To dispute a charge on a Vanilla Gift, MyVanilla, or other Blackhawk Network prepaid card, you fill out the Blackhawk Network dispute form, attach proof that you tried to resolve the problem with the merchant, and send it in by phone, fax, or mail within 60 days of the transaction showing up on your account. One thing to check before you spend any time on paperwork: if the card was never registered in your name, federal error-resolution rules may not apply, and the issuer has no obligation to investigate.
Register the Card First
Regulation E’s error-resolution protections do not automatically cover every prepaid card. For prepaid accounts that are not payroll or government benefit cards, the issuer is not required to investigate disputes or limit your liability for unauthorized transactions unless you have completed the issuer’s identity-verification process.1Consumer Compliance Outlook. Error Resolution and Liability Limits for Prepaid Accounts and Foreign Remittance Transfers In plain terms, that means registering the card online with your name, address, and other identifying details.
Transactions that happened before you verified your identity are not covered either. If someone drains $200 from an unregistered Vanilla Gift card and you register afterward, the issuer has no federal duty to investigate that $200. Register as soon as you receive the card. You can manage a Vanilla Gift card at vanillagift.com, though MyVanilla stopped accepting new registrations in late 2024.
If the issuer has no verification process, or your attempt to verify fails, it must still disclose whatever error-resolution policy it does offer. That policy can be far more limited than Regulation E, so read the cardholder agreement before assuming your rights match a bank account’s.
What Charges You Can Actually Dispute
Regulation E defines specific categories of “errors” that trigger the issuer’s duty to investigate. Not every charge you regret qualifies.
- Unauthorized transactions where someone used your card number or PIN without permission.
- Incorrect amounts, meaning the merchant charged more than the agreed price.
- Missing credits, where a refund or deposit never posted.
- Computational or bookkeeping errors made by the issuer’s own system.
- Unauthorized electronic transfers out of your account.
Duplicate charges, where a single purchase posts two or more times, fall under the incorrect-transfer category.2Consumer Financial Protection Bureau. 12 CFR 1005.11 – Procedures for Resolving Errors A charge for goods or services that were never delivered can also be disputed, though you will need to show you tried the merchant first.
Try the Merchant Before You File
Blackhawk Network’s dispute form requires you to attempt to resolve the problem directly with the merchant before filing a formal claim, and you must include evidence of that attempt when you submit your paperwork.3Visa Prepaid Processing. Cardholder Dispute Form Incomplete forms that lack proof of merchant contact can be rejected outright.
Call or email the merchant and document everything: the date you reached out, who you spoke with, and what they said. If a refund was promised, ask for written confirmation and a timeline. Save screenshots of any chat or email exchange. A refusal or a non-response within a reasonable period becomes part of your dispute file.
What to Gather Before You Fill Out the Form
Assemble this information before you start writing:
- The full card number on the front of your card. Without it, the issuer cannot locate your account.4Vanilla Visa Gift Card. Cardholder Agreement
- The merchant name exactly as it appears in your transaction history, which may differ from the store name on the sign.
- The transaction date and amount down to the cent. Pull both from your account portal rather than memory.
- The transaction ID or sequence number from your online transaction history, which helps investigators isolate the charge.
- A written explanation of why the charge is wrong. Keep it factual: “Merchant charged $85.00 but the receipt shows $45.00,” or “Refund promised on March 3 has not posted after 30 days.”
- Supporting documents: receipts, order confirmations, tracking numbers, delivery records, merchant emails, and screenshots of promised refunds.
Your phone number and mailing address are also standard fields on the form. Clerical mismatches are the most common reason claims stall.

The 60-Day Deadline
Regulation E draws a hard line. You must report the error within 60 days of the date the issuer sent, or made electronically available, the first statement showing the disputed transaction.2Consumer Financial Protection Bureau. 12 CFR 1005.11 – Procedures for Resolving Errors After that, the issuer has no federal duty to investigate. The Vanilla Gift cardholder agreement runs the same 60 days from either the date you accessed your account online and saw the transaction or the date the issuer sent a written history, whichever came first.4Vanilla Visa Gift Card. Cardholder Agreement
The clock can start the moment you log in and the charge appears on screen, whether or not you notice it. Check your transaction history regularly rather than waiting for a paper statement that may never arrive.
What Happens After You File
Once the issuer receives your dispute, the investigation follows a federally mandated schedule.
The Standard 10-Day and 45-Day Rule
The issuer has 10 business days to investigate and resolve the error. If it needs more time, it can extend the investigation to 45 calendar days, but only if it provisionally credits your account for the disputed amount within those first 10 business days. The issuer must notify you within two business days of posting the provisional credit, including the amount and date.6eCFR. 12 CFR 1005.11 — Procedures for Resolving Errors
If the issuer has reason to believe an unauthorized transfer occurred and has met the liability-notice requirements, it may withhold up to $50 from the provisional credit. If the issuer asked for written confirmation of your oral complaint and you did not provide it within 10 business days, the issuer can skip the provisional credit entirely.2Consumer Financial Protection Bureau. 12 CFR 1005.11 – Procedures for Resolving Errors
When the Window Stretches to 90 Days
The investigation window extends from 45 to 90 calendar days in three situations:
- The transaction was not initiated within a state (international purchases).
- The transaction was a point-of-sale debit card purchase.
- The transaction occurred within 30 days of the first deposit to a new account.
For new accounts, the provisional-credit deadline also extends from 10 to 20 business days.6eCFR. 12 CFR 1005.11 — Procedures for Resolving Errors Prepaid cards are often loaded and used almost immediately, so the new-account extension can apply more often than you’d expect.
The Decision
The issuer must report its findings within three business days of completing the investigation. If it found an error, it must correct the account within one business day. If it found no error and had issued a provisional credit, the credit will be reversed, and the issuer must send written notice explaining the reversal and the basis for its conclusion, including your right to request the documents it relied on.2Consumer Financial Protection Bureau. 12 CFR 1005.11 – Procedures for Resolving Errors
If Your Dispute Is Denied
Start by requesting the evidence the issuer used to reach its decision; you have a right to see it. Review it for missing or incorrect information. If the investigation ignored documents you submitted or relied on wrong merchant records, write back and point out the discrepancy.
If the issuer will not budge, you can file a complaint with the Consumer Financial Protection Bureau at consumerfinance.gov/complaint. Describe the problem with dates, amounts, and a summary of your communications with Blackhawk Network, and attach supporting documents. The CFPB forwards the complaint to the company and tracks its response. Submit everything the first time, because the CFPB generally does not allow a second complaint on the same issue.7Consumer Financial Protection Bureau. Submit a Complaint
Note that the Vanilla Gift cardholder agreement includes a mandatory binding arbitration clause covering disputes about the card and its transactions. It requires individual arbitration through the American Arbitration Association and waives class-action participation.4Vanilla Visa Gift Card. Cardholder Agreement For small-dollar disputes, a CFPB complaint is usually the more practical escalation.
Two Things That Trip People Up
Visa-branded prepaid cards carry Visa’s zero-liability policy for unauthorized transactions, but only if you report the problem within two business days and were not grossly negligent with your card or PIN. It covers Visa-processed transactions and does not extend to PIN-based transactions outside Visa’s network or to ATM withdrawals.4Vanilla Visa Gift Card. Cardholder Agreement That two-business-day Visa window is much shorter than the 60-day federal deadline, so speed matters for both protections.
You also cannot stop payment on a prepaid card transaction the way you might with a check. Once the card is swiped and the transaction processes, your recourse runs through the dispute process above, not a preemptive hold on the funds.
