How to Get PR in Singapore: Schemes, Documents, and e-PR Submission

To get PR in Singapore, you submit an online application to the Immigration and Checkpoints Authority (ICA) under one of three schemes, pay a S$100 fee per applicant, and wait for a decision that ICA aims to issue within six months.1Immigration & Checkpoints Authority. Becoming a Permanent Resident Approval is entirely discretionary, and around 33,000 to 35,000 people receive PR status each year.2National Population and Talent Division. People and Society The steps below walk through eligibility, paperwork, submission, and the obligations that come with PR once you’re approved.

Figure Out Which Scheme Applies to You

ICA runs three PR schemes, and you can only apply under the one that matches your situation.1Immigration & Checkpoints Authority. Becoming a Permanent Resident

The Professionals, Technical Personnel and Skilled Workers (PTS) scheme is the common route. You qualify if you hold an Employment Pass, S Pass, or Personalised Employment Pass and are currently working in Singapore for a registered employer. A track record of employment and tax payments here strengthens the case. Your spouse and unmarried children under 21 can be included in the same application.

The Global Investor Programme (GIP) is administered by the Economic Development Board and is aimed at high-net-worth investors and entrepreneurs willing to commit significant capital to Singapore.3Singapore Economic Development Board. Global Investor Programme If you’re not in that category, this route isn’t for you.

The Family Ties scheme covers spouses and unmarried children under 21 of Singapore Citizens or existing PRs. Aged parents of Singapore Citizens are not eligible for PR under this scheme; they apply instead for a Long-Term Visit Pass, which lets them live in Singapore but doesn’t confer PR benefits.4Immigration & Checkpoints Authority. A separate pathway exists for foreign students on a Student Pass who have passed at least one national exam (PSLE, GCE ‘N’, ‘O’, or ‘A’ levels) or are enrolled in an Integrated Programme.1Immigration & Checkpoints Authority. Becoming a Permanent Resident Male students who become PRs this way will be liable for National Service when they turn 18. More on that below.

Understand What ICA Weighs

ICA does not publish a scoring formula and evaluates applications holistically. Nobody has an automatic right to PR. Publicly known factors include income and tax contributions, length of time working and living in Singapore, education, age, and family ties to citizens or PRs.

Singapore also manages the demographic mix of new residents through ethnic proportional guidelines that broadly reflect the existing population. Applicants from more heavily represented nationalities can face a more competitive field. You cannot influence this, but it explains why strong profiles are sometimes rejected. You can reapply at any time with an updated profile.

Prepare Your Documents

Document preparation is where most of the real work happens. Download the ICA document checklist before you begin.5Immigration & Checkpoints Authority. Document Checklist for Permanent Residence Core items include:

  • Valid passports and official birth certificates for every person in the application.
  • University degrees, diplomas, and professional certifications.
  • A letter from your current employer, dated within three months of your application, confirming your role, start date, and salary, along with pay slips from the most recent six months.
  • Your latest Notice of Assessment from the Inland Revenue Authority of Singapore.

PTS applicants will also need employer information entered directly in the ICA portal: paid-up capital, staff strength, your supervisory scope, and annual turnover for the last three years. This used to be a separate form (Annex A) but is now built into the portal. Get these figures from HR or finance before you sit down to apply.

Any non-English document must come with an official translation. ICA accepts translations from the issuing country’s embassy, from a notary public in Singapore or the issuing country, or private translations attested by the relevant embassy or notarized.6Immigration & Checkpoints Authority. Do I Need to Translate My Documents That Are Not in English? Self-translated documents without attestation are rejected. Notarization can take days or weeks depending on the country, so plan for it.

Check every document for consistency. If your name is spelled differently on your passport and degree certificate, or birth dates don’t match, ICA will flag your file. Fix discrepancies with a statutory declaration before you submit rather than after.

Submit Through the e-PR System

All applications go through the ICA e-PR system online. You log in with Singpass. If you don’t have Singpass, a Singapore Citizen or PR sponsor can submit on your behalf using theirs.7Embassy of the Republic of Singapore in Hanoi. Singapore Electronic-Permanent Residence (e-PR) Applications

Scan your documents in advance. The portal accepts standard formats like PDF and JPEG, and files must be clear and legible. After filling in every section and uploading your documents, you pay S$100 per person included in the application by credit card, debit card, or internet banking.1Immigration & Checkpoints Authority. Becoming a Permanent Resident The system then generates an acknowledgement receipt with a unique application number. Save it. You’ll need it for every status check.

What Happens While You Wait

ICA aims to process complete applications within six months, though some take longer.8Immigration & Checkpoints Authority. What Is the Processing Time for My Singapore Citizenship, Permanent Residence and/or Long-Term Visit Pass Application? Background checks and verification happen during this window. You can track status through the ICA e-Service portal with Singpass, and the decision arrives via the portal or a letter to your registered address.

One trap to avoid: a pending PR application does not protect or extend your work pass. If your Employment Pass expires while ICA is reviewing your file, you must leave Singapore. PR and work passes are handled by different agencies, ICA and the Ministry of Manpower respectively. If your EP renewal falls within the next six months, start that process with your employer right away.

Complete the Formalities After Approval

A successful application produces an In-Principle Approval (IPA) letter.9Immigration & Checkpoints Authority. What Is an In-Principle Approval (IPA) and How Can I Retrieve My IPA? This isn’t PR status yet. You have a deadline stated in the letter to finish the remaining steps, or the approval lapses.

You’ll undergo a medical examination that includes a blood test and chest X-ray. Download the form from the ICA website and take it to an approved clinic. The medical report is valid for three months from issuance, so don’t do it too early.

Then book an appointment at the ICA Services Centre. Officials verify your original documents against your uploads, capture fingerprints and photograph, and process your Entry Permit. You pay for the Entry Permit and your NRIC, which costs S$50 for Permanent Residents.10Immigration & Checkpoints Authority. Register Identity Card After biometrics are enrolled, you can collect your NRIC at a designated post office from the next working day. Cards uncollected within three months are destroyed, and you’d have to reapply and pay again.

National Service for Male PRs

If you’re applying with a son, or the male applicant is a student, read this carefully. Under the Enlistment Act, all male Singapore PRs must register for National Service at age 16½ and are enlisted for full-time service at the earliest opportunity after turning 18.11Embassy of the Republic of Singapore in Chennai. National Service Obligation Full-time service runs roughly two years, followed by reservist training of up to 40 days per year until age 40 for non-officers or age 50 for officers.

There’s a critical distinction. Male PRs who got their status as adults through PTS or GIP are exempted. The obligation falls on second-generation male PRs, meaning sons included as dependants in a parent’s application, and on male students who obtained PR while studying in Singapore.11Embassy of the Republic of Singapore in Chennai. National Service Obligation Renouncing PR to avoid NS after registration carries severe consequences, including criminal prosecution, permanent blacklisting from Singapore, and revocation of remaining immigration privileges. There is no statute of limitations on NS default.

Some families choose not to include sons in a PR application for this reason. That comes with its own trade-offs for the child’s long-term status in Singapore, but the decision needs to be made before you submit, not after.

Keeping Your PR Status

PR isn’t unconditional. Every Singapore PR travelling abroad must hold a valid Re-Entry Permit (REP). Leave Singapore without one, or let it expire while you’re overseas, and you lose your PR status.12Immigration & Checkpoints Authority. Entry Permit and Re-Entry Permit Conditions for Singapore Permanent Residents

REPs are issued for a maximum of five years and cost S$10 per year, up to S$50 for a five-year permit.13Immigration & Checkpoints Authority. Is There Any Processing Fee if I Apply Online for a Re-Entry Permit? You can renew online through ICA e-Service starting three months before expiry.14Immigration & Checkpoints Authority. Apply for/Renew Re-Entry Permit If you’re overseas when your REP expires, you have 180 days to apply for a new one through a Singapore Overseas Mission. Miss that window and your PR status is gone.

ICA considers your ties to Singapore when deciding REP duration. PRs who live and work here full-time generally get the full five years. Those who spend most of their time abroad may get shorter permits or face refusal.

Financial Changes You’re Signing Up For

PR status brings real benefits and real costs. Both matter to your planning.

As a PR, you and your employer must contribute to the Central Provident Fund (CPF), Singapore’s mandatory savings system for retirement, healthcare, and housing. Contribution rates are graduated during your first two years and reach full rate from the third year.15Central Provident Fund Board. CPF Contribution Changes From 1 January 2027 At full rates, the combined employer and employee contribution can exceed 37% of wages depending on age. That’s a real cut to take-home pay compared with work-pass-holder life, though the savings are yours and can be used for housing, medical expenses, and retirement.

On property, PRs buying their first residential home pay a 5% Additional Buyer’s Stamp Duty (ABSD), while Singapore Citizens pay 0% on their first home.16Inland Revenue Authority of Singapore. Additional Buyer’s Stamp Duty (ABSD) On a S$1.5 million property, that’s S$75,000 extra. PRs can buy resale HDB flats only after holding PR status for at least three years, with restrictions on flat types and grants compared to citizens.17Housing and Development Board. Couples and Families Mixed first-timer households of one citizen and one or more PR members pay an additional S$10,000 premium, refundable if the PR family member later becomes a citizen.
