How to Get Residency in Ireland for Non-EU Nationals

To get residency in Ireland as a non-EU national, you need an immigration permission that matches your reason for being in the country: work, study, family, business, or retirement. Ireland doesn’t hand out a generic residency visa. Instead, each permission is tied to a “stamp” number that controls what you can do, and you finalize it by registering in person in Dublin to receive an Irish Residence Permit (IRP) card.1Immigration Service Delivery. The stamp determines everything downstream. Stamp 1 covers employment or running a business. Stamp 2 is for full-time students. Stamp 3 is for dependants who cannot work. Stamp 4 gives broad rights, including working without a separate employment permit. Stamp 5 is long-term with no time restrictions. Stamp 0 is a limited permission used for cases like retirement.1Immigration Service Delivery. Immigration Permission Stamps

Pick the Pathway That Matches Your Situation

Skilled Workers: Critical Skills Employment Permit

The Critical Skills Employment Permit (CSEP) is aimed at highly skilled workers in occupations Ireland struggles to fill. You need a job offer from an Irish employer in an eligible role. As of March 2026, the minimum annual salary is €40,904 for most roles on the critical skills list, with a lower threshold of €32,691 for specific healthcare and agricultural positions such as healthcare assistants and horticultural workers.3Department of Enterprise, Trade and Employment. Government Unveils Roadmap for Gradual Increase in Employment Permit Salary Thresholds A CSEP typically leads to Stamp 1, and after two years you can apply for Stamp 4, which removes the need for a separate employment permit. That faster route to independence is the CSEP’s main advantage.

Other Workers: General Employment Permit

The General Employment Permit (GEP) covers occupations that are not on the critical skills list. From March 2026, the minimum annual salary is €36,605.3Department of Enterprise, Trade and Employment. Government Unveils Roadmap for Gradual Increase in Employment Permit Salary Thresholds The role must not appear on the Ineligible Categories of Employment list, and your employer generally has to show they first tried to fill it with an EU or EEA candidate. A GEP also leads to Stamp 1, but the progression toward independence takes longer than the critical skills route.

Students

Studying is one of the most common entry points. You need acceptance into a full-time course on the Interim List of Eligible Programmes (ILEP). If the course is not on that list, the application will be refused.4Immigration Service Delivery. href=”https://www.irishimmigration.ie/coming-to-study-in-ireland/what-are-my-study-options/a-fee-paying-private-or-secondary-school/information-on-student-finances/” target=”_blank” rel=”noopener”>Information on Student Finances

You must show immediate access to at least €10,000 to cover one academic year’s living costs, or €6,665 for courses of eight months or less.5Immigration Service Delivery. Watch this trap: time on Stamp 2 does not count toward Irish citizenship. If your long-term plan includes naturalisation, you need to move to a different stamp after your studies end.1Immigration Service Delivery. Immigration Permission Stamps

Graduates: Third Level Graduate Programme

Finish a degree at an Irish institution and you can stay to look for work on Stamp 1G. A Level 8 honours bachelor’s degree gets you 12 months. A Level 9 qualification or higher (master’s or doctoral) gets an initial 12 months that can be renewed for a second year if you have been actively looking for graduate-level work.7Immigration Service Delivery. Family of Irish Citizens or Permit Holders

If your spouse or partner is an Irish citizen, you can apply to join them and typically receive Stamp 4, which lets you work and study freely.1Immigration Service Delivery. Dependent children of Irish citizens and qualifying permit holders can also apply.

Entrepreneurs

The Start-up Entrepreneur Programme (STEP) is open to non-EU nationals with an innovative business idea and at least €50,000 in funding. Approved applicants and their immediate family receive Stamp 4. Applications are accepted year-round through the Immigration Service Delivery’s online system.9Immigration Service Delivery. The Immigrant Investor Programme, which previously required a €1 million minimum investment, has been closed to new applications since February 15, 2023. Existing participants keep their status, but it is not an option for new applicants.10Immigration Service Delivery. FAQs – Closure of the Immigrant Investor Programme (IIP)

Retirees

If you are financially independent, you can apply to reside as a person of independent means. You need to show an annual income of at least €50,000 per person plus access to a lump sum large enough to cover unexpected major expenses, roughly equivalent to the cost of buying a home in Ireland. Financial documentation must be converted into euros and certified by an Irish accountancy firm.11Immigration Service Delivery. I Want to Retire to Ireland Retirees typically receive Stamp 0, which does not allow you to work, access public funds, or become a burden on the state.

The 90-Day Rule Is Not Residency

Citizens of some countries, including the United States, can enter Ireland without a visa and stay up to 90 days for tourism or business. That allowance does not give you residency rights. If you plan to stay longer, you must secure the appropriate immigration permission before the 90 days run out and register with immigration authorities.12Ireland.ie. Visas for Ireland

Overstaying, even by a few days, can lead to deportation, future visa refusals, and serious problems with any later application. If your situation changes while you’re in Ireland on a short-stay permission, get legal advice before your 90 days end rather than trying to fix it afterward.

Documents You’ll Need

Some documents are required across every pathway:

  • A valid passport covering the full period of your intended stay.
  • Recent passport-sized photographs meeting ICAO standards.
  • Proof of address in Ireland, such as a utility bill, lease, or official letter.
  • Bank statements showing you can support yourself financially.
  • Private medical insurance covering accident and disease, including hospitalization.

The insurance requirement is more specific than it looks. For newly arrived students, coverage must be at least €25,000 for accidents and €25,000 for disease, and must cover any period of hospitalization. From your second registration onward, travel insurance is not accepted; you need a full private medical insurance policy.13Immigration Service Delivery. Private Medical Insurance

Pathway-specific documents vary. Employment permit applicants need a contract and employer details. Students need a letter of acceptance, proof of tuition payment, and evidence of English proficiency. Family applicants need marriage or birth certificates. Forms are available on the Irish Immigration Service website.

Registering at Burgh Quay

After your initial permission is granted, you must register it in person. All first-time registrations in Ireland now take place at the Burgh Quay Registration Office in Dublin, regardless of where in the country you live.14Immigration Service Delivery. Frequently Asked Questions for Registration Book an appointment through the online system.15Immigration Service Delivery. Burgh Quay Appointments

At the appointment you pay a €300 registration fee by debit or credit card. Some categories are exempt, including people under 18, refugees, holders of subsidiary protection, and those with residency based on marriage to an Irish citizen.16Citizens Information. Registration of Non-EEA Nationals in Ireland Your biometrics are taken during the visit. Your IRP card arrives by post afterward. Keep it with you when traveling internationally, because you’ll need it to re-enter Ireland.

Apply for Your PPS Number

Once registered, apply for a Personal Public Service (PPS) number. It’s Ireland’s equivalent of a Social Security number, needed to work, pay taxes, and access government services. You can apply online through MyWelfare.ie with a MyGovID account, using your passport and proof of Irish address no more than three months old.17Government of Ireland. Renewing Your Permission

Your IRP card and permission have an expiry date, and it’s on you to renew before then. Renewal applications can be submitted online through the Immigration Service Delivery portal up to 12 weeks before the current permission expires. Renewing early costs you nothing in time: the new permission starts from the old expiry date, not the date you applied.18Immigration Service Delivery. Renewing Your Registration Permission if You Live in the Republic of Ireland

Renewals do not require a trip to Burgh Quay, provided you’re in Ireland when you apply.18Immigration Service Delivery. Renewing Your Registration Permission if You Live in the Republic of Ireland You’ll need to show continued eligibility: ongoing employment for Stamp 1, active enrollment for Stamp 2, and so on. Report significant changes to immigration authorities promptly. A change of address, a job loss, or switching employers can affect your permission. Stamp 5 holders in particular must not be absent from Ireland for more than four months per year, or the permission can be revoked.19Immigration Service Delivery. Without Condition as to Time

Long-Term Residency and Citizenship

After eight years (96 months) of legal residency on the appropriate permission, you can apply for Stamp 5, sometimes called “without condition as to time.” This is effectively permanent residency, removing time restrictions and letting you work, study, and live in Ireland without a separate permit.19Immigration Service Delivery. Without Condition as to Time

For citizenship by naturalisation, you need at least five years of reckonable residence: one full year of continuous residence immediately before applying, plus four additional years within the preceding eight years. Non-EU nationals must accumulate at least 1,825 days of reckonable residence with no gaps in registration.20Immigration Service Delivery. Become an Irish Citizen by Naturalisation

Which stamps count is the part that trips people up. Stamp 1, Stamp 1G, Stamp 1H, Stamp 3, Stamp 4, and Stamp 5 all count as reckonable residence. Stamp 2 and Stamp 2A do not count at all.1Immigration Service Delivery. Immigration Permission Stamps Four years studying on Stamp 2 followed by two years on Stamp 1 gives you two reckonable years, not six. Plan your transitions early.

The naturalisation application fee is €175, paid online at submission. If approved, you pay a further €950 certification fee before receiving your certificate of naturalisation.20Immigration Service Delivery. Become an Irish Citizen by Naturalisation

If Your Application Is Refused

A refusal letter explains the reasons and whether you can appeal. You have two months from the date on the refusal letter to submit an appeal, and there is no fee. Appeals must be sent by post to the Visa Appeals Officer at the address given in the refusal letter; email and fax are not accepted.21Immigration Service Delivery. Appeal a Negative Decision

Your appeal letter should address each refusal reason directly, explain why the decision should change, and include any new supporting documents. Only one appeal is allowed per application. If it fails, you cannot appeal again, though you can submit an entirely new application with a fresh fee. You get one shot, so take the time to get the response right.
