings, and reinspection fees when work fails an initial inspection ($94 per occurrence in Boulder; $150 per extra inspection in Phoenix for low-valuation projects).3City of San Diego. Commercial Projects Cost More
Commercial building permits generally cost three to ten times more than residential permits for comparable square footage. The gap reflects the greater complexity of commercial projects: more detailed engineering and architectural plans, stricter fire safety and ADA compliance requirements, and significantly more inspections. A residential project might require three or four inspections; a commercial build can involve ten or more. Commercial projects also carry substantial infrastructure impact fees to cover the additional demand they place on roads, utilities, and public services.12Permit Division. Commercial vs Residential Permits Virginia
Commercial permit fees are often calculated on a per-square-foot basis, typically ranging from roughly $0.15 to $0.84 per square foot, or about 1% to 5% of total project value.2My Site Plan. Building Permit Costs Given the complexity, budgeting a 15% to 20% buffer above the initial estimate helps cover unexpected requirements and revision fees.
What Happens if You Skip the Permit
Working without a required permit costs far more than the permit would have. In Chicago, a stop-work order carries a minimum penalty of $1,000, and in most cases the building permit fee is tripled if issued after a stop-work order has been initiated.13City of Chicago. Work Without a Permit Boulder doubles the permit fee for any work started or completed without an approved permit, and if unpermitted work cannot be brought up to code the city may require the owner to tear it out at their own expense.8City of Boulder. Planning and Development Services 2025 Schedule of Fees
In California, contractors who fail to obtain required permits face civil penalties of up to $5,000 per violation, potential suspension or revocation of their contractor’s license, and orders requiring them to pay all delinquent permit fees plus any penalties imposed by the local building department.14CSLB. The costs continue at resale. Sellers are legally required to disclose known unpermitted construction to buyers, and appraisers may exclude unpermitted additions from a home’s valuation. Lenders may refuse to issue mortgages for properties with unresolved permit issues, standard title insurance policies generally do not cover unpermitted work, and homeowners’ insurance companies may refuse to cover unpermitted spaces or deny related claims.15Nolo. Buying a House With Unpermitted Work
Not every project requires a permit. Most jurisdictions exempt minor cosmetic and maintenance work. In Minneapolis, no permit is needed for painting, wallpapering, installing carpeting or floor tile, replacing cabinets and countertops, or adding smoke alarms.17City of Minneapolis. Work Exempt From Permit Freestanding decks under 30 inches high, fences up to seven feet, and storage sheds under 200 square feet are also typically exempt. Mecklenburg County, North Carolina exempts work on one- and two-family dwellings costing $40,000 or less, though that threshold does not apply to any work involving load-bearing structures, plumbing system design changes, HVAC modifications, or electrical system changes.18Mecklenburg County. Permitting When the answer is not obvious, a call to the local building department settles it before you spend money.
Ways to Keep the Total Down
Permit fees are set by ordinance and are not negotiable, but several strategies keep the total from ballooning past the base amount.
Submit a complete, code-compliant application from the start. Every round of plan corrections adds time and often triggers additional review fees. In Miami-Dade, the upfront fee covers one initial review and one correction cycle; each additional resubmittal costs extra.19Miami-Dade County. How to Apply for a Permit8City of Boulder. Look for fee reductions tied to project type. San Diego County offers a 7.5% reduction in plan check and permit fees for projects meeting green building criteria, and waives solar permit fees entirely. The county’s Homeowner’s and Business Owner’s Relief Act eliminates permit review fees for certain improvements, including solar panels, electric water heaters, heat pump systems, and weatherization projects like window and insulation upgrades.20County of San Diego. Affordable housing projects receive fee relief in many cities.
