You have to be at least 18 to open a PayPal account, and older if your state sets a higher age of majority. Most states set that age at 18, but a few use 19 and one uses 21, and PayPal follows whichever threshold applies to you. There is no teen or youth version of PayPal, so anyone under that age has to use a parent’s or guardian’s account or a different platform.1PayPal. PayPal User Agreement – Section: About Your Account
The rule sits in PayPal’s User Agreement and applies to both personal and business accounts. The agreement makes no exception for emancipated minors.
What Counts as the Age of Majority
The age of majority is the age at which your state treats you as a legal adult who can sign contracts. In 47 states it is 18. A handful use 19, and one uses 21. If you live in one of those states, the higher number is the one that matters for PayPal, even though 18 is the baseline.
What Happens If a Minor Opens an Account
Creating an account while underage violates PayPal’s terms. When PayPal finds out, it can limit the account, which blocks sending, receiving, or withdrawing money, or close it permanently.1PayPal. PayPal User Agreement – Section: About Your Account
PayPal can also hold any balance in the account for up to 180 days. That hold exists to cover potential chargebacks, disputes, or other obligations tied to the account, and during that window the money is effectively frozen.1PayPal. PayPal User Agreement – Section: About Your Account
After 180 days, PayPal typically allows withdrawal of remaining funds. You would check the Resolution Center or notification prompts on the account dashboard for the specific steps, and PayPal may ask for documents before releasing anything.2PayPal US. How Do I Remove a Limitation From My Account
There is no legal recourse if PayPal acts on an underage account, because the user breached the agreement by misrepresenting their age. The consequences can also follow you. PayPal tracks email addresses, phone numbers, linked bank accounts, and other identifying details, and when you later try to open a legitimate account at 18, PayPal may connect the new application to the closed one and deny it.
Using a Parent’s or Guardian’s Account
The workaround PayPal allows is straightforward. An adult who meets the age requirement opens an account in their own name, and the minor uses it with that adult’s explicit permission and supervision. The adult stays the account holder and is legally responsible for every transaction.1PayPal. PayPal User Agreement – Section: About Your Account
This works for occasional purchases, but it has limits. The parent sees the full transaction history, the minor cannot build a payment reputation of their own, and any chargeback or overspend lands on the parent. Business accounts can grant employees access to certain features, but the same liability principle applies: whoever authorized the access is on the hook.1PayPal. Teen Alternatives to PayPal
PayPal has no teen product of its own, but two related platforms do, and one is owned by PayPal.
Venmo Teen Account
Venmo, a PayPal subsidiary, offers a teen account for users aged 13 to 17. A parent or guardian creates the teen account through their own Venmo profile, and the teen’s account stays linked to the parent’s. Teens can send and receive money, make purchases, set up direct deposit, and use a Venmo Teen Debit Card at merchants and ATMs.3Venmo. Teen Account FAQ for Teens
Parents keep meaningful oversight. They can view transactions, lock the debit card remotely, block other users on the teen’s behalf, and manage privacy settings. Teen accounts are hidden from user searches and from other users’ friend lists by default.4PayPal Newsroom. Venmo Teen Account: Essential Information for Parents
Spending is capped: up to $3,000 per day and $7,000 per week on debit card purchases, $400 per day in ATM withdrawals, and $2,000 per week for person-to-person payments.3Venmo. Teen Account FAQ for Teens

Opening Your Own Account Once You Turn 18
Once you reach 18, or your state’s age of majority if it is higher, you can open an account in your own name. PayPal’s Customer Identification Program requires a government-issued photo ID such as a driver’s license and proof of address dated within the past 12 months. Some verifications use facial biometric matching, where you scan your ID and take a selfie.6PayPal US. How to Confirm Your Identity on PayPal (CIP)
If you had an account that was limited or closed while you were underage, a fresh email or phone number will not hide the connection. PayPal is good at linking accounts through shared details. Wait until you are of age, apply with accurate information, and contact PayPal support directly if the old account causes friction. A clean application does better than a hidden history, though approval is not guaranteed.
A Tax Note When a Minor Earns Through a Parent’s Account
When a minor earns money for goods or services through a parent’s PayPal account, both of them may have tax obligations, and this catches families off guard.
PayPal reports gross payments to the IRS on Form 1099-K when the total exceeds $20,000 and the number of transactions exceeds 200 in a calendar year. The 1099-K goes to the account holder, meaning the parent.7IRS.gov. IRS Revises and Updates Form 1099-K Frequently Asked Questions
The income itself may belong to the minor if the minor did the work. Where the minor’s personal services produced the business income and capital was not a significant factor, all of the gross income is treated as the minor’s earned income.8Internal Revenue Service. The IRS sees the 1099-K with the parent’s name on it, so the parent may need to document that the income belongs to the minor to avoid the same dollars being taxed twice. Keep clear records of which transactions are the minor’s, and talk to a tax professional if the amounts are significant.
