How to File a Microsoft Customer Complaint: Notice of Dispute Form

The Microsoft Notice of Dispute form is the written complaint you send to Microsoft’s legal department after customer service has failed to resolve your issue. Microsoft provides it as a downloadable PDF and as an electronic submission through Microsoft Forms, and sending it starts a mandatory 60-day informal resolution period before either side can file for arbitration.1Microsoft. Arbitration and Dispute Resolution

Try Customer Service First

Microsoft treats contact with a customer service representative as a prerequisite. Its arbitration page states: “Send us a Notice of Dispute only if you’ve tried to get help from a customer service representative first and are unsatisfied with the resolution.”1Microsoft. Arbitration and Dispute Resolution If you skip this step, Microsoft can argue the notice was premature.

Save everything from those support contacts: chat transcripts, email confirmations, case numbers, and the names of representatives. For billing errors or unauthorized charges, the Microsoft Services Agreement gives you 90 days from when the error first appears on your bill to report it. After that window, Microsoft is released from liability for the charge, and the same 90-day deadline applies to refund requests.2Microsoft. Microsoft Services Agreement

Where to Get the Form

The PDF is titled “Notice of Dispute—Microsoft Software, Devices, and Services with Arbitration Agreements.” You can download it from Microsoft’s arbitration and dispute resolution page at microsoft.com/en-us/legal/arbitration, or through the direct link at go.microsoft.com/fwlink/?LinkId=245499.2Microsoft. Microsoft Services Agreement An Electronic Notice of Dispute is also available through Microsoft Forms, linked from the same arbitration page.1Microsoft. Arbitration and Dispute Resolution Either satisfies the requirement.

Confirm first that the product or service at issue is covered by an agreement with an arbitration clause. The Microsoft Services Agreement is the broadest, and separate arbitration terms cover products like Office 2013, Xbox, and Surface, among others. Intellectual property disputes are excluded from arbitration under the Services Agreement.2Microsoft. Microsoft Services Agreement

What the Form Asks For

The form collects your contact details, identifies the product or service, and asks you to describe the problem and the remedy you want. The fields are:3Microsoft. Notice of Dispute—Microsoft Software, Devices, and Services with Arbitration Agreements

  • Your full legal name as it appears on your Microsoft account.
  • A primary phone number and a second business-hours number.
  • The email address linked to your Microsoft account, which helps Microsoft locate your records.
  • A fax number (optional).
  • Your full mailing address.
  • Your Gamertag, if the dispute involves Xbox.
  • The Microsoft account email or username tied to the product or service.
  • The device serial number, for hardware disputes involving items like Surface or HoloLens.
  • A checkbox for the product or service at issue. Options include Xbox Game Pass, Microsoft 365, Bing, Skype, Minecraft, Surface, and others. Write in the “Other” field if your product isn’t listed.
  • Nature of the dispute: a brief factual description with dates, dollar amounts, and events. You can attach supporting documents.
  • Relief requested: state exactly what you want. If you’re seeking $150 back for an unauthorized charge, write “$150 refund” rather than a vague request.
  • Your signature and the date.

Fill in every field that applies. A blank where there should be information gives Microsoft room to call the notice deficient. Attach copies of receipts, billing statements, chat transcripts, and anything else that supports the claim.

How to Submit the Notice

By Mail

Send the completed PDF to:

Microsoft Corporation
ATTN: CELA Arbitration
One Microsoft Way
Redmond, WA 98052-63993Microsoft. Notice of Dispute—Microsoft Software, Devices, and Services with Arbitration Agreements

Use USPS Certified Mail with Return Receipt Requested. The tracking number proves you mailed it, and the signed return receipt confirms Microsoft received it. Keep the mailing receipt and a photocopy of the signed form. If the matter later moves to arbitration, proof of delivery and the date Microsoft received the notice become important.

Electronically

The Electronic Notice of Dispute is hosted on Microsoft Forms and collects the same information as the PDF.1Microsoft. Arbitration and Dispute Resolution Save or screenshot the confirmation page as proof of submission. Electronic filing is faster but doesn’t produce the independent delivery evidence that Certified Mail does.

What Happens During the 60 Days

Once Microsoft receives your notice, a 60-day informal resolution period begins. Microsoft’s legal team reviews the claim and typically reaches out by email or phone to discuss a potential settlement. Neither side can file for arbitration until this period expires without a resolution.2Microsoft. Microsoft Services Agreement

Any applicable statute of limitations on your claim is paused from the date you properly submit the notice until the earliest date you could file for arbitration.2Microsoft. Microsoft Services Agreement Sending the notice doesn’t cost you time on your legal clock. Use the 60 days to organize evidence and decide what resolution you’d accept. Microsoft sometimes offers a settlement during this phase; evaluate any offer carefully before accepting.

Small Claims Court Instead

You aren’t required to use arbitration. The Microsoft Services Agreement allows either party to file in small claims court instead, so long as the case meets the court’s requirements and seeks only individual relief.2Microsoft. Microsoft Services Agreement You can file in your county of residence or in King County, Washington.1Microsoft. Arbitration and Dispute Resolution

Small claims skips the Notice of Dispute step. The route tends to fit straightforward billing disputes with a clear dollar amount that falls within your court’s limit, where you don’t need a lawyer and hearings come quickly.

Filing for Arbitration After 60 Days

If the 60 days pass without an agreement, you can file for individual arbitration through the American Arbitration Association.2Microsoft. Microsoft Services Agreement Class actions, class-wide arbitrations, and representative proceedings are not permitted under the agreement.

Microsoft’s arbitration terms contain financial provisions that favor consumers. The company reimburses your AAA filing fees. If Microsoft’s last written settlement offer before the arbitrator is appointed turns out to be less than what the arbitrator awards you, Microsoft pays the greater of the award or $1,000 for most products and services, plus your reasonable attorney’s fees. Microsoft also commits to never seeking its own attorney’s fees from you in any consumer-initiated arbitration.1Microsoft. Arbitration and Dispute Resolution

Those provisions matter when you’re weighing a settlement offer during the 60-day window. Microsoft has a financial reason to make a fair offer, because an undervalued offer followed by a loss at arbitration costs the company more than the dispute itself.
