How to Fill Out and Submit the Carnival Cruise Complaint Form

To file a post-cruise complaint with Carnival, use the Contact Guest Care form on Carnival’s post-cruise inquiries page, email guestcare@carnival.com, or send a certified letter to Carnival’s Miami headquarters. The Carnival cruise complaint form is the fastest route for most issues, but which channel you choose matters less than how quickly you act: the Cruise Ticket Contract you agreed to at booking requires written notice within 30 days of disembarkation for non-injury claims and within 185 days for injury, illness, or death claims.1Carnival Cruise Line. Pull Your Documentation Together First

A complaint without evidence tends to get a form response. Before you open the form, gather your booking confirmation number, sail dates, ship name, and cabin number. If a specific crew member was involved, write down the name from their tag while you still remember it.

For physical conditions such as a dirty cabin, a maintenance hazard, or contaminated food, timestamped photos and video are your strongest evidence. Take them on the ship if you can. For billing disputes, download the itemized folio from your onboard account through Carnival’s website and hold onto receipts from purchases, excursions, and spa services.

Injury or illness claims need medical records. Request copies from the ship’s medical center if you were treated onboard, and get records from any doctor you saw after disembarking. Carnival provides a separate Medical Records & Receipts request form on its post-cruise inquiries page for this purpose.2Carnival Cruise Line. Post-Cruise Inquiries A documented timeline linking the shipboard incident to your treatment is what separates a complaint that gets taken seriously from one that stalls.

How to Submit the Complaint

Carnival offers three channels, and using more than one is fine.

The Online Guest Care Form

The Contact Guest Care form on Carnival’s website is the primary channel, reachable from the post-cruise inquiries page.3Carnival Cruise Line. Contact Guest Care Fill in your voyage details in the corresponding fields, then describe what happened, when it happened, and the resolution you want. “I was disappointed” gives the representative nothing to act on. Attach supporting documents as PDFs or JPEGs.

Email

For billing and payment issues, email guestcare@carnival.com directly.4Carnival Cruise Line. Post Cruise Inquiries – Find Answers Put your booking number and sail dates in the subject line so it doesn’t get lost in a general queue, and attach the same documentation you would upload through the form.

Certified Mail

When you need proof of delivery, especially for injury or illness claims tied to the contract’s notice deadlines, send a formal letter by certified mail with return receipt requested to 3655 NW 87th Avenue, Miami, FL 33178.5Carnival Cruise Line. About Us The return receipt gives you a dated record that Carnival received your written notice, which is what you’ll rely on if you ever need to prove you met the deadline.

The Deadlines That Can Kill Your Claim

This is where passengers get tripped up. Missing a contract deadline can forfeit an otherwise strong claim.

For injury, illness, or death, you must give Carnival full written details within 185 days of the incident. Any lawsuit must be filed within one year of the incident date and served on Carnival within 120 days after filing.1Carnival Cruise Line. Cruise Ticket Contract The one-year clock starts on the date of the injury or illness, not when you get home or when you receive a diagnosis.

For everything else, including billing disputes, service failures, property damage, and trip disruptions, you have 30 days after disembarkation to provide full written details. Legal proceedings must be started within six months of disembarkation and served within 120 days after that.1Carnival Cruise Line. Cruise Ticket Contract Thirty days is tight. File the week you get home.

What Carnival Usually Offers

You should receive an automated confirmation once you submit. Guest Care typically communicates by email, and complex claims involving onboard investigations or crew statements take longer to work through.

Resolutions come in a few common forms. Billing errors are usually refunded to the original payment method. For service complaints, Carnival often offers future cruise credits, which are non-refundable, non-transferable, must be applied to a new booking within 12 months of issuance, and can only cover the cruise fare itself.6Carnival Cruise Line. Deposit and Final Payment Cancellation Policy Onboard credits for a future sailing are another common offer. If you’d rather have cash back than a credit toward a future cruise, say so explicitly in your initial complaint. It sets the starting point for the negotiation.

If the response falls short, reply and escalate. Reference your case number, explain why the offer isn’t enough, and restate what you want. The first representative may have limited authority, and a second pass can get routed to someone who can approve more.

If Carnival Won’t Resolve It

The Federal Maritime Commission runs a free mediation service through its Office of Consumer Affairs and Dispute Resolution Services. You qualify if you boarded the cruise at a U.S. port and bought your ticket directly from the cruise line.7Federal Maritime Commission. Cruise Passenger Assistance If you booked through a travel agent or boarded outside the United States, this avenue isn’t available.

To file, download Form FMC-32 from the FMC website, complete it with a summary of your dispute, attach your correspondence with Carnival, and email everything to complaints@fmc.gov.7Federal Maritime Commission. Cruise Passenger Assistance The FMC will contact Carnival on your behalf and try to broker a resolution. Keep expectations realistic: the process is voluntary, and the FMC does not have authority to force Carnival to pay or take any specific action.8US Department of Transportation. Passenger Cruise Ship Information What it does add is a federal agency’s letterhead, which tends to draw more attention than another email from a frustrated passenger.

You can also file with the Better Business Bureau, which will forward your complaint and track whether Carnival responds. Participation is voluntary there as well.

Court and Arbitration

If nothing else works, the ticket contract dictates where you can take legal action, and the rules depend on the claim.

Non-injury disputes seeking less than $8,000 (not counting attorney fees or interest) must be filed in small claims court in Miami-Dade County, Florida.1Carnival Cruise Line. Cruise Ticket Contract Even if you live in Oregon, you file in Miami. Small claims is designed for people without lawyers, but the travel requirement makes it impractical for many passengers.

Non-injury disputes seeking more than $8,000 go to binding arbitration in Miami-Dade County under the Federal Arbitration Act. An arbitrator hears both sides and issues a final decision you generally cannot appeal.1Carnival Cruise Line. Cruise Ticket Contract Arbitration can be expensive and still requires travel to Miami, so weigh the cost against the potential recovery before starting.

Lawsuits for injury, illness, or death must be filed in the U.S. District Court for the Southern District of Florida in Miami. If federal courts lack jurisdiction, the case goes to a state court in Miami-Dade County. All disputes are governed by federal maritime law, not the law of your home state.1Carnival Cruise Line. Cruise Ticket Contract For any injury claim of meaningful value, talking to a maritime attorney before the 185-day notice deadline passes is the single most important step you can take.

The ticket contract also contains a class action waiver: every claim must be pursued individually.9Carnival Cruise Line. Carnival Cruise Line – Ticket Contract
