How to Fill Out and Submit the C5 Form: Jamaica Passenger Declaration

Every traveler heading to Jamaica must complete the Jamaica C5 form online at enterjamaica.gov.jm before arrival. The electronic C5 is Jamaica’s combined immigration and customs declaration, jointly run by the Passport, Immigration and Citizenship Agency (PICA) and the Jamaica Customs Agency. It replaced the old paper card in September 2023, covers both air and cruise passengers, is free, and can be filled out up to 30 days before your trip.1Jamaica Customs Agency. Passenger

What to Have Ready Before You Open the Portal

The form asks for details that must match your travel documents exactly, so gather everything first. You’ll need:

  • Your passport number and country of issue. Jamaica requires the passport to be valid at the time you enter and leave the country; there is no six-month-beyond-travel-date rule.2U.S. Department of State. Jamaica International Travel Information
  • Your airline and flight number, or the vessel name if you’re arriving by cruise ship.
  • Your address in Jamaica: hotel, resort, or residential street address.
  • Your home address and country of residence.
  • Your luggage count: checked bags, carry-ons, and any packages shipped separately by air or sea (barrels, boxes, and the like).
  • An email address you can access while traveling. The system sends your confirmation there.

Having everything within reach helps prevent session timeouts, which happen more often during heavy travel periods.

Filling Out the Form

Go to enterjamaica.gov.jm and verify your email address. The system requires verification before you can proceed. Once you’re in, the form moves through four sections.3Passport Immigration and Citizenship Agency (PICA). Electronic C5

Personal Information

Enter your birth date, gender, and the number of family members traveling with you (zero to five). The birth date must match your passport. Each adult usually needs a separate form, but the “family members with you” field links your declarations for clearance.

Passport and Trip Details

Type your passport number and select the issuing country. Then enter your country of origin for this trip, your flight or vessel name, and your length of stay. The purpose-of-visit dropdown offers Visiting Friends/Relatives, Vacation, Business/Meeting, In Transit, Resident, Work, and Honeymoon/Wedding. Pick the closest match. If you’re visiting family and sightseeing, Visiting Friends/Relatives fits better than Vacation.3Passport Immigration and Citizenship Agency (PICA). Electronic C5

Customs Declarations

This is where most travelers slow down. You’ll answer yes or no across eight categories. If you’re unsure about any of them, the form’s own advice is simple: declare it and let the customs officer sort it out.3Passport Immigration and Citizenship Agency (PICA). Electronic C5

The first declaration covers biological items and food: fruits, plants, cut flowers, vegetables, soil, meat, live animals, honey, wildlife products, food generally, animal products, and live birds. Fresh fruits and vegetables, raw and cooked meat, processed meat and sausages, honey, milk products, live animals, and pet food are on the Jamaica Customs Agency’s restricted items list and require clearance from the Ministry of Agriculture and Fisheries.4Jamaica Customs Agency. Restricted Items Saying “yes” doesn’t mean confiscation. It means inspection. Saying “no” while carrying restricted food can lead to fines and forfeiture.

The currency declaration applies if you’re carrying cash or monetary instruments worth more than US$10,000 (or the equivalent in any currency). Carrying that amount is legal; failing to declare it is not. Undeclared amounts can be seized, and Jamaica has secured forfeitures and convictions under the Proceeds of Crime Act.5Jamaica Information Service. Persons Entering Jamaica With Money Exceeding US$10000 Must Declare It Checking “yes” opens a currency section where you select the currency type and enter the value; the form asks for the price paid or payable in the country of purchase.3Passport Immigration and Citizenship Agency (PICA). The remaining declarations cover pharmaceuticals and chemicals, narcotics and illicit drugs, radioactive or nuclear substances, and weapons (firearms, ammunition, explosives, fireworks, and toy guns). You’ll also declare whether you’re carrying goods above your duty-free allowance or gifts and articles intended for resale. Several items travelers assume are harmless are restricted under Jamaica’s national security rules, including pepper spray, camouflage clothing, radar detectors, laser pointers, and swipe card readers.4Jamaica Customs Agency. Duty-Free Allowances to Know Before You Declare

If you’re 18 or older, you can bring personal and household effects, including gifts, worth up to US$500 (or the Jamaican dollar equivalent) without paying duty. Anything above that has to be declared on the C5, and duties get assessed at the airport.6Jamaica Customs Agency. What Are My Duty-Free Allowances and Exemptions?

Alcohol and tobacco have their own quantity limits for passengers 18 and over:

  • 2 litres of alcoholic beverages
  • 200 cigarettes
  • 50 cigars
  • 230 grams of processed tobacco

Anything above these amounts gets flagged for duty assessment.

Prescription Medications

Standard prescription drugs are allowed, but arrive prepared. Keep every medication in its original, clearly labeled pharmacy container, and bring a copy of each prescription showing the drug name, quantity, strength, and dosage. A letter from your doctor stating the condition being treated is also required.7Embassy of Jamaica in Brussels. Importation of Prescription Drugs to Jamaica

Prescriptions containing narcotics require a special permit from Jamaica’s Ministry of Health and Wellness. The permit application needs your physician’s letter, a copy of the prescription, your flight details, your Jamaican address, and contact information for both you and your doctor. Once approved, the Ministry sends the permit directly to you, and you must carry it when traveling. Start this process well before departure.7Embassy of Jamaica in Brussels. Submitting the C5 and Arriving in Jamaica

After the four sections, review your entries and submit. The system sends a confirmation to the email you provided. Save it on your phone or print a copy before boarding. Airport Wi-Fi is unreliable, and you don’t want to be digging through your inbox at the immigration counter. Your submission is tied to the specific travel dates and flight or vessel you entered, so any itinerary change means filling out a new form.

There is no fee. The Jamaica Customs Agency confirms the service is free for all visitors and residents.1Jamaica Customs Agency. Passenger

On arrival, head to the immigration hall with your confirmation and passport ready. An officer will verify your pre-cleared status against the PICA database, and any declarations you flagged may lead to a physical inspection in the customs baggage area.

If the Portal Fails or You Make a Mistake

The digital system does have occasional outages. When that happens, immigration officers at the airport can help you complete the form online at a station or provide a paper form as backup. Paper forms are still used, just reserved for technology failures.

For technical problems before your trip, contact PICA at 1 (876) 754-7422 or email info@pica.gov.jm. The mistakes that cause the most trouble at the border are a passport number that doesn’t match the physical document, the wrong flight selected, and a vague Jamaican address. Check your passport number character by character. One transposed digit means the system can’t match you to the airline manifest, and you’ll spend your first minutes in Jamaica sorting it out at the immigration desk.
