To drive legally as a visitor in China, you need a China temporary driving permit issued by the local Public Security Bureau. An International Driving Permit is not accepted, because China is not a party to either the 1949 Geneva Convention or the 1968 Vienna Convention on Road Traffic, so foreign licenses and IDPs carry no legal weight on Chinese roads.1United Nations Treaty Collection. Convention on Road Traffic The temporary permit fills that gap. You apply in person, submit a short document packet, and in most cases walk out the same day with a permit valid for up to three months, or up to one year if you are staying longer.
The 1968 Vienna Convention was signed by the Republic of China (Taiwan), but the People’s Republic of China does not recognize that signature or participate in the convention. If you drive on only a foreign license or IDP and are stopped, Chinese authorities treat you as an unlicensed driver. Article 99 of the Road Traffic Safety Law sets the penalty at 200 to 2,000 yuan and up to 15 days of administrative detention.2The Supreme People’s Court of the People’s Republic of China. Who Qualifies
Three conditions apply. You must hold a valid, unexpired driver’s license from your home country. You must be in China on lawful entry status, typically a tourist (L), business (M), or family visit (Q2) visa. And you must be at least 18, the minimum age for passenger vehicle licenses in China.
The vehicle class on your foreign license sets the ceiling for your Chinese permit. A home license restricted to automatic transmission produces a permit with the same restriction. Unlike a full Chinese license, the temporary permit does not require a written exam, a road test, or a medical examination. That is what makes it workable for short visits.
Documents to Bring
Assemble everything before you go to the processing office. Missing paperwork is the most common reason applicants get sent away.
- Passport with valid visa and entry stamp. Officers verify both. A legible customs entry stamp matters.
- Original foreign driver’s license. Not a photocopy. If you also carry an IDP, bring it, but it does not replace the original.
- Certified Chinese translation of your license. Self-translations are not accepted. The translation must come from an agency with translation service qualifications. Beijing’s Traffic Management Bureau states there is no restriction on where that agency is located, and a translation certified in one Chinese city is accepted in another. Expect to pay roughly 100 to 300 yuan for the service inside China, though rates vary.3Beijing Municipal People’s Government. Certified Translation Offices for Driving License
- Accommodation Registration Form. Hotels register foreign guests with local police automatically and hand you the form at check-in. If you are staying in a private residence, you or your host must register at the nearest police station within 24 hours of arrival. Failing to register can bring a warning and a fine of up to 2,000 yuan.4National Immigration Administration. Regulations on Filing Accommodation Registration for Foreigners
- Passport-style photos. At least two one-inch color photos on a white background. Most processing offices have a photo booth on site for a small fee.
At the counter, you also complete an application form that designates the vehicle class you plan to drive. The two common classes for visitors are C1 (small manual-transmission passenger vehicles and light trucks) and C2 (small automatic-transmission vehicles).5Beijing Municipal People’s Government. Where to Apply
Applications are handled at Vehicle Management Offices run by the local Public Security Bureau. Large cities operate several branches. Shanghai runs four Vehicle Management Office branches across Pudong, Minhang, and Baoshan districts, plus counters at both Pudong and Hongqiao international airports.6Shanghai Municipal People’s Government. The process is short. Hand over your document packet. The officer verifies your translation and visa. You complete a brief educational session on Chinese traffic rules. If everything is in order, you receive the permit the same day, often within a couple of hours. The processing fee is nominal, around 10 yuan in most jurisdictions. The permit is a physical card or paper document, and you must carry it whenever you drive.
Airport counters keep limited hours. Shanghai’s airport service counters run Monday through Friday, roughly 9 a.m. to 4 p.m., with a midday break.6Shanghai Municipal People’s Government. How to Apply for a Temporary Driving Permit Arrive on a weekend or public holiday and you will need to visit a Vehicle Management Office branch on the next business day.
How Long the Permit Is Valid
Validity tracks your stay. For a stay of three months or less, the permit covers the length of your stay, up to a maximum of three months. For longer stays, the permit can be extended for up to one year.8Tianjin Municipal People’s Government. Q and A for Provisional Driving Permit Shanghai applies the same rule.6Shanghai Municipal People’s Government. How to Apply for a Temporary Driving Permit
When the permit expires, or when you leave the country, the authorization ends. A new entry into China means a fresh application. Nothing carries over from a previous visit. Travelers planning long stays or repeated extended visits are better off converting to a full Chinese driver’s license, which requires a written exam but, for most passenger classes, no road test.
What to Carry Every Time You Drive
Three documents must be on you whenever you are behind the wheel: the temporary driving permit, your original foreign driver’s license, and your passport with entry-exit records.8Tianjin Municipal People’s Government. Q and A for Provisional Driving Permit The passport is the one visitors most often leave in the hotel safe. If police stop you and any of the three is missing, they can impound the vehicle on the spot until you produce it, plus levy a fine of 20 to 200 yuan under Article 95 of the Road Traffic Safety Law.2The Supreme People’s Court of the People’s Republic of China. Law of the People’s Republic of China on Road Traffic Safety
Keep the certified Chinese translation of your license with you as well. It is not on the required-carry list, but it can shorten a roadside check if an officer wants to verify your credentials.
What the Permit Lets You Drive
The permit is limited to the vehicle class you designated on the application. For most visitors that means C1 or C2, small passenger cars and light trucks.5Beijing Municipal People’s Government. Permitted Driving Models and Codes It does not authorize you to drive commercial vehicles, buses, or large trucks, regardless of what your home-country license covers. Heavier vehicles require a full Chinese license in the matching class.
The permit is valid nationwide. One issued in Beijing works in Yunnan. Individual cities may impose additional restrictions during major events or in specific zones, so check local traffic notices before driving somewhere unfamiliar.
Penalties If Your Permit Lapses or You Skip It
Driving without a valid permit is treated the same as driving without a license. Article 99 sets the fine at 200 to 2,000 yuan, allows detention for up to 15 days, and authorizes impoundment of the vehicle.2The Supreme People’s Court of the People’s Republic of China. Law of the People’s Republic of China on Road Traffic Safety For foreign nationals, an unlicensed driving record can also complicate visa status and future entries.
An expired temporary permit carries the same exposure as no permit at all. If yours has lapsed, stop driving and reapply before you get back on the road. Re-applying is a modest inconvenience. An unlicensed driving charge in a foreign country is not.
