How to Get International Driving License in India

To get an International Driving Permit in India, apply either through your Regional Transport Office using the Parivahan Sarathi portal or through an authorized automobile association such as the Western India Automobile Association. You’ll need a valid permanent Indian driving licence, a valid passport, a visa and travel booking for your trip, and Form 4A. The RTO route costs around ₹1,000 and usually produces the permit within one to two working days.

Who Qualifies

Three conditions have to be met before you apply. You need a valid permanent Indian driving licence; a learner’s licence does not qualify. You need a valid Indian passport. And you need a confirmed plan to travel abroad, backed by your visa and travel booking. The application runs under the Central Motor Vehicles Rules, 1989, and Form 4A references Rule 14(2) of those rules.

The address on your passport and the address on your driving licence must match. If they don’t, the RTO can refuse to process the application. The Sarathi portal does allow you to bundle a licence address change with the IDP application in a single submission, though approval sometimes depends on a conversation with the Regional Transport Officer.

Documents to Gather

  • Form 4A, the IDP application form. Fill it online through Sarathi or download it from the Parivahan website. It asks for your driving licence number, passport number, destination, travel dates, and personal details.
  • Form 1A, a medical fitness certificate signed by a registered medical practitioner. Many RTOs require this for all IDP applicants regardless of age, covering vision, hearing, and general fitness to drive.
  • Your valid permanent driving licence, original plus photocopy.
  • Your valid Indian passport, original plus photocopy.
  • A copy of the visa for your destination country.
  • Four recent passport-size photographs, 3.5 cm × 3.5 cm.
  • Flight tickets or a travel itinerary as proof of the upcoming trip.

Accuracy matters more than people expect. If any detail on Form 4A does not exactly match your passport or driving licence, whether a misspelled name, a different address, or a transposed digit, the RTO will send you back to correct it. Check everything twice before you submit.

Applying Through the Parivahan Sarathi Portal

The RTO route is the standard path, and most of it happens online. Go to parivahan.gov.in, select “Driving Licence Related Services” from the online services menu, then pick your state. Log in to your Parivahan account and open the IDP option under DL services.

Fill out Form 4A digitally and upload clear scans of your passport, driving licence, photographs, and other supporting documents. Blurry or incomplete uploads are a common reason for rejection, so check each file before submitting. The portal then directs you to pay the application fee of about ₹1,000 through UPI, net banking, or card. Save the payment confirmation.

After payment, book an appointment slot at your nearest RTO. The in-person visit is unavoidable, because the IDP is a physical booklet and most states have not moved to fully digital issuance. Take all your original documents to the appointment. The officer verifies your originals against the digital copies you uploaded, and many RTOs then issue the booklet the same day or within one to two working days.

Applying Through an Automobile Association

Authorized automobile associations offer a faster alternative to the RTO, at a higher cost. The Western India Automobile Association (WIAA) processes IDPs at its Mumbai and Pune offices with a two-working-day turnaround.1Western India Automobile Association. International Driving Licence Permit

WIAA works differently from the RTO. You first become a WIAA member, then download their IDP form, complete it, and walk into their office with your documents. The fee is ₹2,180 at the cash counter. You’ll need the same core documents (driving licence, passport, photographs), and the WIAA requires that both your passport and licence be issued from the city where you’re applying: a Mumbai licence for the Mumbai office, a Pune licence for Pune.1Western India Automobile Association. The Federation of Motor Sports Clubs of India (FMSCI) and the Automobile Association of Upper India (AAUI) also issue IDPs in different regions, each with its own membership rules and fees. Check with the one nearest to you if the RTO route feels slow or the WIAA offices are inconvenient.

Validity, Renewal, and Carrying the Permit

An IDP issued in India is valid for one year from the date of issue.1Western India Automobile Association. International Driving Licence Permit There is an important limit: the IDP’s validity can never exceed the validity of your underlying Indian driving licence. If your licence expires six months after you receive the IDP, the IDP effectively dies at the six-month mark, even though the booklet says one year.

Renewal is not possible from abroad. If your IDP expires while you are overseas, you have to return to India for a new one; Indian embassies and consulates cannot extend or reissue it. Plan travel dates so that both the driving licence and the IDP will remain valid for the entire trip.

The IDP is a companion document, not a replacement. Carry both the IDP and your original Indian driving licence whenever you drive abroad. Presenting only the IDP can lead to fines or vehicle impoundment, depending on the country.

Where the Indian IDP Works

India is a signatory to the 1949 Geneva Convention on Road Traffic, having ratified it in March 1962.2United Nations Treaty Collection. Some countries place conditions on the 1949 IDP. Canada and the United States recognize it for private vehicles only. Egypt, Barbados, and a few others limit the period during which they accept it.

The 1968 Vienna Convention Gap

A separate treaty, the 1968 Vienna Convention on Road Traffic, created its own IDP format. India is not a party to the 1968 Convention, so India cannot issue a 1968-format IDP.3United Nations Treaty Collection. Convention on Road Traffic In practice, most 1968 parties also accept the 1949 version, so Germany, France, Japan, and many others still recognize the Indian permit. A few countries have signed only the 1968 Convention and may not honor it. Before booking a rental car, confirm with the destination country’s embassy or transport authority that the 1949 IDP is accepted.

Common Mistakes That Delay Approval

  • Address mismatch between licence and passport. Fix it first, or use Sarathi to bundle an address change with the IDP application.
  • An expired or soon-to-expire driving licence. Some RTOs will refuse the application or issue an IDP with very short validity. Renew the licence first.
  • Blurry document uploads. The Sarathi portal has file size limits, and over-compressed scans get rejected. The reviewing officer needs to read every detail.
  • Skipping Form 1A. Applicants sometimes assume the medical certificate is only for older drivers, but many RTOs require it for everyone. A registered medical practitioner can sign it in a day.
  • Applying too late. Same-day issuance happens but is not guaranteed. Apply at least two weeks before departure to absorb any document issues or RTO backlog.

The IDP application is one of the simpler tasks before international travel. Applications get stuck not because the process is complex, but because the details across forms have to line up exactly. Align the paperwork before you start, and the rest is straightforward.
