Passport courier services are private companies that hand-deliver your paper passport application to a regional passport agency and ship the finished passport back to you. They typically add several hundred dollars in service fees on top of government charges, and the most important thing to know before hiring one is this: the State Department says using a registered courier does not get your passport processed any faster than booking your own appointment at a passport agency.1U.S. Department of State. How to Get My U.S. Passport Fast What you’re paying for is convenience, not speed.
What a Courier Actually Does
Courier companies are private businesses, not part of the U.S. government. They submit printed, ink-signed applications and original documents at a regional passport agency on your behalf, then retrieve the completed passport and ship it back to you.2U.S. Department of State. Courier and Expeditor Companies Some companies also review your paperwork for errors and coordinate overnight shipping in both directions.
What a courier cannot do is move your application to the front of the line. Once your paperwork reaches a federal agent at the passport agency counter, it enters the same queue as every other application. Companies that advertise “24 hour” or “same day” passports are describing how quickly they can get your paperwork to the agency, not how quickly the government will issue the book.
Cheaper Options to Consider First
Before paying a courier, check whether one of the government’s own service tiers will work for you.
- Routine processing takes four to six weeks. You mail your application in and your passport arrives by mail.3U.S. Department of State. Processing Times for U.S. Passports
- Expedited processing takes two to three weeks and costs an extra $60. You can add $22.05 for one-to-three-day delivery of the finished book.4U.S. Department of State. Passport Fees
- Urgent travel appointments are free. If you’re traveling internationally within 14 calendar days, or need a foreign visa within 28 calendar days, you can book an appointment directly at a passport agency through the State Department’s online system.5U.S. Department of State. A separate life-or-death emergency service exists when an immediate family member outside the United States has died, is dying, or has a life-threatening injury. Traveling abroad to receive medical treatment for yourself does not qualify.6U.S. Department of State. Get a Passport if You Have a Life-or-Death Emergency
People generally hire a courier when they can’t get to a passport agency in person, when appointment slots at their nearest agency are full, or when they’d rather pay someone else to handle the logistics. Those are legitimate reasons. But if an appointment is available and you can travel to it, doing it yourself saves several hundred dollars and produces the same passport on the same timeline.
Who Qualifies to Use a Courier
Because couriers file applications at regional passport agencies that serve travelers with imminent departures, you generally need to show urgent travel to use one. The standard threshold is international travel within 14 calendar days, or 28 calendar days if you also need a foreign visa.1U.S. Department of State. Couriers handle the same paper forms you’d file yourself: Form DS-11 for first-time applicants and lost or stolen passports, DS-82 for renewals, and DS-5504 for data corrections and certain name changes.7U.S. Department of State. What You’ll Pay
Government fees are the same whether a courier files your application or you file it yourself. The courier’s service charge sits on top.

A first-time adult applicant paying for expedited processing and fast delivery owes $247.05 in government fees alone. A renewal with the same add-ons runs $212.05. Assembling Your Documents
A courier reviews your paperwork before submitting it, but assembling the package is on you. Errors here cause delays that no fee will fix.
Start with the correct form, printed from the State Department website. If you’re filing Form DS-11, you must visit a passport acceptance facility in person before sending anything to the courier. The acceptance agent verifies your identity, witnesses your signature, and seals your executed application in an envelope. That sealed envelope goes to the courier unopened. Under the State Department’s courier program rules, opening a sealed envelope containing an executed application is strictly prohibited and can get a courier suspended or permanently banned.9Federal Register. You also need one recent color photo that meets the State Department’s specifications: 2 x 2 inches, taken within the last six months, with a white or off-white background, no glasses, and a neutral expression with both eyes open. The photo must be printed on photo-quality paper, not photocopied or scanned.10U.S. Department of State. U.S. Passport Photos Rejected photos are one of the most common reasons applications bounce back, so a pharmacy or professional photo service is usually worth the $8 to $18.
Most couriers also require you to sign a company authorization form giving them permission to file and pick up on your behalf. That’s a private contract, not a government document, and it may include limits on the company’s liability if your documents are lost. Read it before signing.
Verifying a Courier and Spotting Scams
The State Department publishes a list of registered courier companies on its website. Before sending money or documents to anyone, confirm the company appears on that list. The order of names carries no significance, and the Department can remove companies at any time.2U.S. Department of State. Courier and Expeditor Companies
The Federal Trade Commission has warned that some of the top search results for passport services lead to fake sites designed to look official by using government-style seals, flags, and similar names.11Federal Trade Commission. If Something Goes Wrong
The State Department does not mediate disputes between applicants and courier companies. If a courier loses your documents, misses a deadline, or bills you unexpected fees, your recourse is with the company, not the government.12U.S. Department of State. Checking Your Passport Application Status That’s worth weighing before you hand over your birth certificate, prior passport, and Social Security information.
The State Department has acknowledged “a number of instances of lost passport applications, passports and citizenship documents” involving courier companies over the years. A proposed federal rule would require couriers to notify applicants within 24 hours of discovering that any passport or application in their possession has been damaged, lost, or stolen, and to disclose in writing whether they carry liability insurance covering customer losses.13Regulations.gov. Passports; Procedures for Passport Couriers (Proposed Rule) Until that rule is finalized, protections vary by company. Ask about insurance and read the fine print.
If you believe a company has compromised your personal information, the State Department recommends reporting it to the FTC at ReportFraud.ftc.gov or contacting your state consumer protection office.2U.S. Department of State. Courier and Expeditor Companies
Checking Your Application Status
Whether a courier filed your application or you did it yourself, the status check is the same. The State Department’s Online Passport Status System accepts your last name, date of birth, and the last four digits of your Social Security number.
