How to Claim a Pension in France: Filing, Calculation, and Appeals

To claim a pension in France, you file a single retirement application (form S5135, or the online equivalent at info-retraite.fr) four to six months before the date you want payments to start, after confirming your age and your validated quarters on your official career statement. The application covers the basic general regime and is automatically forwarded to your Agirc-Arrco supplementary fund, so private-sector employees do not file twice. You can claim from anywhere in the world if you worked in France long enough to accumulate qualifying quarters.

When You Can File

The minimum legal retirement age depends on your year of birth. For anyone born before September 1961, the floor is 62. From that point it rises in three-month steps until it settles at 64 for people born in 1969 or later.1Service Public. How Many Quarters Does an Employee Need to Benefit From a Full Pension? The quarter requirement for a full-rate pension rises alongside it:

  • Born 1958–1960: from age 62, 167 quarters
  • Born Jan–Aug 1961: from age 62, 168 quarters
  • Born Sep–Dec 1961: from age 62 and 3 months, 169 quarters
  • Born 1962: from age 62 and 6 months, 169 quarters
  • Born Jan 1963–Mar 1965: from age 62 and 9 months, 170 quarters
  • Born Apr–Dec 1965: from age 63, 171 quarters
  • Born 1966–1968: from age 63 and 3 to 9 months, 172 quarters
  • Born from 1969: from age 64, 172 quarters (43 years of contributions)

Reaching the minimum age lets you file, but if you are short on quarters your pension will be reduced permanently. A separate rule at age 67 pays the full rate regardless of how many quarters you accumulated.1Service Public. How Many Quarters Does an Employee Need to Benefit From a Full Pension? That matters for anyone who started work late, took breaks, or spent part of their career outside France.

Early retirement is possible if you began working before age 16, 18, 20, or 21 and hold enough contributed quarters (including a minimum number logged before that early start age).2Service Public. Early Retirement for a Long Career of the Employee The exact thresholds depend on the start age and the departure age you are targeting.

Check Your Career Record Before You File

Before touching the application form, get your Numéro d’Inscription au Répertoire (NIR). This 13-digit French social security number identifies you across the pension system and appears on the carte vitale if you had one.3Documentation du SNDS & SNDS OMOP. NIR – Numéro de Sécurité Sociale If you have lost it and no longer live in France, the pension fund can usually retrieve it from your name, date of birth, and previous employer details.

Then pull your relevé de carrière, the official career statement listing every validated quarter, from your account at info-retraite.fr.4CRPN. Where to Get Pension Information Read it line by line. Missing quarters from short contracts, temporary work, or early jobs are common, and each one you fail to catch will shave money off your pension for the rest of your life.

Corrections go through the “Corriger ma carrière” service on info-retraite.fr, available from age 55. You will need supporting documents such as pay slips, employer attestations, or the basic-scheme career statement to prove each missing period.5Agirc-Arrco. Obtenir et Mettre à Jour Mon Relevé de Carrière Corrections can still be handled after you file, but they slow the case down. Fix errors first.

How Your Amount Is Calculated

The basic pension formula for private-sector employees under the general regime multiplies three things: your average annual income, the pension rate, and a ratio comparing your validated quarters to the number required for your birth year.6Service Public. Montant de la Retraite du Salarié du Secteur Privé

Average annual income is drawn from your 25 highest-earning years, including base pay, bonuses, and overtime. If your French career was shorter than 25 years, the calculation uses whatever years you did work. Earnings are revalued for inflation and capped each year at the social security ceiling, set at €48,060 for 2026.7Service Public. Sécurité Sociale – Quel Sera le Plafond Annuel en 2026

The pension rate is 50% at the full rate. Retiring before you hit the required quarters and before age 67 drops it, permanently. The quarter ratio divides your validated quarters by the reference number for your birth year; if you have 130 quarters but need 172, the ratio is 130/172 and your pension shrinks in the same proportion. The ratio is capped at 1.

Décote: The Penalty for Leaving Early

Filing before you have enough quarters triggers the décote. The fund counts either the quarters you are short of the full-rate requirement or the quarters left until you turn 67, whichever is smaller, and each missing quarter cuts your rate. The penalty is capped at 20 quarters and never lifts. Waiting until 67 removes it entirely.1Service Public. How Many Quarters Does an Employee Need to Benefit From a Full Pension?

Surcote: The Bonus for Working On

If you keep working past both your minimum retirement age and your full-rate quarter count, each additional full calendar quarter adds 1.25% to your pension, with no cap.8Service Public. Retraite du Salarié du Secteur Privé – Qu’est-ce que la Surcote Only full calendar quarters after you first meet both conditions count.

The Minimum Pension Floor

If your calculated amount is very low, the minimum contributif may apply. As of January 2026, the base minimum is €756.29 per month; with enough contributed quarters (as opposed to quarters credited for unemployment or illness), the increased minimum is €903.93 per month. Both figures assume a full set of quarters and are prorated if you are short.

Buying Back Missing Quarters

If higher education or gap years left holes in your record, you can buy back quarters through the rachat de trimestres. You must be between 20 and 67 and must not have filed your pension claim yet.9Service Public. Retraite du Salarié dans le Secteur Privé – Rachat de Trimestres

Eligible periods include years spent at accredited universities, grandes écoles, and preparatory classes, provided you earned a diploma. Admission to a grande école or preparatory class counts as equivalent to a diploma. Studies in EEA countries, Switzerland, or countries with a French social security agreement also qualify.9Service Public. Retraite du Salarié dans le Secteur Privé – Rachat de Trimestres Cost depends on your age, income, and whether you buy quarters that improve only the rate or both the rate and the quarter count. For someone a handful of quarters short of the full rate, the arithmetic across a 20-year retirement often pays off.

Filing the Application

The core form is the Demande de retraite personnelle, form S5135.10L’Assurance Retraite. Formulaire Cerfa – Référence S5135l – Demande Unique de Retraite Personnelle It covers every activity under the general regime: employees, self-employed artisans, merchants, and freelance professionals. You will list employers and dates, provide bank details, and declare any special periods (illness, unemployment, military service) that may count toward your quarter total. A birth certificate with a certified French translation is typically required.

The recommended route is the online portal at info-retraite.fr, where you file the request, upload documents, and track your case in a secure account.11Info Retraite. Info Retraite – Accueil The portal walks you through six steps and transmits your application to every relevant fund at once. If you prefer paper, send the completed S5135 and supporting documents to the CNAV or CARSAT office tied to your last French workplace or residence. Regional offices handle claims geographically, so confirm the right one before mailing.

Timing matters. L’Assurance retraite recommends filing four to five months before your desired start date.12L’Assurance retraite. My Pension Application From Overseas A late application does not disqualify you, but it can leave a gap between your final paycheck and your first pension payment.

Private-sector employees are covered by the mandatory Agirc-Arrco supplementary scheme on top of the basic regime, and there is no separate form for it. Your retirement request is forwarded automatically to every basic and supplementary fund where you have accrued rights, and the Agirc-Arrco pension is paid on top of your basic pension once both are approved.14Service Public. Once approved, you receive a notification de retraite confirming the award, the start date, and the number of validated quarters.15Carsat Pays de la Loire. La Notification de Votre Retraite Keep it permanently. It is proof of retirement income for tax filings, banking, and administrative dealings for the rest of your life.

Claiming From Outside France

You do not have to be in France to claim. What changes is who you file through.

If You Live in the EU or EEA

EU Regulations 883/2004 and 987/2009 coordinate pensions across member states.16European Commission. EU Social Security Coordination Insurance periods from other member states can be combined with your French quarters to meet minimums. You generally file through the pension authority in your country of residence, which then contacts the French system. If your last job was in France, you can also file directly on info-retraite.fr. Once you are receiving a French pension in the EU or EEA, ask your fund for an S1 portable document so you can register with local health insurance without paying new contributions.17Cleiss. Retiring to France as a Pensioner From an EU/EEA State

If You Live in the US or Canada

France has bilateral totalization agreements with both countries. They prevent double social security taxation on the same earnings and let you combine work credits from both countries to qualify for benefits you would otherwise miss.18Social Security Administration. U.S. International Social Security Agreements In the US, the Social Security Administration is the point of contact and will initiate a claim that includes your French work history.

If You Live Elsewhere

Without a bilateral agreement, contact CNAV directly to file. Wherever you live, you will need to provide your international bank account number (IBAN) and SWIFT/BIC code so the fund can transfer payments across borders.

The Annual Life Certificate

Retirees living outside France must return a certificat de vie once a year to keep payments flowing. The fund mails the form; you have it stamped by a local authority such as a notary, town hall, or police station, and send it back.19L’Assurance retraite. Proof of Life If it does not arrive within two months, payments are suspended until the certificate is processed. Back pay is issued once you catch up, but the interruption is avoidable if you handle the form immediately.

If You Think the Calculation Is Wrong

You have two months from the date of the notification to challenge a miscalculation or a rejected claim. The first step is a mandatory internal appeal to the fund’s Commission de Recours Amiable, sent by registered mail with acknowledgment of receipt. The commission has four months to respond, and silence past that point counts as a rejection.20Service Public. Réclamation Contre une Décision d’un Organisme de Sécurité Sociale

If the internal appeal fails, you have two months to take the matter to the social division of your local tribunal judiciaire (counted from the commission’s decision or from the end of the four-month silence period). For disputes above €5,000, the tribunal’s decision can be appealed to the social chamber of the cour d’appel within one month.20Service Public. Réclamation Contre une Décision d’un Organisme de Sécurité Sociale These deadlines are strict, and missing one forfeits that channel.
