Renting a car at 18 is possible, but only through a narrow set of paths. Two states legally require rental companies to serve you, one nationwide peer-to-peer platform sets its floor at 18, and active-duty military or government travelers on official orders can rent from major agencies anywhere. Outside those routes, traditional rental counters set their minimum at 20 or 21 and will turn you away.
The Two States Where Any Agency Must Rent to You
New York and Michigan are the only two states that force rental companies to serve 18-year-olds regardless of corporate policy. New York’s General Business Law prohibits any rental company from refusing to rent to a person 18 or older solely because of age, provided insurance coverage for that age group is available. The law also lets the company pass along any actual extra insurance cost tied to the renter’s age.1New York State Senate. New York General Business Law 391-G – Rental of Motor Vehicles; Discrimination on the Basis of Age Prohibited Michigan has a similar mandate, and every major national chain confirms its minimum age drops to 18 at locations in both states.2Alamo Rent a Car. If you live in or are traveling to either state, this is the most straightforward path. You can walk into essentially any rental counter and drive away with a car, though you’ll still pay a young driver surcharge. Two other states, Alabama and Nebraska, set their floor at 19 rather than 18, which matters if you’re close to that birthday.3Hertz. Age Restrictions and Exceptions
Why Most Major Chains Won’t Rent to You Elsewhere
A common misconception is that agencies like Hertz, Dollar, and Thrifty rent to 18-year-olds at standard locations. They don’t. Their minimum age in most of the country is 20, and the 18-year-old floor only applies where state law forces it.4Dollar Car Rental. General Policies Here’s how the major chains break down outside New York and Michigan:
- Hertz, Dollar, and Thrifty set their minimum at 20 in most states, dropping to 19 in Alabama and Nebraska.3Hertz. Age Restrictions and Exceptions
- Enterprise, National, and Alamo require 21 in most states.5Enterprise Rent-A-Car. What Are Your Age Requirements for Renting?

If you’re exactly 18 and outside New York or Michigan, no traditional rental counter will help you unless you qualify for a military or government exception.
Turo: The Nationwide Option at 18
Turo is the most accessible nationwide option for 18-year-olds. The platform lets individual car owners list their vehicles for rent, and its minimum age in the United States is 18.8Turo. Car Rentals in the United States Turo works differently from a traditional rental counter. You browse listings, book through the app, and often pick up the car directly from the owner. Pricing, availability, and vehicle condition vary by listing.
The trade-off is a vehicle value cap for younger drivers. Between 18 and 20, you can only book vehicles with a total market value of $20,000 or less. Deluxe-class vehicles require you to be at least 25, and specialty or classic cars require 30.9Turo Support. Check the platform’s insurance options before confirming, since coverage works differently than at a traditional agency.
Military and Government Travel Exceptions
Active-duty military personnel and government employees aged 18 and older can rent from most major agencies when traveling on official orders, even outside New York and Michigan. Enterprise, National, Hertz, and others all recognize this exception.5Enterprise Rent-A-Car. What Are Your Age Requirements for Renting? To qualify, bring your government ID and a copy of your travel authorization or orders to the counter.10Defense Travel Management Office. Rental Car Program
This exception doesn’t always eliminate the young driver surcharge. Under the Department of Defense Rental Car Agreement, agencies can still charge an underage driver fee for renters aged 18 to 20, but the fee is reimbursable through the Joint Travel Regulations.11Defense Travel Management Office. Documents, Payment, and Insurance
Every agency requires a valid, government-issued driver’s license showing you’re at least 18, and the physical card has to be present at pickup. Digital licenses, temporary paper permits, and expired cards are almost universally rejected.
Payment is where many 18-year-olds get stopped. Several major agencies won’t accept a debit card from anyone under 25. Budget, for example, requires debit card users to be at least 25, or 18 in New York only.13Budget Car Rental. Can You Rent a Car with a Debit Card? Since many 18-year-olds don’t have a credit card, this effectively blocks them even where age itself isn’t the barrier. If you do find an agency that accepts your debit card, expect a pre-authorization hold that covers the estimated rental cost plus a deposit, a possible credit check, proof of a return travel itinerary, and vehicle selection limited to economy or compact classes. The simplest workaround is getting a credit card in your own name before your trip. A secured card with a modest limit works at most counters.
Insurance gets complicated if you don’t own a car. Most agencies require proof of liability coverage for both property damage and bodily injury. If you’re on a parent’s policy, confirm it extends to rental vehicles and lists you as a covered driver. If you aren’t covered under anyone’s policy, you have two options: buy insurance from the rental agency at the counter (a collision damage waiver plus supplemental liability coverage, which adds significant daily cost), or buy a non-owner car insurance policy beforehand. Non-owner policies provide liability coverage for people who drive regularly but don’t own a vehicle, and they tend to cost less than standard auto insurance. Not every insurer sells them, so shop around before your trip.
The Young Driver Surcharge and How to Reduce It
Every renter under 25 pays an additional daily fee on top of the base rental rate. Hertz charges $25 per day for drivers under 25.14Hertz. Under 25 Car Rental Other agencies charge comparable amounts, and rates vary by location. On a seven-day rental, this surcharge alone can add $175 or more to your total.
Two membership programs can wipe out the fee. AAA members aged 20 to 24 get the young renter fee waived at Hertz, saving up to $29 per day, with a credit card in your own name and a reservation made at least 24 hours in advance.15AAA. AAA and Hertz Member Benefits This benefit starts at 20, so it won’t help the youngest renters. USAA insurance-eligible members get a broader waiver: at Hertz, Avis, and Budget, the underage fee is waived for members aged 18 to 24; at Enterprise, Alamo, and National, the waiver covers 21 to 24.16USAA. USAA Member Car Rental Discounts USAA membership is limited to military members, veterans, and their families, but if you qualify, this is one of the few ways to eliminate the surcharge at 18.
What You’re Allowed to Rent
Age minimums are only part of the picture. Agencies also limit the vehicle categories young renters can book. At Hertz, renters under 25 cannot book from the Dream Cars, Prestige, or Adrenaline collections, along with certain other specialty vehicles.17Hertz. Young Renters Most other agencies have similar restrictions that keep luxury, high-performance, and large specialty vehicles off-limits. In practice, 18- to 20-year-olds are limited to economy, compact, and standard sedans.
On Turo, the restrictions are based on dollar value rather than vehicle class. Under-21 renters are capped at vehicles worth $20,000 or less. Deluxe-class vehicles require age 25, and super deluxe, classic, or specialty vehicles require age 30.9Turo Support. Booking a Car – US
At Pickup and Return
Enter your real date of birth when searching online. Fudging your age to see lower rates backfires at the counter, where the agent scans your license and the system flags the mismatch. At best, you’ll pay an unexpected surcharge. At worst, you’ll be denied the car with no refund on a prepaid reservation. Once you’ve booked, double-check that the confirmation total includes the young driver surcharge.
Before you drive off the lot, walk around the car and document every scratch, dent, and interior stain with photos or video on your phone. Note any pre-existing damage on the inspection form and have an employee initial it. Five minutes here can save you hundreds. Read the rental agreement before signing, especially the clauses on fuel policy, mileage limits, and geographic restrictions. Some contracts prohibit driving the vehicle out of state or across international borders, and violations void all insurance coverage.
Return the vehicle with the fuel level matching whatever the contract specifies, usually a full tank. Agencies charge steep per-gallon rates for refueling, often two to three times the gas station price. When the staff confirms the condition and fuel level match, the pre-authorization hold is released. On a credit card, the hold drops off within a few business days. On a debit card, the timeline can stretch longer since your bank controls how quickly the funds become available again. Ask for a final receipt or return confirmation before you leave the lot. If a damage claim surfaces after you’ve walked away, that receipt and your pre-rental photos are your best defense.
One last warning worth taking seriously: letting an unauthorized person drive the rental car (anyone not listed on the agreement) voids the coverage in your contract and leaves you personally liable for all damage, including injuries to third parties. Lending the car to a friend for an hour can turn into thousands in uncovered liability.
