How to Get a Gun Collector’s License: Form 7CR, Fees, and Renewal

To get a gun collector’s license, you file ATF Form 7CR for a Type 03 Federal Firearms License, pay a $30 fee that covers three years, and wait roughly 60 days while the ATF runs a background check. No photographs, no fingerprints, no premises inspection before approval. The license lets you buy curio and relic firearms directly from out-of-state sellers and receive them through the mail, bypassing the usual requirement to route every interstate firearm purchase through a local dealer.¹

The application is the easy part. The record-keeping and legal limits that come with the license are what catch collectors off guard.

What a Type 03 License Actually Covers

A Type 03 FFL is restricted to curio and relic firearms. The ATF defines these as guns “of special interest to collectors by reason of some quality other than is associated with firearms intended for sporting use or as offensive or defensive weapons.” In practice, most qualifying firearms fall under the 50-year rule: any gun manufactured at least 50 years before the current date, in its original configuration, automatically qualifies. Replicas don’t count. The ATF also publishes a searchable Curios or Relics List for items classified under museum-interest or historical-value categories.²

The license lets you acquire C&R firearms at any location, not just a fixed premises, and receive them by mail from other license holders across state lines.³

What it doesn’t do: it doesn’t make you a dealer. You can’t buy and resell modern firearms as a business, and repetitive buying and reselling of C&R firearms for profit crosses into dealing territory that requires a different license type. Occasional sales to improve your personal collection are fine.⁴ The license also does not override state or local firearms laws. If your state restricts a particular firearm or requires registration, those rules still apply.

Who Can Get One

To qualify, you must:

Be at least 21 years old
Be a U.S. citizen or lawful permanent resident
Have no felony convictions or convictions for any crime punishable by more than one year of imprisonment
Have no misdemeanor domestic violence convictions
Not be subject to a court restraining order involving an intimate partner or child
Not be a fugitive from justice, a user of controlled substances, dishonorably discharged from the military, or adjudicated as mentally defective

The application is ATF Form 7CR (form number 5310.16), available on the ATF’s firearms forms page. Fill out Part A with your personal information and premises address, and Part B with the responsible person questionnaire covering your background.⁶

Skip the Photo, Fingerprints, and CLEO Notice

The Type 03 application is easier than every other FFL type in three specific ways. You don’t submit a photograph. You don’t submit a fingerprint card. And you’re not required to send a copy to the Chief Law Enforcement Officer in your area.⁵⁷ Every other FFL type requires all three.

Mail the Form With a $30 Payment

The fee is $30 for three years, set by federal statute at $10 per year.⁸ Mail the completed, signed, and dated form with payment to:

What Happens Next

The ATF’s Federal Firearms Licensing Center runs an electronic background check on every responsible person listed on the application.⁹ As of early 2026, processing takes about 60 days for paper Form 7 applications.¹⁰ A Type 03 application does not trigger an in-person interview or premises inspection before approval. Approval or denial arrives by mail.

If You’re Denied

A denial usually traces back to something the background check flagged. You can challenge it through the FBI, which must respond with a final determination within 60 calendar days. The response will identify the specific record that triggered the denial and the agency that holds it, so you can contest inaccurate records at the source.¹¹ If the administrative challenge doesn’t resolve things, federal law allows you to file a civil action in court seeking an order to correct erroneous information or approve the transfer.¹²

The Record-Keeping You’re Signing Up For

Every C&R firearm you acquire or dispose of has to be logged in a bound record book, often called a bound book or A&D (acquisition and disposition) record. Most collectors underestimate this part.

For each firearm you acquire, record the date of receipt, the name and address (or FFL number) of the person you received it from, the manufacturer’s name, importer (if any), model, serial number, type (rifle, pistol, revolver, shotgun, etc.), and caliber or gauge. When you sell or otherwise dispose of a firearm, record the date, the recipient’s name and address, and if the recipient is a licensee, their license number.¹³

The deadlines are strict. Acquisitions must be recorded by the close of the next business day after you receive the firearm. Dispositions must be recorded within seven days of the transaction. Failing to maintain proper records is a federal violation that can cost you the license.¹³

Paper bound books are the default. Electronic record-keeping is possible but requires written approval from your regional Director of Industry Operations before you can switch.¹³

Compliance Inspections

Holding any FFL means agreeing to let the ATF inspect your records and inventory, and the ATF generally does not give advance notice. An Industry Operations Investigator will conduct a physical inventory of your C&R firearms, review your bound book, and check that your records match your actual collection.¹⁴

Because most Type 03 collectors keep their firearms at home, the inspection happens at your residence during reasonable hours. Refusing to allow one is treated as a willful violation of the Gun Control Act, and the ATF will pursue revocation. Keeping your bound book current and accurate is the single best thing you can do to make inspections uneventful.

Renewing the License

A Type 03 FFL is valid for three years. To keep collecting, file ATF Form 8 Part II before your license expires.¹⁵ The renewal fee is the same $30 for another three years.¹⁶ If your license lapses, any C&R acquisition you make during the gap has no legal backing from your collector’s license, and you’d have to transfer through a local dealer like anyone else.
