Law enforcement officers submit records requests to Walmart through the company’s online Law Enforcement Request Portal at app.serveport.com, which handles inquiries for both Walmart and Sam’s Club. Every request made on the Walmart law enforcement request form must be backed by valid legal process — a subpoena, court order, or search warrant — and matched to the type of data you’re seeking. Picking the wrong instrument is the fastest way to get a request kicked back.
Information to Have Ready Before You Start
Walmart’s Global Investigations team needs specific identifiers to pull the right records out of a system covering thousands of stores. Vague requests stall; precise ones move.
- Store number for the specific Walmart or Sam’s Club where the incident occurred. It’s printed on every receipt.
- Date and time window in the store’s local time zone, narrowed as tightly as the facts allow.
- TC number from the bottom of the receipt for transaction data. If no receipt exists, the last four digits of the payment card and the exact purchase amount can substitute.
- Checkout lane, department, or direction of travel so technicians can isolate the right footage without pulling hours of irrelevant video.
- A scanned, signed copy of your legal process.
- A verifiable law enforcement agency email address. Personal or third-party domains won’t be accepted.
For online orders or Spark delivery investigations, add the order number, customer account email, or delivery address. The Spark Driver platform retains device identifiers, geolocation, and trip-level logs that may be relevant.
Scope your request precisely. “Camera covering parking lot Row C, Store #1234, March 3, 2026, between 9:15 PM and 9:45 PM” processes without follow-up. “All available video, all cameras, all day” triggers a clarification notice and resets your clock.
Matching Legal Process to the Data You Want
Walmart follows the Stored Communications Act framework, which sets three tiers based on how sensitive the information is.
Subpoena for Basic Subscriber and Transaction Records
An administrative, grand jury, or trial subpoena is sufficient for non-content records. Under 18 U.S.C. § 2703(c)(2), that covers subscriber name, address, phone number, session times and durations, length of service, payment method, and temporarily assigned network addresses.1Office of the Law Revision Counsel. 18 USC 2703 – Required Disclosure of Customer Communications or Records In-store transaction logs, receipt data, and loyalty-account purchase histories typically fall into this tier.
Court Order for Broader Account Records
For records beyond basic subscriber data but short of message content — account activity logs, walmart.com browsing patterns, extended transactional histories — you need a § 2703(d) court order. To get one, you must offer the court specific and articulable facts showing the records are relevant and material to an ongoing criminal investigation.1Office of the Law Revision Counsel. 18 USC 2703 – Required Disclosure of Customer Communications or Records
Warrant for Stored Communications Content
The actual content of electronic communications — customer-to-Walmart emails, in-app chat messages, stored digital communications — requires a warrant. Section 2703(a) permits disclosure of content stored for 180 days or fewer only pursuant to a warrant issued under the Federal Rules of Criminal Procedure or an equivalent state warrant.1Office of the Law Revision Counsel. 18 USC 2703 – Required Disclosure of Customer Communications or Records
Surveillance Video
Store camera footage is not an electronic communication, so it falls outside the SCA. Video is typically produced in response to a subpoena, and a warrant will always suffice. The real risk here is time. Walmart overwrites footage on a rolling basis, and delays of even a few weeks can mean the video no longer exists. Submit video requests immediately after the incident.
Emergency Requests
When someone faces immediate danger of death or serious physical injury, federal law allows disclosure without waiting for a signed warrant. Under 18 U.S.C. § 2702(b)(8), Walmart may voluntarily disclose the contents of communications if it believes in good faith that an emergency requires disclosure without delay.2Office of the Law Revision Counsel. 18 USC 2702 – Voluntary Disclosure of Customer Communications or Records A parallel provision at § 2702(c)(4) covers non-content records in the same circumstances.
Walmart’s corporate page indicates an emergency request path through the portal.3Walmart. Law Enforcement Requests and Subpoenas Document the basis for the request as you make it: the nature of the threat, who is at risk, and why standard process cannot be obtained in time. Walmart needs enough facts to form a good-faith belief, and you’ll likely need to memorialize that justification for any resulting prosecution.
Pharmacy and HIPAA-Protected Records
Walmart pharmacies are HIPAA covered entities, which adds a layer on top of the SCA framework. A standard subpoena for business records will not get you prescription records, patient profiles, or any protected health information.
Under 45 C.F.R. § 164.512(f), a covered entity may disclose protected health information to law enforcement pursuant to a court order, a court-ordered warrant, a grand jury subpoena, or an administrative subpoena that satisfies three conditions: the information must be relevant and material to a legitimate law enforcement inquiry, the request must be specific and limited in scope, and de-identified information could not reasonably serve the same purpose.4eCFR. 45 CFR 164.512 – Uses and Disclosures for Which an Authorization or Opportunity to Agree or Object Is Not Required
HIPAA-related requests are routed separately. Send litigation-related health information requests to Trust Building – MS 0200, 811 Excellence Dr, Bentonville, AR 72716-0200.5Walmart.com. Pharmacy and Vision Center/Optical HIPAA Forms All such requests are subject to Walmart’s internal review before any records are released.
When You Need to Serve Physically
Some legal documents still require physical service rather than portal submission. Walmart’s registered agent is CT Corporation System, with state-specific addresses depending on where you serve.6California Department of Justice – Office of the Attorney General. Notice of Violations of California Health and Safety Code Section 25249.5 et seq. In Arkansas, that address is 124 West Capitol Avenue, Suite 1900, Little Rock, AR 72201.
Documents can also go to corporate headquarters. As of May 2025, Walmart’s principal offices are at 1 Customer Drive, Bentonville, AR 72716. The older 702 SW 8th Street address in prior filings is no longer current.7U.S. Securities and Exchange Commission. May 15, 2025 – 8-K Current Report, Walmart Inc. Confirm the current mailing address with Walmart’s legal department before sending — an outdated address delays the start of the compliance clock.
Cost Reimbursement
Walmart can bill your agency for the cost of locating, assembling, and producing records. Under 18 U.S.C. § 2706, the requesting governmental entity must pay a reasonable fee covering costs directly incurred, including any disruption to normal business operations caused by the search.8Office of the Law Revision Counsel. 18 US Code 2706 – Cost Reimbursement The amount is set by agreement; if you can’t agree, the court that issued the production order decides. Budget for this on large-scale requests covering multiple stores, extended time periods, or high transaction volumes.
After You Submit
Approved records typically arrive as a secure download link sent to the verified agency email you provided. Standard requests take several business days to several weeks depending on volume and current backlog. Emergency requests involving imminent threats are prioritized.
If your request is incomplete or ambiguous, expect a clarification notice through the portal. The common triggers are missing store numbers, overly broad time windows, and legal process that doesn’t match the data category. Respond quickly; the clock effectively pauses until the team has what it needs.
Download the files as soon as the link arrives. Secure download links are temporary, and waiting too long can force you to resubmit. Preserve the data under your agency’s evidence protocols immediately.
Getting the Records Admitted at Trial
Obtaining records is half the job. Walmart’s business records qualify as a hearsay exception under Federal Rule of Evidence 803(6) when made at or near the time of the event, kept in the regular course of business, and produced as a regular practice. Rather than flying a Walmart custodian to your courthouse, use Federal Rule of Evidence 902(11), which allows domestic business records to be self-authenticated through a signed declaration from a qualified person at the company.9Legal Information Institute. Federal Rules of Evidence Rule 902 – Evidence That Is Self-Authenticating
Request the business records certification at the same time you submit the records request. Doing both in one round saves back-and-forth later. You must also give the opposing party reasonable written notice before trial that you intend to offer the records with a certification rather than live testimony, along with the opportunity to inspect both the records and the certification.
