How Much Is an Enhanced License by State? Fees and Renewals

An enhanced driver’s license costs roughly $50 to $187, depending on which state issues it and how long the card stays valid. Only five states offer one: Michigan, Minnesota, New York, Vermont, and Washington. Each sets its own fees, and some bundle everything into a single price while others charge a base license fee plus a separate enhancement surcharge. The card costs more than a standard license because it doubles as a border-crossing document for land and sea travel to Canada, Mexico, Bermuda, and the Caribbean.

Cost by State

Michigan

Michigan is the cheapest of the five. State law caps the original EDL fee at $50.1Michigan Legislature. New York

New York adds a flat $30 enhancement surcharge to the regular Class D license fee. The base fee is $64.25 to $77.50 depending on whether you live inside the Metropolitan Commuter Transportation District, which covers New York City and surrounding counties. Total cost lands between about $94 and $108. Residents inside the MCTD pay the higher figure because a transportation district fee is folded into their base license price.3New York State Department of Motor Vehicles. Vermont

Vermont issues EDLs on shorter terms than the other states. A two-year card costs $75 and a four-year card costs $98, for both first-time applicants and renewals. The enhancement portion of that fee is $36. A replacement card, if yours is lost or damaged, is $60.4Vermont Department of Motor Vehicles. Driver’s License Fees

Washington

Washington is the most expensive state for an EDL. A six-year card costs $153 and an eight-year card costs $187. That comes from a $50 application fee, a $17-per-year issuance fee, and a $1 technology fee. Renewals are cheaper: $103 for six years or $137 for eight. The eight-year option works out to about $17 per year.5Washington State Department of Licensing. Driver Licensing Fees

Minnesota

Minnesota structures its EDL fee as a base license charge plus a separate enhancement surcharge, with amounts that vary by age and renewal status. Current figures are published on the Minnesota Department of Public Safety’s fee schedule.

Renewals, Replacements, and Other Costs

The first-time price isn’t the only fee you may pay over the life of the card. Several routine situations add to the total.

  • Renewals generally cost less than a first-time issuance. Washington drops from $153 to $103 for a six-year renewal; Michigan drops from $50 to $38.5Washington State Department of Licensing. Driver Licensing Fees
  • Letting your license expire before renewing can trigger a late fee. Michigan adds $7 to a late EDL renewal.2State of Michigan. Enhanced License and ID
  • Replacement fees for a lost or stolen card typically fall between $12 and $60. Is the Extra Cost Worth It Over a REAL ID?

Both an EDL and a REAL ID satisfy the federal identification rules for boarding a domestic flight, which have been enforced since May 7, 2025.8Transportation Security Administration. Acceptable Identification at the TSA Checkpoint The difference is border crossing. A REAL ID gets you through TSA but won’t get you into Canada or back into the United States at a land or sea port of entry. An EDL does both, satisfying the Western Hemisphere Travel Initiative for land and sea travel to Canada, Mexico, Bermuda, and the Caribbean.9Department of Homeland Security. Enhanced Drivers Licenses – What Are They

A REAL ID costs roughly the same as a standard driver’s license in most states and is available in all 50. An EDL costs more, requires proof of U.S. citizenship rather than just lawful status, involves an in-person interview, and is only issued in five states. If you don’t cross the Canadian or Mexican border by land or sea, a REAL ID covers everything you need at a lower price.

One boundary worth flagging: an EDL does not replace a passport for international air travel. Flying to Canada, Mexico, or anywhere else outside the United States still requires a passport book or passport card. The EDL is strictly a land-and-sea document at international crossings.

Who Can Buy One

Only U.S. citizens can obtain an enhanced driver’s license. Permanent residents, visa holders, and other noncitizens are not eligible, even with a valid state driver’s license, because the EDL functions as proof of citizenship at international border crossings.9Department of Homeland Security. There is no federal EDL program to apply to directly; each state’s licensing agency administers its own version under agreements with the Department of Homeland Security.
