How to Get Citizenship in Scotland: Requirements, Costs, and Ceremony

To get citizenship in Scotland, you apply for British citizenship under UK-wide rules. There is no separate Scottish nationality: Scotland, England, Wales, and Northern Ireland share a single citizenship framework set by the British Nationality Act 1981.1legislation.gov.uk. British Nationality Act 1981 – Section 6 For most adults, the route is naturalization after five years of residence, holding indefinite leave to remain or settled status, and meeting language and character requirements. The application costs £1,839 including the ceremony, and it is not refunded if you are refused.

The UK allows dual nationality, so becoming British does not, on its own, force you to give up your existing citizenship.2GOV.UK. Dual Nationality Whether your home country lets you keep its passport is a separate question governed by that country’s laws. Check before you apply.

Who Qualifies for Naturalization

Naturalization is the standard adult route. You must be 18 or over and already hold one of the following: indefinite leave to remain (ILR), settled status under the EU Settlement Scheme, or indefinite leave to enter. You need to have held that status for at least 12 months before applying. The 12-month wait is waived if you are married to or in a civil partnership with a British citizen.3GOV.UK. Residence and Absences

On the standard route, you must have lived in the UK for at least five years before the date of your application. Total time outside the UK during those five years must not exceed 450 days, and no more than 90 of those days can fall in the final 12 months.3GOV.UK. If your spouse or civil partner is British, the qualifying period drops to three years. Absences over that period must not exceed 270 days, with the same 90-day cap in the final 12 months. You must also have been physically in the UK exactly three years before the Home Office receives your application.4GOV.UK. Apply for Citizenship if Your Spouse Is a British Citizen

Good Character

The Home Office assesses conduct on every adult application. The framework tightened in July 2023. An application will normally be refused if you have received a custodial sentence of 12 months or more, have consecutive sentences totalling 12 months or more, are treated as a persistent offender, or committed an offence that caused serious harm. Sexual offences or being on a police register will also normally result in refusal. Shorter sentences and non-custodial penalties are not automatic bars, but the Home Office still weighs how recent the offence was, how many there were, and how serious.5GOV.UK. Good Character Requirement Immigration compliance, financial conduct, and general behaviour are all in scope.

English and the Life in the UK Test

You need to show English at B1 level or above, either through an approved qualification or a degree taught or researched in English.6GOV.UK. Prove Your Knowledge of English for Citizenship and Settling Applicants aged 65 or over, and those with a long-term physical or mental condition that prevents them meeting the requirement, are exempt.

You also have to pass the Life in the UK test, a computer-based exam on British history, values, and traditions. It is required for applicants aged 18 to 64 and costs £50 per attempt.7GOV.UK. Indefinite Leave to Remain (Private Life) – Eligibility If you already passed it for your ILR or settled status application, that pass counts again here.

Registration Routes You Might Already Qualify For

Registration is separate from naturalization and applies to people who already have a link to British citizenship. Most relevant for families in Scotland:

A child born in the UK is not automatically British unless a parent was a British citizen or settled here at the time of birth. If a parent later becomes British or gains settled status before the child turns 18, the child can register on Form MN1.8GOV.UK. Register Child Under 18 as British Citizen (Form MN1)

Anyone born in the UK who then lived here continuously for the first ten years of their life can register too, provided they were not outside the UK for more than 90 days in any single year during that period. This route works for both children and adults.9GOV.UK. Apply for Citizenship if You Were Born in the UK – If You Lived in the UK Until You Were 10

If you were born outside the UK on or after 1 January 1983 and a parent was British at the time, you may already be British by descent. Citizenship by descent generally passes down only one generation born overseas; if the British parent was themselves born abroad and held citizenship only “by descent,” it does not automatically pass to you, with limited exceptions for children of parents in Crown or designated service.10UK Parliament Commons Library. What It Costs

Home Office fees are updated most years, usually in April. From 8 April 2026:11GOV.UK. Home Office Immigration and Nationality Fees, 8 April 2026

  • Adult naturalization is £1,709, plus a £130 citizenship ceremony fee, for a total of £1,839.
  • Child registration is £1,000. If the child turns 18 during processing, the £130 ceremony fee is added.

There is no separate biometric enrolment fee; the Home Office scrapped it in April 2022, though some older guides still list one.12GOV.UK. Fees for Citizenship Applications Add £50 per attempt for the Life in the UK test, plus any English testing costs. All citizenship fees are non-refundable, even on refusal.

How to Apply

Most applications are submitted online through GOV.UK. Before you start, collect your current and expired passports, your biometric residence permit if you have one, proof of settled status or ILR, and evidence of continuous residence such as payslips, bank statements, or tenancy agreements to cover any gaps your immigration record does not show clearly.

You will need two referees who can vouch for your identity and character. One must be a professional person from an occupation the Home Office recognizes and can be of any nationality; the other must hold a current British passport. Neither can be a relative, your solicitor, or your immigration adviser.

After submitting, you book an appointment at a UK Visa and Citizenship Application Services (UKVCAS) centre to give fingerprints and a photograph. Children under six only provide a digital photograph.13GOV.UK. Apply for Citizenship if You Have Indefinite Leave to Remain or Settled Status – After You’ve Applied The Home Office aims to decide most applications within six months, and should tell you if yours will take longer. Straightforward cases often come back sooner; complex ones can run past six months.

The Ceremony in Scotland

If you are approved, you take an oath of allegiance to the King at a citizenship ceremony and receive your certificate of naturalization. You are not British until the ceremony is complete. In Scotland, ceremonies are organized by your local council, so contact them directly to arrange a date; group ceremony schedules and any private ceremony option vary by area.14GOV.UK. Organise Your Citizenship Ceremony With Your Council

If You Are Refused

There is no formal right of appeal against a citizenship refusal. You can ask the Home Office to reconsider by submitting Form NR, which triggers an internal review by a different caseworker rather than a tribunal hearing. Because the fee is not refunded, a refusal is a costly setback, so make sure the residence, absence, and good character requirements are clearly met before you file. If the reason for refusal is fixable, such as too many days abroad, you can reapply once you meet the rule.

After You Become a Citizen

Once your certificate is in hand, you must return your biometric residence permit to the Home Office within five working days, even if it has expired. Missing that deadline can bring a fine of up to £1,000.15GOV.UK. After You Get Your Certificate

The certificate proves your citizenship, but you still need a British passport to travel. A first application uses your naturalization certificate and requires someone who has known you for at least two years to confirm your identity; that person must hold a current British or Irish passport, be 18 or over, and cannot be a relative or live at your address. The standard adult online passport fee is £94.50, with a further increase scheduled from 8 April 2026.16GOV.UK. Passport Fees
