How to Become a St. Lucia Citizen: Descent, Marriage, and Investment

There are four ways to become a St. Lucia citizen: by descent if a parent or grandparent was a St. Lucian citizen by birth, by marriage to a St. Lucian, by naturalization after several years of legal residency, or by investment through the country’s Citizenship by Investment (CBI) program, which starts at $240,000. Descent is automatic for those who qualify. Marriage and naturalization suit people already tied to the island. The investment route is the fastest option for everyone else, typically taking 12 to 18 months.

Citizenship by Descent

If you were born outside St. Lucia to a parent or grandparent who was a St. Lucian citizen by birth, you qualify for citizenship automatically at birth. An amendment to the Citizenship of Saint Lucia Act extended this birthright to the children and grandchildren of St. Lucians who migrated and started families abroad.1Web Portal of the Government of Saint Lucia. The Citizenship of Saint Lucia Act is Amended

Because the citizenship is automatic, you are applying for recognition rather than a grant. That usually means presenting your birth certificate together with the birth certificate and citizenship evidence of the qualifying parent or grandparent. If you have the paperwork, this is the simplest path.

Citizenship by Marriage

Both men and women married to a St. Lucian citizen can apply to be registered as citizens under the Citizenship of Saint Lucia Act.2Government of Saint Lucia. Chapter VII Citizenship The constitutional provision does not set a minimum number of years of marriage before you can apply, though the government evaluates whether the marriage is genuine. If the qualifying relationship is already in place, registration through marriage is one of the more straightforward routes.

Naturalization

If you have no family ties to St. Lucia but want to live there long-term, you can apply for citizenship after maintaining continuous legal residency. Publicly available guidance from government-affiliated sources indicates the required period is roughly seven to eight years, though the Cabinet of Ministers can shorten it in exceptional circumstances. Applicants generally must show good character and an intention to remain in St. Lucia.

One important caveat: St. Lucia’s naturalization process has historically required applicants to renounce previous citizenship, even though the country otherwise recognizes dual nationality. If keeping your current passport matters, naturalization may not be the right route.

Citizenship by Investment

The Citizenship by Investment Program was established under the Citizenship by Investment Act No. 14 of 2015 and lets individuals and their families acquire St. Lucian citizenship by making a qualifying financial contribution to the country.3CIP Saint Lucia. Citizenship by Investment Legislation As of July 2024, minimum thresholds were raised across all Caribbean CBI programs under a regional agreement to standardize pricing. You choose from four investment options.

National Economic Fund Contribution

The simplest and most popular option is a non-refundable donation to the National Economic Fund, which supports public projects in education, healthcare, infrastructure, and tourism. The minimum contribution is $240,000 for a single applicant or a main applicant with up to three dependents. Additional dependents under 18 cost $10,000 each, and those over 18 cost $20,000 each.4CIP Saint Lucia. Saint Lucia Citizenship by Investment The money does not come back. What you get is citizenship without the complexity of managing a property or financial instrument.

Approved Real Estate Purchase

You can invest a minimum of $300,000 in a government-approved real estate development, typically a resort or hotel project. The property must stay in your name for at least five years. After that, you have full resale rights and your citizenship is not affected. Administrative fees apply on top of the investment and vary by family size: $30,000 for a sole applicant, $45,000 with a spouse, plus $5,000 per dependent under 18 and $10,000 per dependent over 18.4CIP Saint Lucia. Saint Lucia Citizenship by Investment Selling or transferring the property before the five years are up puts your citizenship at risk of revocation.

Enterprise Project Investment

This option channels money into approved infrastructure and development projects. The most accessible tier is a $250,000 contribution for an applicant with up to three dependents, plus applicable administration fees, which puts the enterprise route close in cost to the NEF donation. Larger tiers exist for solo investors ($3,500,000 plus a $50,000 administration fee) and for joint ventures with a combined minimum of $6,000,000, and each joint-venture investor must contribute at least $1,000,000 and pay a $50,000 administration fee.4CIP Saint Lucia. Government Bonds

You can purchase $300,000 in non-interest-bearing National Action Government Bonds. Unlike the NEF contribution, this money is refundable after a five-year holding period. A non-refundable administration fee of $50,000 applies regardless of family size.4CIP Saint Lucia. Saint Lucia Citizenship by Investment You earn no interest during the holding period, so the real cost is the $50,000 fee plus five years of opportunity cost on $300,000.

Who You Can Include in a CBI Application

The main applicant must be at least 18, have a clean criminal record, pass health and background checks, and demonstrate that all investment funds come from legitimate sources. Every application goes through thorough due diligence.4CIP Saint Lucia. Saint Lucia Citizenship by Investment

Qualifying family members you can add:

  • A spouse legally married to the main applicant.
  • Children under 30 who are financially dependent on the main applicant, or any age if physically or mentally disabled.
  • Parents over 55 who are financially dependent on the main applicant.
  • Siblings under 18, with consent from a parent or guardian.

All dependents aged 16 or older must pass their own due diligence checks.4CIP Saint Lucia. Saint Lucia Citizenship by Investment Grandparents are not eligible for inclusion, despite what some older summaries suggest.

If you marry or have a child after receiving citizenship, you can add them within five years of your original application. The costs are separate: $35,000 for a spouse, $25,000 for other qualifying dependents, plus the standard $5,000 due diligence fee for dependents over 16 and a $1,000 processing fee per person.4CIP Saint Lucia. Documents You Will Need

The application requires a substantial paper trail:

  • Certified copies of valid passports and birth certificates for all applicants.
  • Marriage certificates or divorce papers, if applicable.
  • Police clearance certificates from your country of birth, your current country of residence, and any country where you lived for at least one year in the past decade.
  • Medical examination reports for you and your dependents.
  • Bank statements covering the prior 12 months and proof that your investment funds are legally sourced.
  • Professional and personal reference letters.
  • A curriculum vitae for every applicant aged 18 or older.

Every document in a foreign language needs certified translation. Police clearance from multiple countries takes time to gather and is often the bottleneck that delays everything else, so start that process early.

How the Application Works

You cannot submit a CBI application directly. All applications go through a licensed authorized agent, who prepares and submits everything to the Citizenship by Investment Unit (CIU) on your behalf.5CIP Saint Lucia. Frequently Asked Questions Choosing a reputable agent matters, because a poorly prepared file leads to delays or rejection.

Once the file reaches the CIU, the unit runs its own due diligence to verify your background, financials, and supporting documents. The main applicant and dependents over 16 may be asked to attend an interview, either in person or at a St. Lucian embassy or high commission.6Citizenship By Investment Programme – CIP Saint Lucia. Guidelines for Application for Citizenship by Investment in Saint Lucia If everything checks out, the CIU issues an approval-in-principle. Only then do you transfer the investment funds. The final steps are the oath of allegiance, the certificate of citizenship, and issuance of a St. Lucian passport.

The CIU’s own guidance suggests a review period of about three to six months, but real-world timelines have stretched. Industry data from early 2025 showed average processing times running closer to 18 months from submission to passport issuance, with some applicants reporting waits of nearly two years. Straightforward files with clean documentation move faster. Plan for at least 12 months.

Fees on Top of the Investment

The investment amount is only part of the total cost. Mandatory government fees apply:

  • Due diligence fees: $8,000 for the main applicant and $5,000 for each dependent over 16.
  • Processing fees: $2,000 for the main applicant and $1,000 for each dependent.
  • Administrative fees that vary by option: $30,000 for a solo real estate applicant (more with dependents), and a flat $50,000 for the government bonds and enterprise routes.

Due diligence and processing fees are paid upfront and are non-refundable if your application is denied. Administrative fees are paid after approval.4CIP Saint Lucia. Saint Lucia Citizenship by Investment Your authorized agent will also charge professional service fees, typically $5,000 to $30,000 or more depending on family size and case complexity. Budget separately for legal fees if you engage an immigration attorney.

What a St. Lucian Passport Gets You

As of early 2026, St. Lucian passport holders can reach approximately 138 destinations through some combination of visa-free entry, visa on arrival, and electronic travel authorization. That includes visa-free travel to the 29 countries of the Schengen area, as well as the United Kingdom, Singapore, Hong Kong, and much of the Caribbean and Latin America. A St. Lucian passport does not grant visa-free entry to the United States or Canada.

Dual Citizenship and Taxes

St. Lucia recognizes dual citizenship for those who acquire citizenship through the investment program, so you do not need to give up your existing nationality. From the U.S. side, acquiring foreign citizenship does not automatically affect your American citizenship; U.S. law allows you to naturalize elsewhere without losing your status.7USAGov. How to Get Dual Citizenship or Nationality

Dual citizenship does not reduce your U.S. tax obligations. The United States taxes citizens on worldwide income regardless of where they live or what other passports they hold, and holding foreign financial accounts can trigger FBAR and FATCA reporting. Talk to a tax professional who specializes in international tax before you invest.

On the St. Lucia side, holding a passport does not by itself make you a tax resident. Tax residency turns on physical presence, generally 183 days or more in a tax year. For most CBI participants who do not relocate, St. Lucia will not tax their foreign earnings.

When Citizenship Can Be Revoked

Citizenship obtained through investment is not unconditional. Under the CBI Act, the government can revoke citizenship obtained by fraud or misrepresentation. Under the broader Citizenship Act, it can also be revoked for treason. If you invested in real estate or bonds with a holding period, selling or transferring the asset before the required period expires puts your citizenship at risk. Be truthful in the application and honor the holding period on your investment.
