Getting Liberland citizenship means paying at least $10,100, staking 5,000 Liberland Merits on the project’s blockchain, and passing an online identity check run by its Ministry of Interior. The Free Republic of Liberland is a self-declared micronation on a disputed strip of land between Croatia and Serbia, and no United Nations member state recognizes it. The passport it issues is not accepted at any international border.1Liberland. Liberland Everything below assumes you already understand that and want to know how the process works and what you receive.
What It Costs and What Tier You’re Buying
Liberland sells two different things, and people routinely confuse them.
E-residency costs $150. It gives you a digital identity on the Liberland blockchain, access to the e-governance platform, and the ability to register a Liberland LLC. It does not include a passport or any claim to citizenship.1Liberland. Liberland
Citizenship starts at $10,100. You must first go through e-residency, then stake at least 5,000 Liberland Merits (LLM) on-chain, then complete identity verification. The fee covers the merit stake and administrative processing.2Liberland. FAQ
LLM is Liberland’s native blockchain token. Staking means locking those tokens on the chain rather than spending them, so the 5,000 LLM works more like a deposit than a payment, and the size of your stake also determines how much your vote weighs in Liberland’s governance.3Liberland. Blockchain
Who Is Eligible
The practical threshold is the 5,000 LLM stake. Merits can be bought directly or earned by contributing services to the Liberland ecosystem.3Liberland. Blockchain
Applicants are also expected to align with Liberland’s “Live and let live” philosophy, which centers on individual liberty, private property, and voluntary cooperation. Liberland has publicly stated that people with a history of involvement in communist, Nazi, or other extremist organizations are ineligible, although the current draft constitution published on the official site does not contain that restriction in its text.4Liberland. The Application Process
Everything is done online through the Liberland blockchain portal. There is no embassy, no paper form, and no in-person step.
Set Up a Blockchain Wallet
Before you can apply, you need a compatible wallet. Liberland recommends SubWallet, Polkadot.js, or Talisman. Setup generates a 12-word seed phrase that is the only key to your on-chain identity. Lose it and you lose your Liberland identity, your merits, and any company registered under it. The official documentation advises writing the phrase on paper and storing it securely rather than photographing it.5Liberland Wiki. Onboarding
On mobile, you have to reach the portal through SubWallet’s built-in browser rather than a standard mobile browser. On desktop, you install the wallet as a browser extension. Once you connect to blockchain.liberland.org, you claim a small amount of complimentary LLD (Liberland Dollars) to cover the gas fees for on-chain transactions.5Liberland Wiki. Onboarding
Submit Documents and Verify Your Identity
You upload a photo of a government-issued ID (passport or national ID card) and a clear face photo meeting standard passport specifications. The portal collects your full legal name, date of birth, address, and country of birth.1Liberland. Liberland
The verification is KYC (know-your-customer), similar to what a cryptocurrency exchange runs. You upload documents through the portal, set your on-chain identity, and sign the transaction from your wallet. The Ministry of Interior then reviews the submission manually and, if it approves, transfers the merits to your on-chain identity. The manual review takes roughly one day according to the official documentation.5Liberland Wiki. Onboarding
Processing Time
Liberland’s application page states you should not wait more than two to three weeks from submission to receive your documents.1Liberland. Liberland
What Citizenship Actually Gets You
The Liberland passport is not recognized as a valid travel document by any country. It cannot be used at a border. Passport holders report that it is currently issued only to Liberland diplomatic representatives, not to ordinary citizens. You will keep using your existing national passport for every trip you take.
What citizenship does give you is access to Liberland’s digital governance system. Citizens can vote in referenda, propose legislation, and hold office within Liberland’s internal political structure. Vote weight is tied partly to merit stake, so the 5,000 LLM minimum sets your baseline political participation.4Liberland. Constitution
Both e-residents and citizens can register a Liberland LLC for $100. Liberland claims zero mandatory taxation on companies registered under its system, and the whole thing is managed online.6Liberland. Liberland No internationally recognized government or bank treats a Liberland LLC as a legitimate business entity. You cannot open an account with one at a major bank, and a contract executed under Liberland law has no enforcement mechanism in any recognized jurisdiction.
Recognition and the Travel Question
Liberland has signed a memorandum of understanding with Somaliland, itself an unrecognized self-declared state, covering cooperation in technology, energy, and banking.7Liberland. Liberland Welcomes Israel’s Historic Recognition of the Republic of Somaliland Representatives have reportedly met with officials from El Salvador and Malawi, but no formal diplomatic recognition has followed. For a searcher weighing the fee, the practical effect is the same as if none of these contacts had happened: no country will stamp your Liberland passport, and no consulate will assist you as a Liberland national.
Visiting the Territory
Citizenship does not deliver access to the land. Croatia treats the seven-square-kilometer parcel, called Gornja Siga, as its own and actively prevents entry. Croatian police patrol the area and have repeatedly destroyed settlement structures, in one documented incident demolishing buildings and confiscating settlers’ property, equipment, and food supplies.8Liberland. Liberland Responds to Croatian Foreign Ministry
Visitors, especially those without EU or Schengen citizenship, have been detained by Croatian border police, given 30- or 90-day bans, and in some cases placed on travel blacklists. The bans are issued by police rather than courts, often on the assumption that the person intends to camp illegally, and association with Liberland appears to be sufficient grounds.8Liberland. Liberland Responds to Croatian Foreign Ministry
Liberland claims a continuous physical presence on Gornja Siga since August 6, 2023, while acknowledging it does not exercise full control over the territory because of ongoing police pressure and environmental challenges.9Liberland. How Does a Community Become a State The Case of Liberland

Security Clearances
Under Security Executive Agent Directive 4 (SEAD 4), which governs federal security clearance adjudications, exercising rights or privileges of foreign citizenship can raise concerns under Guideline C (Foreign Preference). Potentially disqualifying conditions include possessing a foreign passport, voting in a foreign election, and accepting benefits from a foreign country. SEAD 4 does not define “foreign country” in a way that excludes unrecognized states, so the adjudicative question is whether your actions show allegiance to a foreign entity regardless of its recognition status.10Office of the Director of National Intelligence. Security Executive Agent Directive 4 Adjudicative Guidelines
Holding Liberland citizenship does not automatically disqualify you from a clearance, but failing to disclose it can. SEAD 4 lists failure to report foreign citizenship, passport possession, or foreign financial interests as a separate disqualifying condition. If you hold or have held a clearance and acquire Liberland citizenship, tell your security officer.10Office of the Director of National Intelligence. Security Executive Agent Directive 4 Adjudicative Guidelines
FBAR Reporting
If your financial holdings on the Liberland blockchain exceed $10,000 in aggregate at any point during the year, you may need to file a Report of Foreign Bank and Financial Accounts (FBAR) with FinCEN. The FBAR rule applies to any “foreign financial account” held by a U.S. person, and the regulations do not limit that to recognized countries.11FinCEN. Report Foreign Bank and Financial Accounts Whether a Liberland blockchain wallet counts as a foreign financial account under FBAR is genuinely unclear; FinCEN has not issued guidance addressing cryptocurrency wallets on sovereign blockchain platforms. The conservative course is to report and let FinCEN sort it out, since the penalty for failing to file when required far outweighs the cost of filing unnecessarily.
Tax Treatment
The money you spend on Liberland citizenship is not a deductible charitable contribution. You are paying for a specific benefit in return, which disqualifies the payment from charitable treatment under U.S. tax law. The same applies to the $150 e-residency fee and any purchase of LLM tokens. These are personal expenses, and no deduction is available.
